Title of Bill: An Act to Amend California Proposition 64: California Marijuana Legalization
Initiative

BE IT ENACTED BY THE 115TH UNITED STATES CONGRESS

1 Preamble: WHEREAS, the freedom of choice is infringed upon by the legal age of
2 recreational use of marijuana stated as of being twenty-one years of age.
3 WHEREAS, there are many well-researched and proven health benefits to the use of
4 marijuana.

6 SECTION 1: This act may be cited as the “Amendment to Proposition 64”

8 SECTION 2: The legal age of use of marijuana for recreational purposes shall be reduced
9 from twenty-one years of age to eighteen years of age.

11 SECTION 3: There are many health benefits to the use of recreational and medical
12 marijuana.

14 SECTION 4: As a benefit to amending the legal age of recreational marijuana use, drug-
15 related crime rates shall decrease drastically, since marijuana is the third most-common
16 drug used in the United States, following alcohol and tobacco.

18 SECTION 5: Criminal policies for marijuana would remain the same as those already in
19 place for persons under the age of eighteen.

21 SECTION 6: This bill shall go into effect 90 days after passage, and shall be enforced by
