To whom it may concern,

Please read the mechanics carefully. Also, please take note of the following dates and changes/revisions of the
mechanics.
 Confirmation of initial number of participants: on or before November 4, 2016 (Friday)
 Confirmation of final number of participants: on or before November 25, 2016 (Friday)
 Only students under Junior High Curriculum are allowed to participate in the UPCiklaban. A certification from the
school head stating that the participants are bonafide junior high school students shall be provided for confirmation
(if the school offers a senior high school curriculum).
 Late Attendance will not merit any disqualification. However, this will give the participating individual or team
point deductions to their score to that event.
 Each school is required to pass the following during Registration:
- Registration Fee
- Registration Form
- Walk-ins will pay an additional of one hundred pesos (₱100) for their registration
- Information Sheet of candidates for the Search for Mr. and Ms. UPCiklaban 2017
- Wallet size solo picture of the candidates for the Search for Mr. and Ms. UPCiklaban 2017
- Illustration board for the Slogan and Poster Making Contest
- Rewritable CD’s (CD-RWs) or flash drives (Talent Portion of the Pageant, Street Jazz Dance, Interpretative Dance,
and Vocal Duet competitions)
 Poetry Writing will be added in the minor events of the UPCiklaban.
 Slogan and Poster Making Contest
- Initial marking/s on the illustration board is/are strictly prohibited. Illustration boards shall be collected
during the registration.
- The specific subtheme will be announced before the contest proper.
- Contestants should only choose 3 colors from their choice of coloring material (black and white are default
colors—they may or may not be included depending on the contestant). They may opt to mix up these colors.
 Model Making Contest
- Bring your own extension wires if necessary.
- The contestants are allowed to wear their PE uniforms provided that they also bring their school IDs.
- Participants should use at least 5 used recyclable materials. Failure to comply means deduction of points to the
final score of the team.
- It is required to bring at least 2 garbage bags for waste disposal. After the contest, the area shall be inspected.
Point deductions shall be made based on the amount of waste left by the participating team. The participants are
also required to take home their outputs.
- Height of the model should not exceed two (2) feet and the base should be two feet by two feet (2 ft x 2ft) in
area.
 Extemporaneous Speaking Contest
- The contestants must wear formal attire for the event.
 Search for Mr. and Ms. UPCiklaban 2017
- The talent must be performed individually.
- The motif/color of the production attire for both of the candidates in each pair is white. The male and the
female’s attire shall consist of a white top and jeans. The attire must be innovative and fashionable. It shall be
used as the candidate’s attire in the photo shoot. It is not compulsory to wear the production/photo shoot attire
for the casual wear. The contestants can wear a different one.

 Spelling Bee
- For the first round, the contestant must spell six (6) out of ten (10) words correctly to proceed to the second
round.
- For the second round, the contestant must spell three (3) out of five (5) words correctly to proceed to the final
round.
- For the final round, the contestants will spell the words orally.
 Street Jazz Dance
- The limit of the height of stunts/lifting is up to one level only (10 feet or approx. 3 meters).
 Vocal Duet
- Only songs sung/composed by specific OPM singers are allowed. Turn to page 14 for the list of artists.
- The participants should specify their choice of song during the registration.
 For the Talent portion of the Pageant, Street Jazz Dance, Interpretative Dance and Vocal Duet competitions, only
rewritable CD’s (CD-RWs) and flash drives are allowed and must be given during registration for technical
convenience.
 The winners of Group Quiz Contest, Essay Writing Contest (English), Poster and Slogan Making Contest, Poetry
Writing Contest, and Extemporaneous Speaking Contest will join the PALAISIPAN (Pambansang Labanan sa Isip,
Sining at Panitikan) which will be held at the University of the Philippines Los Baños.

In accordance with the objectives of the UP Cagayanos, the 16th UPCiklaban includes the following events:

GENERAL MECHANICS AND REMINDERS


UPCiklaban is open to all junior high school students in Cagayan.
Each contestant shall pay a registration fee of Php550 covering food expenses (dinner: 1st day – lunch: 3rd day) and
other materials to be used within the three-day activity. Walk-ins will pay an additional one hundred pesos (₱100) per
participant in their registration fee. Each participating school may send a minimum of two (2) coaches. Additional coaches
shall pay the same registration fee. Bringing of sleeping paraphernalia is required.
During the contest, contestants should be in their respective school uniforms and school IDs except for the
participants of the events in the cultural night, Model Making Contest, and Extemporaneous Speaking Contest. Each
contestant should arrive at the venue 20 minutes before the contest proper. If he/she fails to come 10 minutes after the
call time, corresponding deductions will be given.
A student is allowed to join only one (1) major event and one (1) minor event. However, if the contestant is part of
the Interpretative Dance Contest, he/she can still join another major event. Otherwise, the participant will be disqualified.
This year, the winners of Group Quiz Contest, Essay Writing Contest, Poster and Slogan Making Contest, Poetry
Writing Contest, and Extemporaneous Speaking Contest will join the PALAISIPAN (Pambansang Labanan sa Isip, Sining at

Panitikan)--a national scholastic competition among high school students which will be held at the University of the
Philippines Los Baños.

PRIZES
Certificates of merit and medals along with cash prizes will be given to the winners. Sashes and trophies, in addition to
cash prizes, will be given to the winners of the search for Mr. and Ms. UPCiklaban. Trophies will be given to the schools
reigning as overall champion, 1st runner-up, and 2nd runner-up.

MAJOR EVENTS

I. GROUP QUIZ CONTEST


This competition aims to establish among the participants awareness of and enthusiasm towards the theme and to
test the knowledge of the students in different fields. Also, this exhibits the value of teamwork and camaraderie among the
members of every participating group.

QUALIFICATIONS
A. The contest is open to all junior high school students within the province of Cagayan.
B. Each team shall be composed of three (3) members. Each school can send a maximum of two (2) teams.

MECHANICS OF THE QUIZ BEE


A. Questions shall cover Mathematics; Science: General Science, Biology, Chemistry, Physics; Current events:
World and Local News; General Information; History of Cagayan; and theme-related questions.
B. The contest will be divided into three rounds:

A. The contest is open to junior high school students within the province of Cagayan.
B. Only one (1) contestant is allowed to represent the participating school.

A. Questions shall cover Mathematics; Science: General Science, Biology, Chemistry, Physics; Current events:
World and Local News; General Information; History of Cagayan; and theme-related questions.

This competition aims to train the students to conceptualize ideas with regards to the theme and harness their
creativity under time pressure and with limited materials.

QUALIFICATIONS
A. The contest is open to junior high school students within the province of Cagayan.
B. A team comprising of two (2) contestants shall represent each participating school [one (1) slogan, one
(1) poster].

MECHANICS
A. The slogans and the posters will be judged according to the following criteria:
a. Content (relevance to the theme):

ii. Slogan 20 points


c. Originality:

B. In each team, one contestant will make the slogan while the other contestant will come up with the
poster.
C. The specific theme will be announced on the contest proper.
D. The poster and slogan should convey the same message. The contestants in each pair may conceptualize
together their collective output; but only one shall write the slogan and the other one shall draw the
poster.
E. The contest will last for 2 hours. Consultations with coaches are strictly prohibited once the contest
proper begins; hence, coaches and spectators are not allowed at the periphery of the activity area.
Unfinished artworks will be given deductions.
F. The contestants of each school shall provide their own materials (pencil and/or pen, two (2) ¼
illustration boards and only oil pastel/crayon as coloring materials). The illustration boards should
be given to the facilitators on the day of the registration. Any marking by the contestants on the
illustration boards is strictly prohibited.
G. Contestants should only choose 3 colors from their choice of coloring material (black and white are

This competition aims to train the students to conceptualize ideas with regards to the theme and harness their
creativity under time pressure and with limited materials.

B. Each participating school can send a maximum of two (2) teams, each of which is composed of four (4)
members.

MECHANICS
A. The outputs will be judged according to the following criteria:
I. Relevance to the Theme 40 points
II. Creativity and Originality 30 points
III. Impact 15 points
IV. Consistency with the rules 15 points

B. A specific theme in relation to this year’s theme will be given on the contest proper.

C. The contest will last for four (4) hours. Participants are allowed to eat during the contest.
D. When the contest proper starts, consultation with coaches and other non-participants of the contest is
strictly PROHIBITED. Once caught by the facilitator, point deductions shall be done without notice.
E. Participants will provide their own materials for the said contest (e.g. uncut newspapers, cartolinas,
sticks, boxes, extension wires if necessary, etc.) Assembling models or parts of the model prior to the
contest proper is strictly prohibited. Inspections will be done before and during the contest proper.
Otherwise, the assembled materials will be confiscated and the participants will be disqualified.
F. Participants should use at least 5 used recyclable materials. Failure to comply means deduction of points
to the final score of the team.

V. EXTEMPORANEOUS SPEAKING CONTEST


This competition aims to train the contestants to think quickly yet critically and to help them articulate their thoughts
freely, thus helping them practice their communication skills as student leaders.

QUALIFICATIONS
A. The contest is open to junior high school students within the province of Cagayan.
B. Only one (1) contestant is allowed to represent the participating school.

A. The speeches will be judged according to the following criteria:
I. Relevance to the theme 30 points
II. Content and Presentation 30 points
III. Eloquence and Fluency 25 points
IV. Impact 10 points
V. Consistency to the rules 5 points

B. The question will be announced before the turn of each contestant.


C. Upon announcing the question, each contestant will be given 3 minutes to prepare and formulate his/her
ideas and a maximum of 5 minutes to present/speak. After the allotted 5 minutes, the participant will be
forced to stop his/her speech.
D. All speeches shall be delivered in English.

Cash prizes, medals, and certificates will be given to the contestants who ranked 1st, 2nd, and 3rd.

VI. SEARCH FOR MR. AND MS. UPCiklaban 2016


This competition showcases the beauty and the intellect of the candidates and aims to boost the contestants’ self-
esteem and appeal as leaders and as a pride of the Cagayanos.

QUALIFICATIONS
A. The contest is open to all junior high school students within the province of Cagayan.
B. Two (2) contestants---1 female and 1 male---may represent each participating school.

MECHANICS
A. The contest consists of two portions: the (1.)PRE-PAGEANT which is divided into the Preliminary
round (talent, interview) and the Pre-final round (festival attire, casual wear and formal wear) and the
(2.)FINAL PORTION (question and answer).
B. The candidates will be judged according to the following criteria:
Pre-Pageant
Preliminary round
Wit and Confidence: 15 points
Talent: 10 points

Pre-final round
Festival Attire: 20 points
Casual Wear: 20 points
Formal Wear: 20 points

C. The top five participants based on their scores in the pre-pageant are qualified to the final phase.
D. The top five candidates’ final scores shall consist of 30% of their pre-pageant scores and 70% of their
scores during the final phase.
E. The decision of the board of judges is final and irrevocable. Any protest voiced out after the proclamation
of winners will not be entertained by the board of judges and the UP Cagayanos.

Note:
1. Briefing of the candidates shall be conducted right after the registration.
2. Each candidate is required to bring a wallet size solo picture, answer an information sheet, and allot time
for pictorials, rehearsal of the production number and of his/her positions on the stage. The pictorials will
be done at 1:00pm on the first day of UPCiklaban.
3. Further announcements will be given during the UPCiklaban proper.

Guidelines for the Preliminary Round:


1. The talent portion shall be executed individually. Each candidate will be given 2-3 minutes to perform.
Performing beyond the time limit shall cause deductions from their preliminary scores.
2. All materials to be used by the participants in the talent portion shall be provided by their respective schools.
The use of firecrackers (and other materials that may cause fire) and animals are strictly prohibited. Soft copy
of the piece to be presented should be given to the organizers during the registration to avoid delay. Only
rewritable CD’s (CD-RW) and flash drives are allowed for technical convenience. Failure to comply
will mean disqualification for the talent portion. Participants should keep an extra copy for their own
rehearsals. All materials used by the candidates on the stage should be immediately packed up after the
performance.
3. The preliminary round will be conducted during the Cultural Night.
4. Preliminary scores will be added to the Pre-final Scores during the Pageant Night to determine the top five.

Guidelines for the Pre-final Round:


1. The festival attire should represent any of the local or national festivals in the Philippines. The costume shall
have a maximum height and width of 1.5 meters from the opposite ends of the costume. Deductions to
the participant’s score shall be made for the costumes exceeding the maximum width and height.
2. The motif/color of the production attire for both of the candidates in each pair is white. The male and the
female’s attire shall consist of a white top and jeans. The attire must be innovative and fashionable. It shall be
used as the candidate’s attire in the photo shoot.
3. The female candidate must wear an evening gown (of any color) for the formal attire. The male candidate
has the option to wear coat and tie, barong, or any other male formal wear.
4. Each candidate’s total score during the pre-final round will be added to his/her preliminary score in order for
the Top Five to be determined.

Guidelines for the Voter’s Choice award:


1. Everyone has the right to vote for the Voter’s Choice award.
2. Each vote shall cost Php 1.00.
3. Voting will start immediately after the registration. Boxes will be provided by the UP Cagayanos.
4. The UP Cagayanos will reveal the partial standing of the candidates for the said award during the cultural
night.
5. The male and the female candidate who will obtain the highest number of votes shall each receive the said
award. Furthermore, a portion of the money collected will be returned to the top three candidates.

VII. INTERPRETATIVE DANCE CONTEST


This competition aims to bring out the creativity of the students in coming up with interpretative dances showcasing
the UPCiklaban 2016 theme and, at the same time, the Cagayano culture.

QUALIFICATIONS
A. The contest is open to junior high school students within the province of Cagayan.
B. Only one (1) team is allowed to represent the participating school. The team will be composed of a
minimum of five (5) members and a maximum of ten (10) members.

MECHANICS
A. The interpretative dance contest will be judged according to the following criteria:

I. Relevance to the theme 35 points


II. Costume 25 points
III. Choreography and Timing 25 points
IV. Audience Impact 10 points
V. Originality 5 points

B. Every group is given a maximum of five (5) minutes to perform the dance. Deductions from the team’s
score shall be made upon performing beyond the time limit.
C. All materials to be used by the participants shall be provided by their respective school.
D. The use of firecrackers (and other materials that may cause fire) and animals are strictly prohibited in
the competition.

VIII. SPELLING BEE


This competition aims to improve the ability of the students to spell words correctly and enhance their vocabulary,
thus taking a step closer to becoming more competent in the advancing society.

QUALIFICATIONS
A. The contest is open to junior high school students within the province of Cagayan.
B. A maximum of two (2) contestants shall represent the participating school.

MECHANICS
A. The contest shall be divided into three (3) rounds.
B. The spelling bee master shall pronounce the words according to the diacritical markings in the
dictionary. The spelling bee master shall define the word, use it in a sentence, and provide the language of
origin.

First Round
1. The spelling bee master will ask the contestants to spell 10 words for this round.
2. The participants will write their answers on sheets provided by the organization.
3. The contestants shall bring their own ball pens.
4. The contestants will be given 25 seconds to write their answers. The judges and the spelling bee
master shall not communicate with any of the contestants during this time.
5. If he/she spells 6 out of the 10 words correctly, he/she will be qualified for the next round.
Second Round
1. The spelling bee master will ask the contestants to spell 5 words for this round.
2. The participants will write their answers on sheets provided by the organization.
3. The contestants shall bring their own ball pens.
4. The contestants will be given 25 seconds to write their answers. The judges and the spelling bee
master shall not communicate with the any of contestants during this time.
5. All contestants who spelled at least 3 out of the 5 words correctly in the Second Round shall
qualify to the Final Round.
Final Round
1. Words will be spelled by each contestant orally.
2. The spelling bee master shall not reveal the etymology and definition the word or use it in a
sentence not until the speller requests for it. In this way, the final round will be interactive and
the speller shall be encouraged to think critically.
3. The speller will be given 1 minute and 45 seconds to examine, think and to spell out the word.
4. There shall be one undefeated speller who will be declared as the Spelling Bee Champion.

C. Spellers who qualified for the Final Round shall not use devices to time themselves or other spellers.
D. If none of the contestants remaining in the Final Round spells a word correctly, another set of words shall
be given for the remaining contestants to spell.
E. Any question relating to the spelling of a word should be referred to the designated official immediately
after the word in question. Appeals may be voiced out by the coaches of the participants. No appeal shall
be entertained after the introduction of another word. The coaches may bring dictionaries as reference
materials.
F. The judges are in complete control of the competition. Their decision shall be final and irrevocable.

PRIZES
A medal and a certificate, along with a cash prize of Php 700, will be given to the champion.

IX. ESSAY WRITING CONTEST


This competition aims to solicit the ideas and viewpoints of the contestants regarding the specific subtheme which
will be announced on the contest proper. Further, it trains the contestants to become responsible leaders, able to express
freely their opinions through, but not limited to, the pen.

QUALIFICATIONS
A. The contest is open to junior high school students within the province of Cagayan.
B. Two (2) contestants---one for the English category and another for the Filipino category---may represent
the participating school. Contestant of the Essay Writing Contest is not allowed to join the Poetry Writing
Contest for the two events will occur at the same time.

MECHANICS
A. The essay will be judged according to the following criteria:
I. Relevance to the Theme 30 points
II. Content and Presentation 30 points
III. Structure and Style 25 points
IV. Consistency to the Rules 15points

B. A specific theme-related photo will be shown on the day of the contest.


C. The contest will last for one (1) hour.
D. When the contest proper starts, consultation with the coaches and other non-participants of the
contest is STRICTLY PROHIBITED.
E. Plagiarized works will be automatically disqualified.

F. Reminders:
1. Papers are the only materials that will be provided by the organization. The participants should
bring their own black or blue ball pen.
2. Title is limited to a maximum of 10 words excluding the articles.
3. Essay is limited to a maximum of 350 words excluding the articles.

PRIZES
Cash prizes, medals, and certificates will be given to the contestants who ranked 1st, 2nd, and 3rd. There will be two
sets of winners since there are two categories.

X. POETRY WRITING CONTEST


This competition aims to develop the creativity of the contestants in the field of writing. Moreover, it helps the
students to be socially aware and creative at the same time.

QUALIFICATIONS
A. The contest is open to junior high school students within the province of Cagayan.
B. Only one participant is allowed from each team. Contestant of the Poetry Writing Contest is not allowed to
join the Essay Writing Contest for the two events will occur at the same time.

bring their own black or blue ball pen.
5. The writing of the poem has no restrictions, no specific meters and arrangements. The
structure of the poem depends on the will of the contestant. Thus, the style of the poem is free-
writing.

sets of winners since there are two categories.

XI. STREET JAZZ DANCE CONTEST


This competition showcases the creativity of the province’s youth in modern hip hop dances and instills camaraderie
among the members of every participating team.

QUALIFICATIONS
A. The contest is open to junior high school students within the province of Cagayan.
B. Only one (1) team is allowed to represent the participating school. The team shall be composed of a
minimum of five (5) members and a maximum of ten (10) members.

MECHANICS
A. The modern dances will be judged according to the following criteria:
I. Movement and Coordination 30 points
II. Choreography 30 points
III. Costume 15 points
IV. Originality 15 points
V. Audience Impact 10 points

B. Every group is given a maximum of five (5) minutes to perform the dance. Deductions from the team’s
score shall be made upon performing beyond the time limit.
C. All materials to be used by the participants shall be provided by their respective schools.

D. The use of firecrackers (and other materials that may cause fire) and animals are strictly prohibited in
the competition.
E. The limit of the height of stunts/lifting is up to one level only (10 feet or approx. 3 meters).
F. CD’s should be given to the organizers during the registration to avoid delay. Only rewritable CD’s
(CD-RW) and flash drives are allowed for technical convenience.
G. All materials on the stage should be immediately packed-up after the performance.
H. The next two performers should be present at the backstage. Failure to do so will incur a deduction.

PRIZES
Cash prizes, medals, and certificates will be given to the teams which ranked 1st, 2nd and 3rd.

XI. VOCAL DUET


This competition aims to boost the contestants’ confidence and self-esteem, not only in singing but also and more
importantly, in taking courage to take pride of and inspire people with their gift.

QUALIFICATIONS
A. The contest is open to junior high school students within the province of Cagayan.
B. Only one (1) pair is allowed to represent the participating school.

MECHANICS
A. The vocal duet will be judged according to the following criteria:
I. Voice 25 points
II. Timing 25 points
III. Diction 25 points
IV. Stage Presence 15 points
V. Audience Impact 10 points

B. A maximum of four (4) minutes will be given to each contestant to finish their piece.
