Re: Status Report of Buckeye Lake Police Department
After you asked me to assist and consult with you on the police department. |
have taken the last couple weeks to observe the conditions inside the police
department along with the policies and procedures. | have discovered several
deficiencies that should to be addressed
1) The Department lacks updated policies and procedures that comply with
best practice standards currently being used in law enforcement agencies.
‘Suggest the Village look into purchasing and adopting Lexipol’s Ohio
model law enforcement policies
Suggest the Village hire an experienced Chief or Supervisor to update
and/or create the SOP’s (standard operating procedures) utilized by the
Department

2) Officers lack updated formal training necessary to properly pygagenr their
duties and as required by OPOTA PERFORM
- Suggest that all officers complete statutory mandated training required
by OPOTA prior to November of 2018
Suggest Village seek outside law enforcement instructors to help
provide training in high liability areas
3} Poorly maintained training records for officers.
- Suggest revising record keeping system of officer’s training records into
a single binder assigned to each officer
4) No standard complete inventory of Department assets owned by the
Village.
- Suggest a complete and through audit of the Department's assets and
an inventory spreadsheet created5) Seized property and evidence not properly logged and tracked. Items found
lying around throughout the Department. Seized or recovered property not
returned to owners.
- Suggest all seized property and evidence be inventoried and recarded.
Suggest a completed audit of the property room
- Suggest a written policy and procedures be established and
implemented to collect, log and track property and all officers be trained
onit
- Suggest all property/evidence allowed by law be returned to owners,
destroyed or sold.
6) No accountability of Auxiliary officers and the hours they work.
Suggest the Department revamp the Auxiliary unit program and put a
full time officer in charge of them
- Suggest Auxiliary officers be required to clock-in and clock-out to record
their work hours for the Village
- Suggest Auxiliary officers that do not complete required mandatory
training and complete required hours be terminated and required to
turn in Village property
7) No accountability of equipment used to identify members of the Buckeye
Lake Police Department.
- Suggest the Village purchase the badges and uniform patches and issue
them to officers with the understanding they are Village property and
returned to Village upon termination of employment
- Suggest the Village print standard ID cards for all members that are
returned upon termination of employment
8) Officers not marking out with Dispatch to create a call for service each time
they deal with the public. (officer safety issue & inaccurate records of the
service calls)Suggest a policy/procedure that require officers to mark Dispatch to
create a call for service each time they deal with the public / even walk-
ins to the Department
9) Police reports lack necessary information to prosecute the case.
Suggest all officers be required to take training in police report writing
Suggest all police reports completed by officers be checked by a
supervisor for content, grammar, spelling and elements of the crime and
approved by the supervisor
10) Department lacks standardized uniforms and gear.
Suggest creating a standard uniform required for all officers
Suggest implementing a policy on authorized uniform parts and gear
Suggest Village purchase and issue a standard firearm to each officer,
that is returned upon terminate of employment.
Suggest all officers sign an inventory sheet for equipment issued to
them by the Village
11) Department not taking advantage of available grants and outside
funding,
- Suggest Department/ Village look into grants to purchase equipment
such as ballistic vests, firearms, cruisers
12) Paperwork used by officers for Department business outdated.
- Suggest contacting other Departments for copies of paperwork used by
them to assist in updated Buckeye Lake Police paperwork,
13) _ Lacks sufficient manpower to completely and properly service the
Village’s needs on a full time bases.
| - Suggest creating additional paid officer positions within the Department,
so the Village has coverage from its own officers between the hours of
7:30am to 3:30am seven days a week
