Charge Description: That the defendant, Lucas John Blonigen, then and there being, did wrongfully,
unlawfully, and surreptitiously install or use any device for observing, photographing, recording,
amplifying, or broadcasting sounds or events in a place where a reasonable person would have an
expectation of privacy and has exposed or is likely to expose their intimate parts or the clothing covering
their intimate parts and violates this statute against a minor under the age of 18, knowing or having
reason to know the minor is present.

STATEMENT OF PROBABLE CAUSE 5/1/2018 04:22:02 PM

The Complainant states that the following facts establish probable cause:
 
On April 6th, 2018, at approximately 1:53 pm, Chief Maus of the Melrose Police Department received a
phone call from a principal regarding an incident occuring at Melrose Veteran's Memorial Middle School, in
the City of Melrose, County of Stearns, State of Minnesota. Chief Maus made contact with Child A, D.O.B.
6-01-02, juvenile female fully identified in the police reports and Child B, D.O.B. 8-6-01, juvenile female fully
identified in the police reports. In separate statements, both children stated their Assistant Speech Coach,
Lucas John Blonigen, D.O.B. 3-4-89, defendant herein, allowed them to change for their speech event in
his classroom. The children stated the defendant gave them permission to change clothing and given
directions to let him know when he could come in the room. As the children were about to change, they
noticed defendant's cell phone propped up against a wall. The children investigated and realized the phone
was set to record and was recording the area where they were supposed to change. The children turned off
the camera and reported the incident to another teacher. Chief Maus made contact with defendant. In a
recorded conversation, defendant admitted knowing that the children were going to change into their
speech clothing. Defendant acknowledged in order to do so, the children were likely going to have to strip
down to the clothing covering the immediate area of their intimate parts. Defendant acknowledged he
attempted to record them with his cell phone as they changed. 

Complainant has reason to believe and does believe that all of the above facts are true and correct. 

The above facts constitute your complainant's basis for believing that the above-named defendant, on or
about the 6th of April, 2018, in the City of Melrose, County of Stearns, State of Minnesota, committed the
offense/offenses described herein.

From the above sworn facts, and any supporting affidavits or supplemental sworn testimony, I, the Issuing Officer, have
determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendant’s arrest
or other lawful steps be taken to obtain Defendant’s appearance in court, or Defendant’s detention, if already in custody,
pending further proceedings. Defendant is therefore charged with the above-stated offense(s).

X SUMMONS
THEREFORE YOU, THE DEFENDANT, ARE SUMMONED to appear on May 3, 2018 at 9:00 AM before the
above-named court at 725 Courthouse Square, St. Cloud, MN 56303 to answer this complaint.

IF YOU FAIL TO APPEAR in response to this SUMMONS, a WARRANT FOR YOUR ARREST shall be issued.

WARRANT
To the Sheriff of the above-named county; or other person authorized to execute this warrant: I order, in the name of the State
of Minnesota, that the Defendant be apprehended and arrested without delay and brought promptly before the court (if in
session), and if not, before a Judge or Judicial Officer of such court without unnecessary delay, and in any event not later than
36 hours after the arrest or as soon as such Judge or Judicial Officer is available to be dealt with according to law.
