TENDER NOTICE

Northern India Institute of Fashion Technology is a premier Fashion Institute. The


Institute has a land measuring 2.72 (approx.) acres located at Maharaja Ranjit Singh
Avenue, Jalandhar. The Institute proposes to engage an Architect-cum-Project
Consultant for designing its building with complete details such as architectural designs,
structural designs, working drawings, detailing of Public Health, Civil work, Electrical
work, land scapping etc. The Architect so selected may also be the Project Consultant
who shall have to manage the project implementation including site supervision. While
the Institute intends to have the layout and architectural design for the entire area of the
land available, at present it intends to construct only 50,000 sq. ft. of area for which all
detailed designs, drawings etc. shall be required. The Institute expects that the selected
Architect should deliver and complete the assignment within two months from the date of
selection.

The detailed terms and conditions can be had from the office of NIIFT, Mohali on any
working day between 10.00 A.M. to 3.00 P.M. and can also be seen on the website
www.niiftindia.com. Interested Architects/Project Consultant who fulfill all the prescribed
criteria may give their bids latest by 30-6-2009 at 3.00 P.M. at the office of NIIFT, Mohali.
All the bids have to be personally submitted at the office and no postal bids shall be
accepted.

Detailed terms and conditions for selecting Architect-cum-Project Consultant for
the construction of building of Northern India Institute of Fashion Technology
located at Maharaja Ranjit Singh Avenue, Jalandhar.

2 Applicable building By Laws – Improvement Trust By Laws.


3 Project requirement – The Institute intends to have detailed layout/zoning plans,
conceptual plan, elevations and models for the entire area including the
landscaping. However, at present the Institute intends to construct primarily
50,000 sq. ft. of area (requirements given at Annexure ‘A’ and ‘B’) for which
complete architectural and structural design, working drawings, details of public
health, electrical, civil works, fire safety requirements, air conditioning
requirements etc will have to be worked out. It is also proposed to have another
Academic Block and Auditorium/Seminar Hall (Annexure’C’) as future expansion
plan for which provision has to be made in the designs . For the proposed
constructed area of 50,000 sq. ft. the Institute intends to freeze the construction
cost of the estimate to the extent that bids on per sq. ft. constructed area and its
cost can be called from the construction company. As such it is expected that for
the proposed construction area all detailing will have to be done to the minutest
level with all the specifications. (this shall be required only after selection and
allotment of work). The Institute also intends the building to be energy efficient
and in accordance with the climate condition of the area and completely
earthquake resistance up to 8 to 9 on reactor’s scale. Since it is going to be a
fashion institute, the uniqueness of the building in its design will be appreciated.

3. Essential eligibility criteria for Architect-cum Project Consultant:-

i. Must be a qualified Architect and a member of Indian Council of Architecture.


(Certificate to be attached).
ii. Must have minimum 15 years of experience in the field of architectural and
implementation of similar projects.
iii. Must have planned and executed projects of similar
nature. (Details to be given).
iv. Must have successfully designed and completed at least two institutional buildings in last
5 years (ending 30.03.2009). (Details with certificates from concerned clients to be
given).
v. Must have successfully designed and completed 2 works costing more than 10 crores
each.(Details with certificates from concerned clients to be given).
vi Must have well established/equipped design Institute/office of its own equipped with Auto
CAD and 3 D Max studio and must have experienced and qualified staff (details of staffs
and infrastructure to be given).
vii Must have annual turnover of atleast 30 lacs per year in the last 5 years (ending
31.03.2009). Proofs like audited balance sheets, income tax returns and service tax
returns will have to be attached.
Viii In case of firm or company, partnership deed/Article of Memorandum of Association,
proof of Registration shall have to be attached.
ix An affidavit to the effect that the Architect cum Project Consultant shall be guided by the
Architect Regulation Act 1999 promulgated by Council of Architect. A copy of the
Registration Certificate of the Architect from the Council of the Architect, the Architect
shall have to be given.

5. Preferred Qualification:

Having experience of designing or Fashion Institute may be preferred.


6. What is to be given at the time of bidding:
i. Complete layout and zoning of the plot.
ii. Conceptual plan.
iii. Architectural design
iv. Elevations.
v. Rough cost estimate with analysis of rates.
vi. Estimated time frame of preparation of detailed designs, working
drawings, specifications and cost estimates.
vii. Models
viii. Terms and Conditions if any.
7.Bid process & Earnest Money:

Two bids systems shall be followed – financial bid and technical bid. After evaluation of
technical bids, the financial bids of the technically conforming firms only will be opened.
Financial bid shall be given separately in an envelope and no other document etc. shall
be included in that envelope. The financial bid shall categorically indicate:-

a). The proposed charges for overall preparation of plans for the entire area.
b). The proposed charges for detailed preparation of plans as per DNIT for area of
50,000 sq. ft. which is to be immediately constructed.
c). Project management cost.

All three charges shall be separately mentioned in the financial bid.

All other items shall form the part of technical bid which shall be placed separately
in another envelope or packet. The envelope containing financial bid shall be clearly
indicating and written as ‘financial bid’. The financial and technical bids shall clearly
mention the name and details of the participant and earnest money Rs. 5,000/-
(refundable in case of unsatisfactory bidder) shall be essential by way of bank draft
payable in the name of “Director, Northern India Institute of Fashion Technology, Mohali”,
and payable at ‘Mohali’. The earnest money shall be the part of technical bid.

8.Completion period:

From the date of assigning the job, the Architect-cum-Project Consultant shall have to
complete the work within 60 days. In case of failure to do that a deduction of 0.5% of the
total amount payable shall be made for every day of delay. However, in extraneous
circumstances it may be considered for relaxation at the sole discretion of Executive
Director.
