Chapter 1: General Aspects on System Security
This chapter covers the general aspects which affect reliability of the All India grid. Chapters 2 to 6
indicate the constraints faced in Northern, Eastern, Western, Southern and North Eastern regions
respectively during the July-September 2013 quarter.

1.1. Uncertainty in load growth


The planning of transmission system is done on the basis of anticipated generation growth and demand
projections in National Electricity Plans and Electric Power Surveys. However, in actual operation the
demand incident in each state or region or country as a whole is dependent interalia on the following
factors:
 Growth in other sectors of the economy
 Behavior of the South West monsoon and/or North East monsoon
 Supply side constraints within each state or region.
 Transmission constraints
 Financial viability of DISCOMs in the state which has a bearing on power purchase
 Rural electrification programs
State-wise and region-wise details are enclosed as Annex I.

1.2. Grid Events


The section details the near miss situations, incidents of multiple elements outage, natural calamities
impacting the power system and oscillations observed in the system during the period July to September
2013. The following table summarizes the number of grid incidents in different regions during the quarter.
Details of specific events are enclosed as Annex II.

1.3. Synchronization of SR grid with NEW grid

Southern Region grid has been synchronized with NEW grid on 31st December 2013 at 20:25 hours
through 765kV Raichur-Sholapur-1 S/C line. The line was charged from 765kV Raichur end and
synchronized at 765kV Sholapur end. Just prior to the synchronization, it was ensured that the frequency
difference between SR and NEW grid is less than 0.10 Hz and the angular difference is within +/-50. The
oscillations of the order of 0.2 Hz frequency has been observed for 15-20 seconds while the
synchronization of the SR grid with NEW grid. The PMU plots of oscillations during SR and NEW grid
synchronization on 31st December 2013 are shown below.

1.4. Frequency Response Characteristics

Frequency Response Characteristic (FRC) is a measure of the natural change in frequency to a given
mismatch in load and generation. Frequency response in an electric power system is essentially provided
by natural damping of loads with frequency and primary response of generators. The importance of
primary response has been brought out in clause 5.2 of the CERC (Indian Electricity Grid Code)
Regulations, 2010. Primary response is of quintessential importance for maintaining the system security
in light of the following:

 Integration of renewable generation


 Interconnection of neighboring countries
 Impact of frequency variation on line flows and voltages
 Avoids large fluctuations in frequency: Reliability of Power System

9. 132 kV Dimapur(PG), 132 kV Imphal (PG), 132 kV Aizawl (PG) are important nodes which cater major loads to Nagaland, Manipur and Mizoram
respectively, and Bus Schemes at these substations need to be upgraded to Double Main Bus Scheme, in order to improve reliability of the NER
Power System.
10. At present NER Grid is connected to rest of NEW Grid through only one infeed point i.e. Bongaigaon-Salakati substation. More infeed points
need to be planned and implemented for improving reliability and security of NER Grid.
As per Master Plan of HEPs in Arunachal Pradesh prepared by CEA, there will be +/- 800 kV HVDC Sub-Station at Rowta, LILO of 400 kV
Balipara – Bongaigaon I & II and LILO of 400 kV Balipara – Bongaigaon III & IV at Rowta. AC part of +/- 800 kV Rowta HVDC S/S alongwith
these LILOs may be programmed for early completion. In addition to these activities, 400 kV Rowta – Bongaigaon III & IV may require to be
LILOed at Alipurduar for creating one more infeed point of NER.
