Trump President of the United States of America 1600 Pennsylvania Avenue Washington, D.C., 20006 Dear President Trump; We write to express our support for Nuclear Development LLC’s investment to restore and complete the Bellefonte Nuclear Power Plant. These billion dollars of investment in the two units could end up being one of the largest private economic developments in the history of the State of Alabama. Nuclear Development entered into a contract to acquire the Bellefonte Nuclear Power Plant from the Tennessee Valley Authority (TVA) on November 4, 2016, for $111 million at a competitive, public auction. Since that time substantial progress has been made to further the completion of the two units which were abandoned by TVA back in the 1970s. TVA had invested $9 billion in the building of the two nuclear units, which were more than 50% complete when abandoned. The units were and are maintained to Nuclear Regulatory Commission (NRC) licensing standards even after TVA ceased construction. These units are currently licensed and regulated by the NRC. Nuclear Development is investing substantial equity into the $11 billion total cost to complete construction. Completion and operation of the Bellefonte Nuclear Facility, Units 1 and 2, will provide: A) 1,700 direct and more than 1,800 indirect jobs during the pre-construction planning and engineering phases. B) 8,800 direct and 2,000 indirect jobs during the construction phase. C) a total of 9,860 jobs (direct and indirect) during the 60 years of plant operations. By converting a TVA project into a private project, several city, county, and state governments, in the Tennessee Valley region will likely receive billions of dollars in tax revenues over the lifetime of the project and plant operation that they would otherwise not have collected to provide needed services to their respective citizens. Nuclear Development is eligible for $2.5 billion in federal tax credits when each unit is in service. In addition to the excess of $1 billion of its own money that Nuclear Development will invest, Nuclear Development has also applied for a Department of Energy (DOE) loan through the DOE Advanced Nuclear Loan Guarantee program. With the support of its own capital investment and pursued loan funding, Nuclear Development has already secured power purchase agreements for the sale of power from Unit 1 and is in the process of securing such agreements for Unit 2. We urge you to give this project proper attention and assist in completing the teview of Nuclear Development’s DOE Loan Guarantee application which has been pending for many months. Alabama citizens generally, and Jackson County citizens more specifically, have literally waited decades for TVA to either finish this project or sell the two Bellefonte units to an entity that could salvage the investment already made. This is a great opportunity. Beyond the economic benefits, the project will invigorate the highly skilled nuclear workforce, provide training to expand that workforce and provide significant power with essentially no pollutants or green-house gas emissions. We urge you to take a close look at the process Nuclear Development has engaged in with DOE and give this project every due consideration to enable Bellefonte to receive the same benefits that have been granted to other similar projects.
