Management in ULBs of Chhattisgarh

State Urban Development Agency (SUDA) is the nodal agency under various urban
reforms. It is proposed to strengthen Building Plan Management System across all 168
ULBs. To this purpose, SUDA desires to engage services of Experienced organization on
Turn Key basis. Through this Notice, SUDA invites expression of interest for selection of
IT vendor for Implementation of "Bhawan Sewa Portal". Details of the task, and other
relevant information is given in the Eol Docket available in departmental Website
http://uad.cg.gov.in.Last date for submission of the Eol is 11.04.2017 up to 03.00 PM.
Modifications/Amendments/Corrigendum, if any shall not be advertised in the news paper
but shall be published in the departmental website only. The undersigned reserve the
right to change the terms and conditions, select/reject any application without assigning
any reason thereof.

1. Notice Inviting EOI for Selection of Agency


State Urban Development Agency (SUDA) is undertaking Selection of Agency to Provide Turnkey End to
End service for Implementation and Management of “BhawanSewa Portal” & Associated Activities
Under Building Plan Management in ULBs of Chhattisgarh. Towards this business activity, SUDA invites
sealed Expression of Interest (EOI) from eligible entity/ consortium/JVs for the Selection of Agency

Background
Chhattisgarh state was established on 1 November 2000 through bifurcation from Madhya Pradesh
state. Chhattisgarh is rich in mineral and coal deposits and located in the east of central India. With a
geographical area of 135,000 sq km, Chhattisgarh is the ninth largest state in India and amongst the
richest in terms of mineral wealth; it is endowed with all major minerals including diamonds. The state
also has mega industries in sectors including steel, power, mining, aluminium and cement. Chhattisgarh
is potential power hub with surplus energy generation, which can attract more Industries and is one of
the few States in India having uninterrupted, quality power supply

The State Urban Development Agency (SUDA) is state level nodal agency of Government of Chhattisgarh
for various central and state sponsored schemes with mandate of sustainable and planned growth of
cities and towns with adequate infrastructure, amenities and services provided to the citizens through
the Urban Local Bodies (ULBs). In Chhattisgarh, we have 168 ULBs

Current Situation
Currently municipal councils in State of Chattisgarhfollow a complete manual mode of providing various
building related approvals and related NOCs such as Tree felling NOC. This delays the approval process
and creates a lot of hassle for the applicant and the officials and also lacks transparency and
accountability. Going paperless is the new modus operandi for Government offices in order to reduce
complexity and enhance efficiency.In view of the above, SUDA envisages to automate the manual
procedure of Building Plan Approval for all the municipal councils within the state of Chhattisgarh.

2. Scope of Work

Single Development Control Regulation is followed by all the ULBs across Chhattisgarh through
“BhumivikasNiyam -1984” ,”CG Municipal corporation Act 1956 ”CG Municipality Act 1962 & relevant
Master Plans of Cities which indicates the rules for Municipal Corporation, Muncipal councils and
Nagar Panchayat category; however the development fees collected varies from ULB to ULB . This
delays the approval process and creates a lot of hassle for the applicant and the officials and also lacks
transparency and accountability. Going paperless is the new modus operandi for Government offices in
order to reduce complexity and enhance efficiency.In view of the above, SUDA envisages to automate
the manual procedure of Building Plan Approval. Accordingly covering the broad SOW as below:

 Development of Policy, framework and standard operating procedure for overall


implementation of end to end building permission management system.
 Empanelment or Appointment of Third Party Assessor for day to day field check of illegal
construction or illegal colony creation.
 Development of online portal for empanelment and day to day operation of of third party and
in-house inspector.
 Development of online rating and feedback system of third party empanel agency and
establishment of system for fixation of professional liability for the same.
 Integration of existing portal http://bpms.sudacg.in with new portal or redevelopment/
retrofitting of existing portal.
 Development of single window mechanism for all approval process related to single window.
 Design, Supply, Host and Maintain (for 5 years post Go-live) Building Plan Management System
(BPMS) along with offline drawing preparation utility for Citizen / Architects / Engineers
 To set up One (01) centre at each ULB & to carry out scrutiny of the forms submitted by Citizen /
Architects / Engineers
 MIS Dashboard at Council, District and State level

2.1 Proposed Building Plan Management System


The proposed Building Plan Management System shall automate the end-to-end process from
empanelment of architect, Online Documents Submission, Online Fee Payment, Architect Registration,
Building Plan Approval, and Plinth Level Approval to Completion / Occupation Certificate across all ULBs
in Chhattisgarh.

The selected agency will be responsible for development of Policy, framework and standard operating
procedure for overall implementation of end to end building permission management system through
process automation of Empanelment or Appointment of Third Party Assessor for day to day field check
of illegal construction or illegal colony creation . In this process fines and compounding fees may be
good source of revenue for third party and ULBs.

Computerised risk based inspection process automation is required for ease of business process for
citizen as well as third part and departmental inspector. Selected service provider will develop an online
portal for empanelment and day to day operation of of third party and in-house inspector. Selected
bidder will also develop an online rating system of third party empanel agency and establish a system
for fixation of professional liability for the same.

Currently state government is running a GIS based PTIS & BPMS system across 10 major ULBs. i.e.
Raipur, Bilaspur, Bhilai, Korba, Durg, Rajnandgaon, Chirimiri, Jagdalpur, Ambikapur & Raigarh. Selected
service provider will Integration of existing portal http://bpms.sudacg.in with new portal or
redevelopment/ retrofitting of existing portal.

The proposed solution shall enable the architect / engineer / owner to register itself and prepare the
drawing (site plan) on the proposed application. Documents required during the approval process

should be uploaded online and submitted for the scrutiny. The file movement should be well defined.
Every application submitted for approval to the department should have a Unique ID which should be
generated automatically through the system. The overall building permission process involves broadly
three stages as mentioned below.

 Pre-approval process > Online Registration of Architects / Engineers / Supervisors


 Approval for Inception level based on risk criteria (Commencement Certificate)
 Approval for various level of building construction (Layout, Plinth, super structure level etc.)
 Approval for Super Structure to completion cum occupancy certificate.

2.2 Online registration of Architects/ Engineers / Supervisors/TPI etc.

 This module should enable Architects / Engineers / Supervisors /TPI etc. to register with any
particular Municipal Council Online.
 Already registered Architects / Engineers / Supervisors details to be incorporated in the
system with current status and validity
 Development of rating and feedback system.
 Development of mobile based solution for on-filed live assessment of compounding fees &
fines for illegal colony and construction activity.
 Necessary supporting documents to be submitted online
 Development of single window and joint inspection by various department such as
drainage, sewrage, tree cutting, utility company, water, fire , airport authority etc.
 Development and integration of GIS based system with integration of existing and proposed
master plan layer.
 System should enable Government official to fix meeting for original document verification
 All steps during processing of file to be intimated to the applicant via email and SMS
 Online fee payment option to be available for payment of fees
 Option of payment of fees through offline mode cash / cheque / DD should also be available
 Digital registration certificate to be issued to approved Architects / Engineers / Supervisors
 Enable online verification of registration certificates provided to Architects. There should be
a provision on the portal where in providing basic parameters like certificate no., name,
area etc. would generate basic information about approved Architects.
 Enable downloading of utility software by registered Architects / Engineers / Supervisors

2.3 Work Flow Management for Building Plan Approval / construction stage

 The system should have the inbuilt workflow for each service
 This module should enable Applicant to submit proposal for Building plan approval / various
construction stage approval / occupancy certificate online along with required documents.
 Documents should be bifurcated into mandatory and optional category

 The system should have the proper workflow management and should allow respective
authority of concerned department to take appropriate decisions.
 The system must provide for proper user authentication and access control mechanisms so
as to ensure that only authorized users can access relevant information.
 The system must provide for all submissions to be acknowledged and site visit dates and
further approval schedule is to be provided to the architects/ client instantly.
 The System should support the Mobile Governance for sending SMS, e-mail gateway to the
applicant regarding receipt of application, receipt of payment, payment notice, field visit,
renewal of permit, payment of extra fee, etc.
 The system should generate MIS to be sent to higher authorities for approval and to make
the approval status available online.
 The client/ Architect should be able to check the status of the file online.
 The system should have the ability and flexibility to design suitable workflow for the
approval process as per the requirements of the councils. The approval workflow should be
as per the work flow being followed by the respective council authority’s hierarchy and
workflow rules should be flexible enough to change as desired.
 System should generate online fee receipts based on the submitted Building plan. System
should have necessary interfaces for Fee collection and consolidated receipt generation.
 Payment gateway should be integrated in such a way that payments pertaining to building
permits could be made online along with refunds if any.
 The system should have a well-defined inspection report format at various levels to guide
the inspectors.
 The System should keep adequate reconciliation mechanism for receipts and disbursement
relating to Building permissions.
 Use of digital signature for approval of application at different levels should be incorporated
in the application system.
 System should provide easy search facilities to search any application through different
criteria
 System should generate digital certificates which could be downloaded by the applicant.
 System should define the service levels and the escalation matrix to officials regarding time
limit for processing an application
 System should track delays in approval steps and maintain an audit log of the approval
process steps. System to generate an alert against each application when it nears the time
limit for disposing it.
 System logs should be extractable to excel/pdf formats for internal analysis of cases
 The proposed solution should provide option where in entering information like Survey no/
CTS No. / Plot No., Village Name, Taluka name, Application number etc. shall show
approved plan for the respective area and shall generate downloadable (printable) plan, the
same should also be available at the Municipal Council level.
 System should have provision where in providing basic parameters like certificate no.,
name, area etc. would generate basic information about approved certificate and hence
would enable easy third party verification.

 A comprehensive and detailed user guide needs to be prepared for the online application
and made available on the home page.

2.4 Offline Drawing Utility Software

 Architect should be able to download and install the software


 Drawing preparation utility should allow the user / architect to prepare the drawing for
submission and verify it to see if it confirms to the rules.
 It should allow recording necessary information like application details, building type, etc.
within the drawing.
 The utility should guide the user to identify and mark objects. It should allow users to see
the pending item to be marked/identified.
 This module should be accessible in both online and offline mode.
 Utility software will be marking objects to verify Setback, Space Standard, Shade projection,
Garage space, Means of access, Parking Space, FSI and Plot Cover, Basement, Ramp etc.
 Utility software should allow user to verify single rule or complete drawing and it should
give the results and allow the user to navigate to the part of the drawing having issues. It
should highlight the failed rules and same should be highlighted in the drawing. Complete
scrutiny report should be generated as per DC rules.
 User should be able to navigate the failed validations one by one.
 Utility should allow clean the drawing – which will remove all the modifications done by the
utility.
 Utility should add architect information and additional information as required.
 Should allow hassle free installation with proper guides.
 The utility should act as a first level check for the architects by automating the inclusion of
parameters (DCRs) of the specified area.

A comprehensive and detailed user guide needs to be prepared and made available on the home
page.

2.5 Other Functionalities


The functionalities required in the solution as well as the Workflow is defined below but not limited
to the following:

 The system shall read data from CAD drawings / other widely accepted formats, establish
relationship between various entities and produce scrutiny reports by mapping all
applicable DC rules.
 The system should also capability to generate 3D view of the proposed building from the
drawings submitted by the architect. The Municipal Councils should be able to analyze the
3d view with applicable Development Plans (DP) and Development Control Rules (DCR).
 The application should have also have a feature to accept the 3D Drawings by the architect
in the CAD format.

 System will provide an interface to capture scrutiny details (Scanned /CAD format) and
relevant drawings of the proposals approved earlier so that information can be entered.
 Tables with respect to Area statements (such as Plot Area / Built Up Area / FSI / RG Area
calculations etc.), and building component calculations (such as opening schedule, parking
calculations, water tank capacities etc.) and calculation for all other parameters as
mentioned in the applicable DCRs shall be generated in the drawing.
 After scrutiny following reports shall be generated – Scrutiny Report, Failed List Report,
Check List Report.
 The work flow management with administrative controls, hierarchical login, compatibility of
data transfer and integration to GIS platform, have to be mapped and implemented as and
when required.
 Based on the CAD drawing the various fees associated should be calculated automatically.
Option for variation of fees to be available with the council authority, which may be used
with proper justification.
 Necessary provisions should be made so that the system supports digital Signatures at
various levels to make the document and certificates issuedauthentic. Use of digital
signature for approval of application at different levels should be incorporated in the
application, Digital Signature Certificates (DSC) will be provided at the respective council
level, However the bidder needs to provision for the integration of DSCs with the BPMS
Solution.
 It should ensure an easier integration of 3rd Party Applications using web services or APIs,
such as property tax modules etc.
 The solution should manage the content lifecycle (drawings, certificates, note sheets etc.)
related to each proposal so as to maintain complete traceability
 The proposed solution should provide option where in entering information like Survey no/
CTS No. / Plot No., Village Name, Taluka name, Application number etc. shows approved
plan for the respective area and shall generate downloadable (printable) plan. The same
should also be available at the Municipal Council level.

The bidder will discuss the BPMS customization requirements with the SUDA. Further, for approval
the bidder will submit a customization report detailing the suggested system changes.

2.6 Centralised Management Information System (MIS)

 The successful bidder shall be responsible for designing a detailed MIS showing status of all
applications submitted. The MIS dashboard should be designed for following levels:
a) ULB Level
b) Cluster level
c) District Level
d) Division Level
e) State Level
 MIS dashboard shall display status of all files such as Application received, Approved,
Rejected, In-process, Pending etc.
 MIS should include the file movement details

2.7 Scrutiny Centre:


 The successful bidder shall be responsible for setting up one (01) centre at each ULB in the
State of Chattisgarh. The building plan submitted by Citizen / architecture / Engineers will
be scrutinise by bidder at these centres for its compliance with regards to the laid down
criteria of municipal councils.
 In case of any of non-compliance in the building plan, the bidder will have to inform the
applicant about its non-compliance and the applicant will have to make suitable change in
their application / building plan and re-submit the building plan.
 Once the building plan is scrutinised, the bidder will forward the plan to respective
municipal councils. All requisite IT infrastructure at these centres will be delivered, installed
& maintained by the bidder during the project period.

2.8 Training& documentation


The successful bidder must provide the training and documentation for all users of the system
across the various Municipal Councils as well as registered external users.

2.9 Business Model


SUDA is willing to outsource entire system on outsourcing model either through PPP based
approach or other suitable business model . Interested organisation must propose suitable financial
model for entire scope of work for all ULBs of state.

5. The Bidder should have been engaged in implementing minimum of three (03) IT / ITeS
projects of value more than Rs 20 Crores each involving services to Government / PSUs
in last five (05) years

Software Product proposed for this project
6. At least 3000 building plan approvals should have been processed using the software
being proposed
7. The Bidder must not have been blacklisted for fraudulent practices by any of its clients,

1. Bidders scoring minimum 70% marks shall be empanelled with SUDA for the said EOI.
2. SUDA will send the detailed RFP along with techno-commercial bid format only to the
bidders who will qualify the EOI evaluation.
3. During RFP stage, the bidder will have to quote on BOT model wherein the rate to be
quoted will be on the basis of per sq meter of proposed building plan or share of revenue
model . While quoting, the bidder will have to provide turnkey solution involving setting up

6. Instruction to Bidders:

2) Technical bids will be opened at 4.00 PM on 07-04-2017

3) Short-listed /empanelled Bidders will be asked to submit the technical and financial bids on case
to case basis. The selected SI should work with SUDA for addressing the tender and
implementing the project.

4) SUDA keeps the option of asking any additional tender specific requirements including eligibility
criteria of the customer tender depending on the amendments/clarifications that will be
received from the customer, while asking for financial bid, if short-listed.

5) Bid should be valid for a period of 180 days from the date of opening of EOI response.

6) Conditional offers are liable for rejection.

7) The Bidders should give clause by clause compliance of EOI with references to supporting
documents; otherwise the offers are liable for rejection.
8) Bidders should be in a position to bring reputed OEMs who meet the tender eligibility
conditions.

9) In the event that SUDA is required to provide presentation/demonstration or working of the


product, the same shall be arranged by the Bidder at latter’s cost and expenditure.

10) Cost of EOI: The bidder shall bear all costs associated with the preparation and submission of his
offer against this EOI, including cost of presentation for the purposes of clarification of the offer,
if so desired by SUDA. SUDA will, in no case be responsible or liable for those costs, regardless
of the conduct or outcome of the EOI process.

11) Amendment of EOI: At any time prior to the last date for receipt of offers, SUDA, may, for any
reason, whether at its own initiative or in response to a clarification requested by a prospective
bidder, modify the EOI document by an amendment. In order to provide prospective bidder
reasonable time in which to take the amendment into account in preparing their offers, SUDA
may, at their discretion, extend the last date for the receipt of offers and/or make other
changes in the requirements set out in the Invitation for EOI.

12) Disclaimer: SUDA and/or its officers, employees disclaim all liability from any loss or damage,
whether foreseeable or not, suffered by any person acting on or refraining from acting because
of any information including statements, information, forecasts, estimates or projections
contained in this document or conduct ancillary to it whether or not the loss or damage arises in
connection with any omission, negligence, default, lack of care or misrepresentation on the part
of SUDA and/or any of its officers, employees.

13) SUDA will not consider any or all of the bids if they are not meeting EOI requirements. However
clarification in this regard, if required, will be given.

14) SUDA reserves the right to terminate EOI process at any time and without assigning any reason.
SUDA makes no commitments, express or implied, that this process will result in a business
transaction with anyone. This EOI does not constitute an offer by SUDA.

15) EoI Preparation Cost:The bidder is responsible for all costs incurred in connection with
participation in this EOI process, including, but not limited to, costs incurred in conduct of
informative and other diligence activities, participation in meetings/ discussions/presentations,
preparation of proposal, in providing any additional information required by SUDA to facilitate

the evaluation process, and any other such activities related to the EOI process. SUDA will in no
case be responsible or liable for those costs, regardless of the conduct or outcome of the
bidding process. All materials submitted by the bidder shall become the property of SUDA and
may be returned at its sole discretion.

Undertakings (To be in Bidder’s Letter Head)

1. are not blacklisted by Central Govt./ any State or UT Govt/ PSU/ organized sector in India.

2. to work with SUDA as per this EOI and Customer Tender terms and conditions. Also we agree to
implement the project (scope of work as per Tender terms and conditions including investment)
covering warranty & post-warranty services, maintenance etc, in the event of SUDA winning the
contract on back-to-back basis.

3. that we will be equipped with the required manpower with qualifications, certifications and
experience as required in the customer tender.

4. that we will be able to give the proposed solution as required in the customer tender.

5. to get required certificate & support (warranty & post-warranty/ maintenance) in the name of
SUDA from the OEM as per customer tender requirement.

6. to obtain relevant statutory licenses for operational activities.

7. to sign MoU/Teaming Agreement, Integrity Pact with SUDA for addressing the customer tender
as per customer’s tender terms and conditions.

8. to indemnify SUDA from any claims / penalties / statuary charges, liquidated damages, with
legal expenses etc as charged by the customer.

9. undertake to arrange to sign agreement with OEM and SUDA as per customer tender
requirement

10. that OEMs who meet the eligibility and other conditions as per customer tender requirement,
will be finalized by us and produce the required eligibility documents and other related
documents of the OEM for customer bid submission.

11. hereby agree to take the responsibilities covered in the agreement (on back-to-back basis) to be
signed between SUDA & OEM (if required) as per customer tender conditions

12. to supply equipments/components which are brand new, first hand and contain no previously
used, recycled or refurbished components.

13. to accept payment terms on back-to-back basis. Penalties, if any, will be borne by us.

here by agree that SUDA may take any punitive action as deemed fit, including forfeiture of EMD /
Security submitted by us, if it is found that any of the documents / information provided by us (to
meet the tender requirement including eligibility) is wrong/ forged/ misleading at any stage of
tender processing / evaluation. The decision of SUDA regarding forfeiture of the EMD shall be final
and shall not be called upon question under any circumstances.
