2 Overview
A BTS continually broadcasts a system information message to all the MSs in a cell. An
important function of this message is to indicate the MSs how to access this cell.
ACC information is included in the system information message. GSM protocols define
16 classes:
Every class is indicated by one bit in the system information message. If the bit is set to 1,
the MS with the corresponding ACC is forbidden. Every MS is assigned with an ACC,
which is saved in the SIM card.
By setting different ACCs, an operator can enable some ACCs to access specified cells.
These configurations are set in the OMCR and included in the system information
message broadcasted by BTSs.
The MS Access Control feature applies the slide window method to determine the
forbidden MS classes, avoiding forbidding some fixed classes of MSs.
There are two sets of access control parameters for resource congestion scenarios and
two sets of access control parameters for ordinary scenarios. Which set of access control
parameters is used can be configured on the OMCR. Each set of access control
parameters consists of the first barred access class, barred class window size, and
window sliding time interval.

3 Technical Description
The technical implementation of this feature is as follows:
The allowed and barred ACCs are configured for all the cells in the BSC. The ACC
information can be correctly carried by the cell broadcast messages which comply
with TS44.018.

The slide window access control switch is set to "on" to enable this feature manually.
There are two level switches, BSC level and cell level, to support different slide
window parameter sets.
The barred ACC slide window is set to a value in the range of 0 to 9. The barred
class window size, the barred time interval, and the first barred class can be flexibly
configured, and can also be changed after this feature is activated.
The access of MSs with the ACC values from 11 to 15 is supported even if the ACC
slide window is applied.
Assuming that the first barred access is MS0 with the barred class window size of 3 and
barred time interval AccessCtrTime, then the first barred MSs are MS0, MS1, and MS2.
The flow control process triggers the broadcasting of the system information message
and sets a timer according to the value of AccessCtrTime in this message. The process
of access barring is shown in the following figure.

If automatic flow control already starts before the activation message of access
control is received, all flow control and related alarms are reset and a new flow
control process starts.
The flow control process should send an alarm when the access control process
first starts and should recover the alarm when the access control process stops.

6 Engineering Guide
This feature can be deployed in some special scenarios to deny part of or all MEs to send
access requests or paging reply messages. For example, if an emergency occurs in an
area and leads to network congestion, this feature can avoid “unfair” barring the users at
a specified level by cyclically setting the parameter to 0–9 to relieve the congestion. In
addition, this feature is also useful for site commissioning and maintenance. It can avoid
unexpected impacts by preventing MSs from accessing the network.
Note: This feature does not involve the hardware configuration adjustment of the BSC
and BTSs.
1. In the configuration resource tree, select OMMR > SubNetwork > RNC > Modify
Area > Managed Element, and double click GSM logical Configuration, see the
following figure.

Step Case 1:
1. On the GSM Logical Configuration tab, set Access
control to 0,0,0,1,0,0,0,0,0,0,0,0,0,0,0,0 (level = 3 for
BSC parameters).
2. On the GSM Cell Configuration tab, set cell access
control support to 1.
3. On the GSM Cell Configuration tab, set Access
control to 0,0,0,0,1,0,0,0,0,0,0,0,0,0,0,0 (level = 4 for
cell parameters).
4. Open the BSSAP and RSLCS signaling tracing
windows.
5. MS1 locks the frequency of the serving cell.
6. Observe BCCH system information 2 in the RSLCS
signaling tracing result.
Case 2:
7. On the GSM Logical Configuration tab, set Access
control to 0,0,0,1,0,0,0,0,0,0,0,0,0,0,0,0 (level = 3 for
BSC parameters).
8. On the GSM Cell Configuration tab, set cell access
control support to 1.
9. On the GSM Cell Configuration tab, set Access
control to 0,0,0,0,0,0,0,0,0,0,0,0,0,0,0,0.
10. Open the BSSAP and RSLCS signaling tracing
windows.

This feature should be applied cautiously because some MSs may be denied after it is
enabled. This feature has no impact on network performance.
