Help Determine the Next Research Retreat Topic

About every 3 years, APTA’s Section on Research hosts a Gordon-style Research Retreat. The goal of
the Retreat is to promote discussion and free exchange of ideas pertaining to the Retreat topic. As such,
the format of the Retreat involves presentations, but also leaves ample time for poster session
discussion, informal discussions, collaboration-building, and networking. Conference participants are a
mix of researchers, educators, clinicians, and students. Past topics include Pain (Biopsychosocial Model)
in 2015, Regenerative Medicine in 2012, and Disordered Movement with a focus on impairments with
force generation in 2009. We are seeking feedback from all Section on Research members about
proposed topics for our next Research Retreat. Please take a few moments to complete the short online

The APTA Combined Sections Meeting (CSM) returns to New Orleans, February 21-24, 2018!
Experience, Networking, Opportunity, Learning, and Acceleration in NOLA, one of the world's most
culturally rich destinations. This year will bring together more than 12,000 innovative and dedicated
professionals for the largest conference focused on physical therapy in the country. With programming

REACT Pilot RFA Announcement –


Great Funding Opportunity for SOR Members

The 2018 REACT Center Pilot Award Request for Applications is now live! The central goal of the
National Rehabilitation Research Resource to Enhance Clinical Trials (REACT) Pilot Studies Program is
to catalyze the success of medical rehabilitation researchers and interdisciplinary teams by providing
consultation, seed funds, key expertise and resources for the conduct of innovative pilot projects, early-
stage proof-of-concept studies, and futility studies needed to shape more definitive clinical trials. REACT,
based at the University of Alabama at Birmingham (UAB), invites letters of intent (LOI) for pilot studies
that address novel scientific questions related to medical rehabilitation that will lead to more definitive
clinical trials. LOIs are due by December 13, 2017. Please email REACTCenter@uab.edu or call 205-

SOR Representation at the National Student Conclave

Thanks to Hina Garg, PT, MS, PhD, Assistant Professor at Rocky Mountain University of Health
Professions, and SOR Membership Committee member, for representing the Section in its booth during
the National Student Conclave, October 19-21, in Portland, Oregon. Our booth received a lot of student
traffic and there was a great deal of enthusiasm and suggestions for how to improve services provided to
our student members. Membership in the Section on Research is free to PT and PTA students.

APTA Fellowship Opportunities Focus on Education Research

APTA has opened its search to fill a fellowship position that will help to define the body of knowledge that
drives physical therapist education. The APTA Visiting Scholar Research Fellowships program is looking
to fill a position for either an early-investigator research fellowship or a postdoctoral research fellowship.

Urgent Action item: Ask your Legislators to Preserve Student Loan Interest Deductions and Tax
Exemptions for Tuition Assistance and Waivers

The House has passed H.R. 1, the Tax Cuts and Jobs Act that includes the repeal of the current Student
Loan Interest Deduction and would convert tuition assistance and waivers to taxable status. The Senate
does not currently have either provision in their version of the bill. However, there is a likelihood that both
can be included in a final bill through negotiation. As passed by the House, Section 1204 would repeal
the current Student Loan Interest Deduction (SLID). Under current law, any individual with income up to
$80,000 (or $160,000 on a joint return) repaying student loans can deduct up to $2,500 in student loan
interest paid. Eliminating this provision would mean that the cost of student loans for borrowers would
increase at a time when affordable college education is increasingly becoming out of reach for many
Americans.
In addition, the House legislation would also convert tuition assistance and waivers to taxable status;
subsection D of U.S. Tax Code section 117 states tuition reductions and waivers for graduate teaching
and research assistants are tax exempt. Elimination of tuition reductions and waivers for graduate
teaching and research assistantships would have a negative effect on the physical therapy profession,
especially for those who are considering pursuing post-professional graduate degrees. Ask your
Representatives to preserve the tax exemption and to not include Section 1204.

Medicare Therapy Cap Repeal update and Action Item: Please make sure ALL your Senators and
Representatives are cosponsors of the therapy cap repeal – we are currently at 212 in the House and 35
in the Senate. It is bicameral and bipartisan – so the only reason they be awaiting in order to cosponsor is
to hear that it matters to you as a constituent. Remember, the hard cap will hit Medicare beneficiaries on
January 1, 2018 WITH NO EXCEPTIONS PROCESS unless a repeal in enacted by Congress this
session. Please connect with your legislators in district during the last two weeks of December. Keep
making contacts and asking friends and colleagues to ask their legislators to support repeal of the

Celebration of our legislative win & Call for your Rehabilitation Research Stories: We are
approaching the first anniversary of our legislative success with NCMRR and NIH rehabilitation research
funding. The success implemented many of the recommendations of a 2011 Blue Ribbon Panel that
included many of our notable PT research peers, including Rebecca Craik. The SOR fly-ins, letters, and
communication about the research they did using NIH dollars, and the impact this brought to districts are
what led to this legislation. Celebrate this anniversary by contacting your legislators in district to tell
rehabilitation research story. It is vital to the continued protection of this funding mechanism. Read the

Federal Advocacy Forum 2018 is April 29 -May 1 at the Hyatt Regency Washington DC. The specific
focus and key contacts needed is still in development- expect the details in January 2018. All are invited
and encouraged to participate in this important civic activity.
Congressional Updates:

Pain and the Opioid Epidemic: APTA participated in the inaugural Integrative Pain Policy Congress,
held October 21-22 in San Diego. The meeting brought together representatives from more than 50
organizations, patient advocates, payers, and provider associations. Kara Gainer attended the meeting
along with APTA member Derrick Suecki. The two day meeting addressed coverage, constraint, and the
evidence-base for optimal models of comprehensive/integrative pain management. Next steps for action
at the federal and state level were discussed, and a number of ideas that we as a Congress could pursue
were developed. More information to come!

Telehealth: The VA has issued a proposed rule that would preempt state law and permit VA health care
providers to deliver telehealth services across states/across state lines, regardless of the beneficiary
location. We expect the VA will finalize the proposed rule.
