The Complainant submits this complaint to the Court and states that there is probable cause to believe
Defendant committed the following offense(s):
COUNT I
Charge: Nonconsensual Dissemination of Private Sexual Image
Minnesota Statute: 617.261.1, with reference to:  617.261.2(b)(5)
Maximum Sentence: 3 years commitment and/or $5000 fine

Charge Description: That on various occasions in 2018, in the County of Le Sueur, Minnesota, and within
the jurisdiction of this Court, the above named defendant, did while then and there, intentionally
disseminate an image of another person depicted in a sexual act whose intimate parts are exposed, while
the person is identifiable, while depicted in a sexual act, and while the actor did not knowing consent to
the dissemination, with the dissemination being completed with intent to harass another person depicted
in the image, which said act constitutes a felony.

STATEMENT OF PROBABLE CAUSE 6/11/2018 09:53:20 AM

Your complainant is a sworn peace officer with the Montgomery Police Department, and has access to the
records and files of various other members of law enforcement in Le Sueur County, including those of Sgt.
Pete Bulger, which read as follows

The following is a synopsis report completed by Sgt. Pete Bulger, compiled from various officers
investigations and my own.

On February 18, 2018, at approximately 1400 hours, Officer Cyr was on duty and was dispatched to call
Witness 1, DOB: 11-24-1991. Witness 1 advised that she is the daughter of Victim 1, DOB: 09-16-1968.

Witness 1 advised Officer Cyr that she had received text messages from her mother's former boyfriend,
Ronald Lowell Fisher, DOB: 09-16-1968. Witness 1 advised that the text messages included sexually
explicit photographs of her mother.

At approximately 1415 hours, Witness 1 came to the police department and turned over numerous
photocopies of text messages, photographs and videos that had been sent to her, Victim 1 and Witness 2,
DOB: 02-11-1968. Witness 2 is the niece of Victim 1.

Witness 1 was able to identify her mother in one of the still photographs that was sent to Witness 2. Victim
1 was performing oral sex on a male party. The male party was not identifiable. Officer Longbehn was also
on duty, along with Officer Cyr, and noted in his report that he was able to identify the female party as Victim
1 from numerous previous contacts.  Witness 1 advised that during a recent conversation Fisher advised
that he has Hepatitis C and that he purposely exposed Victim 1 to Hepatitis C.

I note that on February 13, 2018, Witness 2 received two video clips via Facebook Messenger sent from
Fisher's Facebook account. The first video is one minute and twenty two seconds long. The video is a
close up shot of a male penis penetrating a female vagina. The female is on top of the male and facing
away from him. Neither party is identifiable in the video. The second video is twenty four seconds long. It
shows a female party performing oral sex on a male party. The male party is not identifiable in the video.
Witness 2 also received a still photograph of a female party performing oral sex on a male party.  Witness
2 advised that she recognized the female party as her aunt, Victim 1.

In a recorded statement taken by Officer Nelson on 02-19-2018 Ms. Witness 2 positively identified the
female in the still shot as her aunt, Victim 1. Witness 2 said she received the videos on her phone and they
were sent via Facebook Messenger by Fisher. Witness 2 advised Officer Nelson that she did not ask
Fisher to send the videos. She said that Victim 1 had recently broken off the relationship with Fisher and
that she had been ignoring his attempts to contact her.  Witness 2 advised that she thought Fisher was
sending the videos and pictures out to Victim 1's relatives as revenge because Victim 1 had been ignoring
him.  Witness 2 advised that Witness 1 brought in the sexually explicit material on her behalf. Ms. Witness 2
advised that she had not received any further videos or photographs from Fisher.  

On June 1, 2018, I made phone contact with Witness 2. She advised that after the two video clips and still
photograph were sent to her on Facebook Messenger she replied to Fisher and told him to stop sending
her images. She said that Fisher then sent her numerous videos that she classified as general porn not
involving Fisher or Victim 1. Witness 2 advised that she has never met Fisher in person. She was not sure
how Fisher knew she was related to Victim 1, but assumed he learned she was her niece while he and
Victim 1 were dating. She confirmed that she recognized Victim 1 from the still photograph that had been
sent to her.  Witness 2 said she has not received any further communication from Fisher.

In a recorded statement taken by Officer Siebsen on February 20, 2018, Victim 1 advised that she and
LeSueur County, MN
Ronald Fisher were involved in a romantic relationship which she has broken off. Victim 1 advised that she
did move in with Fisher for approximately one week in the City of Robbinsdale. She said Fisher was
arrested for domestic assault while they lived together in Robbinsdale.

Victim 1 advised Officer Siebsen that she did not at any time give Fisher permission to send the images to
anyone. Victim 1 identified herself as the female party in the images.

Victim 1 advised that Fisher told her at the end of January that he would be sending out the videos. She
said that he wants them to get back together and said he would send the pictures and videos out if she did
not get back together with him. Victim 1 advised that she told him to move on and that they were done. She
said he will not leave her alone and that he sent a photograph and two videos to Witness 2 on Facebook
Messenger and texts directly to Witness 1's phone.

Victim 1 advised that Fisher sent him a video on 02-20-2018 by Facebook Messenger using the name
Jack Nelson. She did not open the message. Victim 1 advised that Fisher uses the names Jack Nelson
and Roundhead as fake names on Facebook.  Victim 1 advised that Fisher has used several phone
numbers to attempt to contact her.  She advised the provider for that phone is Metro PC.  I later attempted
contact with Fisher on that number and left a voicemail.   Fisher returned my call and that is the number that
was displayed on the police department caller ID.

In the printed out texts from Fisher to Victim 1 the name Ron Fisher is displayed at the top. There are
photos of Fisher at the top of every text that was sent. At 7:44 there is a picture of Fisher in the body of the
text conversation that appears to be a "selfie" type photo. During the text conversation on 02-26-2018
Victim 1 typed "Go away plz" at 8:06 PM. Fisher replied "Talk to me on the phone and I will you owe me
that much otherwise I am going to talk to your work and I don't want to trust I don't baby just". The next text
from Fisher says "I will not go away". Then at 8:11 PM Mr. Fisher texted " Don't f*** with me baby all I want
to do is talk to you you're the one who's making me do this s*** I just talk to me I'll leave you alone if that's
what you truly want I always told you I'll leave you alone just don't do me wrong right now I feel like you're
doing me wrong talk to me and I will go away".  Then Fisher texted " Do it this way every picture and video
is all over the internet to your employees co-workers to your family I will be dirty as a mother f*****".  

Later at 9:33 PM Mr. Fisher texted "I said I will haunt you I will never go away I'm going to f****** be there
every time you turn around so if you don't call me back what you want you want me around if you really want
me down pick up the phone".  Then Fisher texted "Okay I'm done with the texting hopefully I hear from you
very shortly otherwise I have a bunch of whole movies I'm going to be posting it on Xtube you'll be famous"  
Fisher then texted "Home movies".

At 9:54 PM Mr. Fisher texted "You got questions for me pick up the phone otherwise I'm done talking cuz
it's texting Shake goes back and forth and I get nowhere I'm over it you want to talk pick up the phone
otherwise this videos are going to be sent I'm sending you to the ones first check your messenger". Victim
1 replied at 9:55 PM "You know that's illegal right you idiot?"   Fisher replied "No it's not I have in writing you
gave me permission to send it to whoever I want thank you for that".

On May 31, 2018, I attempted phone contact with Fisher at approximately 1240 hours. I left a voicemail for
Fisher.   Fisher called back a short time later.  I advised him that I would like to obtain a voluntary recorded
statement from him in reference to this matter.   Fisher said he could not deny sending any of the videos or
photos because there were so many and that he just wants to move on.

From the above sworn facts, and any supporting affidavits or supplemental sworn testimony, I, the Issuing Officer, have
determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendant’s arrest
or other lawful steps be taken to obtain Defendant’s appearance in court, or Defendant’s detention, if already in custody,
pending further proceedings. Defendant is therefore charged with the above-stated offense(s).
