Regional Entity & RLDC User
1. Regional Entity[1][11] : (Definition)
• Such Persons who are in RLDC control area & whose scheduling & energy
accounting is done by RLDC. [Ref. IEGC-2(kkk)]
• ‘Regional entity’ means an entity whose scheduling, metering and energy
accounting is done at the regional level by the concerned Regional Load
Despatch Centre; [Ref. Regulation 2(21) RLDC (F&C) Regulation-2015]
2. User[11] : (Definition)
• ‘User’ means the generating companies, distribution licensees, buyers,
sellers and inter-State transmission licensees who use the inter-state
transmission network or the associated facilities and services of National
Load Despatch Centre and Regional Load Despatch Centres.

Control Area Jurisdiction[1]
• Generating Stations under RLDC control area (Ref.: IEGC- Section
6.4.2):
a. All CGS (excl. those with 100% allocation to host state)
b. UMPPs and Wind/Solar Projects with ≥ 500 MW capacity
c. Gen. Station connected to ISTS (except for case-a)
d. For Generating station connected to both ISTS & State net work
• SLDC will have jurisdiction only if the state has > 50% share in that station

NB.: For a generating station connected only to state network –


SLDC will do scheduling & energy accounting (excl. case-a)

1. Compliance to CEA Technical Standards[2] & CERC Connectivity Regulations[5]:
[Ref. IEGC Clause. 4.1]
2. Signing of Connection agreement[5] (CON-6)[6] with CTU & submission of
following documents to RLDC: [Ref. clause 6.1, 6.2 and 6.3 of procedure[6] for grant of connectivity-2009]
• Copy of Con-3, Con-4, Con-5, Con-6, PPA (if any),
• Copy of ‘Grant of LTA/MTOA’ Letter issued by CTU
• LTA/MTOA agreement copies
3. User Registration with RLDC [11]
• Submission of information in Appendix-IV of RLDC (Fees & Charges) Regulation 2015
• Payment of Registration fee to RLDC
4. Statutory Approval: Entity to obtain CEA Approval[4] for energization of all new
elements (viz. Bay, ICT, line, ST, GT, BR,LR,HVDC Filters, TCSC, FSC etc.) &
submit a copy to RLDC.

5. Installation of Interface Meters[3] (through CTU) – .
• WRLDC will intimate the SEM/DCD requirements to the Entity with a copy to Power
Grid (RHQ)
• The Entity to coordinate with CTU (concerned Power Grid-RHQ) to get it installed
• Ref.: CEA (Installation & Operation of Meters)-Regulation-2006 & amendments
• Ref.: Regulation 6.4.21 of IEGC-2010
6. Telemetry (Ref.: IEGC 4.6.2): The entity (seeking access) will -
• Provide Systems to telemeter power system parameters
• (MW, MVAr, Voltage/ Frequency, status of CB, Isolator, transformer taps etc.)
• Establish associated communication system to facilitate data flow up to appropriate
data collection point on CTU’s system (as per the Grant of Connectivity letter from CTU
i.e. CON-5).

7. Under taking as to Telemetry / Protection / Metering / Statutory
clearance
• Submission of First Charging Formats A1-A5 – 10 days prior to first charging
• Submission of under taking in Formats B1-B5 – 3 days prior to first charging
8. Intimation of Bank A/C details of the Entity for transacting with
Regional Pool accounts[1][7][8]
• For payment / receipt of following charges as per accounts issued by RPC
• Deviation Charge - DSM Pool[7]
• Reactive Energy(VAR) charge - Reactive Energy Pool[1]
• Congestion charge - Congestion Pool[8]

Start-up power – Procedure[7] for obtaining RLDC Approval
1. Generator to submit following documents to RLDC along with
Application – (1 month ahead)
a) Connectivity Grant Letter (Con-5) & Connection Agreement(Con-
6)[copy]
b) Single Line Diagram (SLD)
c) CEA Electrical Inspection Report & Approval for Energization
d) Scheme for drawal of Construction Power (different from that for
Start-up power)
e) Scheme for drawal of Start-up Power
f) Unit details like – MCR, Unit size, Auxiliaries & their rating
g) Schedule of Activities & quantum of power required with time period

Start-up power – Procedure[7] for obtaining RLDC Approval
2. Generator to submit a Notarized Undertaking stating that -
a) The power is required for ‘Start-up’ & not for construction activity
b) There in no violation of any agreement with DISCOM or other agency
c) It will indemnify, defend & save the RLDCs/ SLDCs harmless against any loss/ injury/
suit/ cost etc. arising out of drawal of start-up power
d) It will abide by IEGC & all prevailing regulations
e) It will reschedule the start-up activity as directed by RLDC
f) It will pay DSM charges within due date & comply with DSM Reg.-2014
g) It will send SEM data to RLDC in time for energy accounting
h) It will pay all incidental charges (RLDC fee & charge, ISTS charge etc.).
i) It will open LC (~ 2 months tr. Charge) prior to start-up power drawal
3. The Generator will open a Letter of Credit(LC) as advised by CTU for
the amount of start-up power required;
4. CTU shall intimate RLDC on LC validity & bank confirmation;
5. RLDC shall issue Approval for drawal of start-up power;

Norms for Infirm power drawl & injection
1. Max. allowed period for infirm interchange = 21 months [5][7]
• 15 months prior to unit synchronization
• 6 months after unit synchronization (Unit syn. plan to be intimated 1 month ahead[6])
2. Extension of tenure of infirm injection[5]
• Allowed only with specific direction from the Commission (CERC)
• The generator must file a petition 2-months prior to expiry of the permitted tenure
3. Infirm power Drawal / Injection permitted by RLDC -
• Is NOT a commercial ‘schedule’ for Deviation calculation
• Does not absolve the Generator from imposition of Congestion Charge
• Generator is obliged to follow DSM & Congestion Management regulations at all times[7][8]
4. The Generator will make timely payment of applicable charges
• DSM / Congestion charges / RLDC Fees & Charges / Transmission charges
5. Generator to take a fresh approval from RLDC in case of requirement of start-up
power in excess of approved quantum

Trial Run for Commercial Operation (CoD) – Generators[1]
(Regulatory Provisions – TCT 2014-19 & IEGC )

1. Part-1. Successful running of the 4. Short interruptions


generating station or unit thereof allowed up to a duration of 4
on designated fuel at MCR or hrs.(cumulative) with corresponding
Installed Capacity or Name Plate increase in duration of test
Rating for a continuous period of 5. Partial Loading is allowed provided
• 72 hours (for thermal power station) • Average Loading during trial run ≥ MCR
• 12 hours (for hydro power station) or IC or name plate rating excluding
period of interruptions / partial loading,
2. Part-2. Demonstration of peaking but including the corresponding
capability ‘extended period’
• 105% of MCR for thermal units
6. If cumulative Interruption & Partial
• 110 % of MCR for hydro units
Loading exceeds 4 hours –
3. Generator to give 7 days advance Generator has to repeat the Trial
notice to beneficiaries / RLDC / Operation (ref IEGC Reg. 6.3A.3 &
SLDC SoR clause 4.3.2)

Trial Run for Commercial Operation (CoD) – Generators[1]
(Coordination with RLDC)
1. Generator to provide (to RLDC)
• 7 days advance intimation on plan for Trial Run
• Load raising plan (time block wise) during the trial run
• Auxiliary Energy consumption in (% age) during the proposed trial run
2. Generator to take ‘code’ from RLDC for synchronization & commencement of trial run
3. Generator to submit the following to RLDC (after trial run)
• CoD declaration letter by the generator
• Generator SEM data for the trial run period
• Certificate from CMD/CEO/MD of the GENCO as per IEGC 6.3A(iii) / Appendix-VI(TCT)
• Approval of the Certificate from the BOD of the GENCO within 3 months
4. RLDC shall accord clearance / comments on trial run within 7 days
5. If a generator fails in Trial Run it may -
• Go for retest under intimation to RLDC/SLDC/Beneficiaries
• De-rate the capacity as per IEGC (Reg. 6.3A)
6. Scheduling may commence from 00:00 hrs after CoD declaration

New Transmission Element Integration & Certification[14]
1. Intimation to RLDC in Format-I&IA (A1-A5)
• 10 days prior to anticipated date of first time charging.
2. RLDC shall issue Acknowledgement & comments in Format-II (in 3days)
3. Under takings to RLDC in Formats –III,IIIA to IIID (B1-B5), Charging
instruction from CTU/STU, CEA/EI charging approval copy
• 3 days prior to anticipated date of first time charging
4. RLDC shall issue Provisional Charging Approval in Format-IV(in 2days)
• RLDC to issue its consent to NLDC for IR lines
5. Licensee to submit dummy SEM reading to RLDC
6. On the D-day the Tr. Licensee to approach RLDC for charging ‘Code’
7. RLDC/NLDC shall issue code keeping view of grid reliability
8. Tr. Licensee to submit Post Charging documents in Format-V (C1-C4)

A. Connectivity of Renewable Energy(RE) Generators[5]
1. Eligibility of RE generators for grant of connectivity by CTU
a. Individual Capacity ≥ 50 MW
b. Individual capacity < 50 MW but aggregate capacity ≥ 50 MW with
a Lead generator to apply on behalf of all such generators seeking
connectivity at a single point on ISTS (Pooling Station)
c. An eligible conventional generator (exportable capacity of 250 MW
or above) developing RE based generation of ‘capacity ≥ 5 MW but
< 50 MW,’ in its existing generating station
d. Any company authorized by the Central Govt. as Solar Power Park
Developer

B. Connectivity Standards for Wind/Solar [2][15]
(Ref. CERC Order dated 05.01.16 in 420/MP/2014)
• Low Voltage Ride Through capability[15] - mandated for
• All Wind Turbine generators(WTG) of capacity ≥500 kW, connected at ≥ 66 kV
• All Solar Generators connected at 11 kV or above
• Exemption[15] allowed for the following cases:
• ‘Stall type' WTG where retrofitting is not possible
• WTG whose useful life is due to expire in next 5 years (i.e. by 04.01.2021)
• Telemetry : SLDCs to ensure availability of Real time data at RLDC for all
Wind/Solar generators under its jurisdiction as per IEGC
[Ref.: CEA Technical Standards for connectivity & CERC order dated 05.01.16 in petition
no. 420/MP/2014 on LVRT ]
NB: More detailed standards in the pipe line in the proposed amendment to CEA Technical Standards for Connectivity
Regulations - Draft notified by CEA on 15-Nov-2016.

C. Grid Access Requisites for Wind/Solar
1. Connection Agreement with CTU & Formats CON-3, 4, 5
