Tender call for
The National e-Governance Plan (NeGP) has identified 22 Mission Mode Projects,
which are to be implemented in a phased manner over the next 3-4 years by the Line
Ministries/Departments concerned at the Central and State level, as applicable, in
addition to the various other e-Governance initiatives being taken by the respective
States and Central Ministries. State Wide Area Network (SWAN) has been identified
as an element of the core infrastructure for supporting these e-Governance
initiatives.
The Government of Andhra Pradesh signed an agreement with M/s TCS to establish
a State Wide Area Network (SWAN) as the backbone network for data, voice and
video communications throughout the State. SWAN would act as the vehicle for
effective implementation of Electronic Governance (e-Governance) across the state.

APSWAN is expected to not only fulfill the aforementioned objectives but also cater
to the information communication requirements of the entire state government and
its departments. Through implementing SWAN, the GoAP wishes to achieve the
following:
• Ensure that every citizen in the state has access to Government services and
information anytime and anyplace.
• Provide reliable, vertical and horizontal connectivity, across the state to
connect all the Departments and thereby integrate their services.
• Provide to the Departments, the ability to leverage a robust infrastructure to
provide a complete array of Government services and information.
• Reduce communication cost.
• Provide a secure backbone for encouraging electronic transactions.
• Provide efficient service management.
• Strengthen Disaster Management Capacity.
• Make services available in a cost efficient manner
• Move toward the provisioning of converged communication Services (data
and video) and the interconnection and interoperation of network platforms
and encouraging Operators to consider any network architecture to determine
the most efficient and cost effective approach.

solution of APSWAN shall comply with general guidelines specified by DIT, GoI from
time to time. This is to ensure seamless interoperability and interconnectivity to
NICNet or any other National Network for use by Central or any State Government.

The list of locations where the existing equipment were installed is enclosed as

Now Planning department desires to migrate the existing Video conference setup to
new APSWAN and also provide Video conference facility for the remaining locations
(MHQs). IT&C department proposes reconfiguration of the same as given in
Section-D. For the same this RFP is issued.
In addition to the above one more CUG of Video conference setup up exists on the
present APSWAN as detailed below which is also to be integrated in the new
solution:-
Note : The vendor should commission HD end points at DHQs duly migrating the
existing end points as per the directions of the GoAP/APTS.

A.3. Maintenance :
Bidder should indicate Annual maintenance cost for the indicated years after expiry
of warranty period of 2 years.
Bidder shall deliver the goods/services within Six weeks and install and commission
the same within Ten weeks from the date of contract signing.

Section B
B. Pre-Qualification criteria:
2. The bidder should be registered company in India for more than three years
as on bid calling date & should be in profits for last three financial years.
3. The annual turnover of the bidder has to be above Rs: 25 Crores in each of
the last three financial years.
4. The bidder should have prior experience with supporting 3rd party s/w or h/w
products and have orders worth over Rs: 4Crores during last three financial
years.
6. The OEM for Video conference equipment should have at least 1 direct office
in India with sales/support representatives representing the OEM.
7. The bidder should have a service centre in Hyderabad with at least 4 certified
engineers (for the offered product) or should submit an undertaking that if they
are selected they will open a service centre in Hyderabad with at least 4
certified engineers (for the offered product) with in 30 days from the date of
agreement.
8. The Bidder should be ISO 9001:2008 certified as on the bid calling date.

D. Technical specification SCHEDULE-I
The Typical network diagram of the proposed Video conference solution will be
as follows:-
D.1. The proposed solution should have the following essential features :
b) In DHQ the MCU should have the ability to support 60 or more concurrent active users in
multi-party calls potentially up to 1080 HD resolution with rate matching or transcoding
support to dynamically maintain highest possible video resolution/frame rate and lowest
latency ( 40 msec max in server) on shared IP networks depending upon CPU power,
camera resolution and bandwidth available with each user.
c) In DHQ the solution should have the ability to support concurrently connecting 20 or
more desktop users with H323 standard resolution VC system/MCU in addition to the
Hardware based end points.
d) To have Embedded Firewall Traversal so that software clients can login on the
web portal by using landline/wireless broadband connection and conduct point to

g) Complete solution is to be supplied with n+1 redundancy at DHQ & SHQ levels
with manual/automatic recovery mode for each type of central server e.g. Web
Portal, Centralized Routers/MCUs, and Gateways etc so that failure of any sub-
system should not stop/downgrade the services as defined above. The
infrastructure at DHQ & SHQ levels should be fully redundant.
k) The solution should be easy to use for call initiation and call management by
using a centrally managed clients typically through a standard web browser or an
applet
m) To have Web based access for administrator to create and manage user
accounts
n) Registered users to have their own meeting room where they can invite (dial in
and dial out) multiple users for on-demand multi-point conferences. Users to have
facility to manage their own meeting rooms by defining PIN number,
muting/unmuting audio/video and disconnecting various participants.

o) To generate Call Detail Record (CDR) reports for all point to point and multi-point
conferences made by various registered users.
p) To support virtual separation of multiple closed user groups (CUGs) who are
sharing the same centralized servers.
q) The Ports of the Multipoint Server included in the solution must support
upto1080p resolution.
r) In order to preserve a good end user experience. The Multipoint Server included
in the solution shall achieve rate matching and the latency introduced by the
server in a multipoint call should not exceed 40 msec .
s) The Audio/Video traffic will have to remain at DHQ level for the multipoint calls
involving 60 or more mandals of each district

E.1 Bidding procedure – Separate bid for each option :
E.1. Offers should be made in three parts namely, “Pre-qualification bid”, “Technical
bid” and “Financial bid” in the format given in bid document. Each offer should be
placed in a separate envelope super scribed Pre-qualification bid”, “Technical bid”
and “Financial bid”, as the case may be, followed by the title mentioned above
against “tender call”
1.) EMD details should be given in the “Pre-qualification bid”.
2.) Tenders will be accepted only from those who have purchased the bid document.
3.) All correspondence should be with APTS contact person.
4.) A complete set of bidding documents may be purchased by interested bidders
from the APTS contact person upon payment of the bid document price which is
non-refundable. Payment of bid document price should be by demand
draft/ cashier’s cheque or certified cheque drawn in favour of “The
Managing Director, Andhra Pradesh Technology Services Ltd.” And payable at
Hyderabad (India).
E.2. Pre-qualification bid:
It shall include the following information about the firm and/or its proposal.
1. General information on the bidder’s company in Form P-1
Submission of copy of VAT registration is mandatory.
2. Turn over details in relevant field in Form P-2
3. Experience with 3rd party supporting HW/SW products orders in Form-P3
4. Details of service centers in AP in Form P-4

other documents like authorization certificate for dealing in the products for which bid

Section F
Bid evaluation procedure:
Bids would be evaluated for entire Schedule. Bidders should offer prices for all the
items of Schedule and for the full quantity of an item of Schedule failing which such
bid will not be considered. Technical bid documentation should be in the prescribed
format. If a vendor has any comment to offer about the procedural aspects of this
tender, it should be intimated to APTS during the pre-bid meeting. In case the
schedule or procedure of tender processing is revised, the same shall be
communicated by telephone, fax, courier or e-mail as the case may be to all
vendors who have paid the tender document fee
F.1. Opening of bids:
Immediately after the closing time, the APTS contact person shall open the pre-
qualification bid’, and list them for further evaluation. The Technical bids of only
those bidders who qualify in the pre-qualification bid will be opened at the date that
will be informed by APTS. After evaluation of technical bids, the financial bids of only
those bidders who qualify in technical evaluation will be opened.
F.2. Pre-qualification bid documentation:
The Pre-qualification bid documentation shall be evaluated in two sub-steps. Firstly,
the documentation furnished by the vendor shall be examined prima facie to see if
the technical skill base and financial capacity and other vendor attributes claimed
therein are consistent with the needs of this project. In the second step, APTS may
ask vendor(s) for additional information, visit to vendors site and/or arrange
discussions with their professional, technical faculties to verify claims made in Pre-
qualification bid documentation.
