In the United States, we have several different Circuit Court of Appeals. The state of

Nevada is incorporated in the 9th Circuit Court of Appeals. This also include many other states

such as California, Washington, Hawaii, and Arizona. It also contains our off-shore territories

such as Guam, and Northern Marina Islands.

Article 11 titled Education covers all of the state of Nevada’s policies towards education.

Article 11 contains ten separate sections, each with important laws and restrictions that all

districts in the state of Nevada must abide by.

Article 11, Section 1, titled, Legislature to encourage education; appointment, term

and duties of superintendent of public instruction, states; the legislature must encourage

schools to promote intellectual growth in all appropriate fields, and that a superintendent must be

appointed to help uphold these standards.

Article 11, Section 2, titled, Uniform system of common schools, states; that school

districts will follow the uniform system of common schools, and be in session for at least 6

months of the year. It also prevents schools from being able to include and religious sect in a

public-school setting. This section also lays the framework for each district to determine its

attendance rules.

Article 11, Section 3, titled, Pledge of certain property and money, escheated estates

and fines collected under penal laws for educational purposes; apportionment and use of

interest, states; All land and resources granted by the government for educational services will

be used for the gain of educational purposes only. It is also stated that some of these resources

may be used for state universities as well.

Article 11, Section 4, titled, Establishment of state university; control by board of

regents, states; the state legislature will establish a university to help further education into a

field of a student’s choice.

Article 11 Section 5, titled, Establishment of normal schools and grades of schools;

oath of teachers and professors, states; Teachers will abide by an oath to teach students

equally, and fairly. It also lays the groundwork for how teachers can be paid with public funds.

Article 11 Section 6, titled, Support of university and common schools by direct

legislative appropriation; priority of appropriations lays the groundwork for budgets in both

public schools and universities. It states how budgets must be presented and voted on to the

board of regents in order for funding to be properly disbursed.

Article 11 Section 7, titled, Board of Regents: Election and duties sets the term as of 4

years for the superintendants
