PRE-ARRIVAL INFORMATION
Transmarine Portland office has been appointed as load port agents for your vessel’s upcoming call to Columbia
River. We are pleased to advise you of the following port-specific information and requirements. On the following
document, we will request vessel information and details in order to prepare necessary forms and documents for
government authorities, as well as cargo interests.

We recognize that this message is very long, and kindly request you to review the information carefully and advise
if you have any questions or requirements. When time allows, please respond with the requested information and
documents completely and accurately, in order for us to prepare pre-arrival requirements and arrangements
accordingly.

Meanwhile, please kindly advise vessel’s ETA basis arrival at Columbia River pilot station, and please keep us
updated of changes.

CARGO GEAR INSPECTION:


All log loading on the Columbia River is with ship’s gear and carried out by ILWU. Thus cargo gear is subject to
safety inspection upon arrival and prior to loading by ILWU. Please ensure to check all cargo gear as outlined in the
attached Log Loading Checklist, and kindly confirm if all gear is in good operational condition. Note any gear that
fails the safety inspection will not be operated by ILWU until fully repaired/replaced and may result in stand-by
time against the vessel. Please note the below in addition to information contained in the checklist.

1. Make sure all pipe stands, padeyes, small hatch openings ect. on deck area are painted a
separate color than deck of ship.
2. Please check closely that all cotter pins and safety clips are not worn and function properly.
3. Please ensure that ALL SHEAVES are not showing ANY wear.
4. Please replace any gear that is showing more than 10% wear.
5. Crane cabs and windows must be clean.
6. Limit switches must be in operating order as designed.
7. Brakes must hold a load when hands are off the controls.
8. No flammable material is allowed to be store in cranes or crane bases.
9. Ladders, platforms, railings, grab bars ect. Must be in good condition.

PORT-SPECIFIC INFORMATION/REQUIREMENTS:
In accordance with MARPOL Annex VI, Reg 14.4 and Title 40 CFR 1043.60, the sulfur content of fuel oil used on
board ships operating in the North American Emission Control Area (ECA) shall not exceed 0.1%.

Please confirm vessel has valid Non-Tank Vessel Response Plan (VRP). Requirements for VRP is contained in CFR 33
Part 155, with effective compliance date of January 30, 2014.

ENOA/D:
Please also confirm if vessel will file ENOA/D directly to NVMC, or you will appoint Transmarine, or a third party to
submit the ENOA/D. FYG, ENOA must be submitted at least 96 hours prior to vessel’s arrival at Columbia River
pilot station. If vessel’s transit time from her last port is less than 96 hours, then ENOA must be submitted at least
24 hours prior to arrival. In either case, we strongly suggest for vessel to submit ENOA 6 days prior to arrival, in
order to have some time in case changes or corrections will be needed. Please be sure to show Transmarine as 24
hour CONTACT, in order for us to receive USCG confirmation when ENOA is submitted and updated. Our full style

Arrival details for ENOA submission:

NOTE: For vessels arriving to Astoria anchorage, pilots request max draft to be 7 meters or less.

MFSA:
All vessel’s entering Columbia River must enroll into the local oil spill contingency plan called MFSA (Marine Fire
and Safety Association). This plan is specific to Columbia River only, thus other plans do not satisfy the
requirement. Please confirm your authorization to enroll your vessel into the MFSA plan.

Furthermore, MFSA enrollment is considered to be an Owner’s expense, thus please advise how you want to settle
the costs. Total cost for MFSA is $650.00 USD, which includes the plan fee and enrollment cost, as well as
representation in the event of an incident. Vessel can either pay cash, or owners can remit funds directly.

OWNER’S EXPENSES:
Please be advised, we do not have authorization to include any Owner’s items on the Charterer’s FDA without
prior written permission. Therefore, if Owner’s items are planned, please advise in advance so we can prepare
estimates of costs, in order for Owner’s to remit funds in advance.

In view of the many owners concerns which often arise during the vessel’s port call, please be aware of our Split
Accounting Fee (SPF), charged in order to cover the time and efforts of our staff and accounting department. The
cost of the SPF varies between $500-$1,500 USD, and depends on the total of the estimated Owner’s costs.

CBP FORMS:
US CBP (Customs and Border Protection) Forms must be prepared in advance for CBP formalities on arrival. Please
prepare 2 copies each of CBP Form 1303, 1304, and I-418 US Crew-list. Please confirm you have these forms on
board. If not, we can provide them to you.

Furthermore, please ensure the following items are listed on Ship’s Stores Declaration, CBP Form 1303: provisions,
engine, general, bunkers, bonded stores, narcotics, firearms & ammunition. NOTE: CBP does NOT accept separate
NIL lists.

*On the crew-list, please also include the port of embarkation in the ‘Date Joined’ column.

All crew must have a shore-pass Form I-95 completed for each person in advance of arrival. Please place shore-
pass forms on visa page of crew’s passports for CBP review. You must have a shore-pass form for each crewman,
even if no visa. Penalties apply if shore-passes are not completed in advance. If no I-95 forms on board, we will
prepare them on your behalf, and deliver on board at arrival. Cost for this service is $10 per shore-pass.

If vessel has any passengers on board, they must have valid US visa and you must prepare separate passenger list
on form I-418. If a passenger arrives without valid US visa, they will be subject to stiff financial penalties.

BALLAST WATER EXCHANGE:
All ships that intend to discharge ballast in US ports are required to exchange ballast water at sea, at least 200
miles from shore. Vessels that call on multiple US ports are required to submit a ballast water report for each and
every port. A ballast water report form must be completed and submitted, even if the ship does not intend to
discharge ballast water in each port. Please advise if you need the Ballast Water Report Form.

Please submit the report at least 48hrs before arrival to ALL parties listed below.

Please note for Arrivals and Departures at all ports in the state of Washington, the Dept. of Fish & Wildlife
requires BWRF to be submitted in advance of arrival the Washington Port, and before departure. We request
you to send the Washington BWRF’s directly to the agent only, in order for Transmarine to review and then
forward directly to the Washington Dept. of Fish & Wildlife. This to reduce frequent re-occurring mistakes.

The Departure BWRF must reflect actual dates, volumes and locations of BW discharged at Washington ports only.
NOTE: Washington ports in Columbia River are Longview, Kalama and Vancouver. Portland is in the state of
Oregon.

NOTE: No fishing allowed in Columbia River, without valid fishing license. Heavy fines imposed if caught, per fish.
