2 Overview
With the growth of GSM subscribers, the network capacity may be limited to carry all
wireless service. To ensure the network stability, it is necessary to deny some user’s
access request in case of network congestion.
GSM protocol defines 15 access control classes (ACCs). Usually, one access class is
allocated to one GSM subscriber. There are ten such classes ranging from Class 0 to
Class 9, stored in SIM cards of mobile subscribers. For special subscribers, GSM
specification reserves five special access classes, Class 11 to Class 15. Then special
subscribers can have one or more access classes (11 -15) at the same time, which are
also stored in their SIM cards. In this way, operators can reject or force some UEs to use
some special ACCs to access special cells.
This function enables operators to distinguish special subscribers from other subscribers
and provide them with prior services. With ACCs, network operators can define cells
which can be accessed by authorized subscribers only. For example, operators can
deliver additional enhanced cell traffic capability in hot spots, which are open to
authorized subscribers only. Therefore, operators are able to ensure better services for
these authorized subscribers when busy to gain more profit.
This feature is one of methods of realizing ZGB-03-04-001 BSC Load Control. Another
Feature ZGO-01-03-001 eMLPP implements Network based user priority control.
3 Technical Description
The technical implementation of this feature includes:
Configure the allowed and barred ACC for all cells in BSC. The ACC information
can be carried by cell broadcast message correctly which complies with TS44.018.
Configure the allowed and barred ACC for specified cells in BSC. The ACC
information can be carried by cell broadcast message correctly which complies with
TS44.018.
Set the slide window access control switch on to enable this function manually.
There are two level switches, BSC level and Cell level, to support different slide
window parameters set.
Set the barred ACC slide window in range of 0 to 9. Barred class windows, barred
time step and first barred class can be flexibly configured, and are also changeable
after function activated.
Support the access of MS with ACC value from 11 to 15 even the ACC slide window
is applied.
Assuming the first barred access is MS0, barred class windows is 3, and barred time step
is AccessCtrTime, then the first barred MSs will be MS0, MS1 and MS2. The flow control
process triggers broadcasting of system message and sets the timer according to the
AccessCtrTime in this message. The procedure of access barring is shown in following
figure.

If Access control is on (“Access class parameter config select” is not disable), then
the system will ignore all automatic flow control messages, including RACH
overload, MSC overload, Signaling Point overload, CPU overload, etc.
In case the automatic flow control already starts before receiving the activation
message of access control, all flow control and related alarm will be reset and the
new flow control process start.
Flow control process should send alarm when the access control first starts
Flow control should recover the alarm when the access control process stops.

This feature is to be deployed in some special scenario to deny part of or all subscribers
send access request or paging reply message. For example, if emergency happens in
some area which leads to network congestion, activation of this function can avoid the
“unfair” barring for specified level use by setting the parameter 0-9 in turn and reduce the
congestion. In addition, this feature is also useful for site commissioning and
maintenance. It can avoid the unexpected impact by preventing subscribers accessing
the network.
The adjustment of the BSC and BTS hardware configurations is not involved in this
function.
This feature should be applied cautiously since some subscribers will be denied after
function activation. There is no performance impact caused by this feature.
