TEAM HANDBOOK
WELCOME TO THE
MOTHER OF ALL RELAYS
Our 37th annual journey from city to sea has unquestionably progressed from its modest inception in 1991. I still fondly reflect upon that
first year when standing on the beach with the two walking teams, who inspired me to make this event happen. I remember the hand-drawn
course maps and elevations, wheel-measured exact 5.0 mile legs, two teams, simple race shirts, and a spaghetti dinner and beer for the beach
party. Wow, could this really have been our origins?

The growth and overwhelming popularity of the Portland To Coast walk is testimony to the fact that the women and men who pushed for
this event to take place were not alone in these feelings. Besides the sheer fun of Portland To Coast, it’s been said that PTC provides a spiritual
experience for the soul, and an opportunity to connect deeply with others. These same people say that they feel reinvigorated, and changed
as a result of the experience.

My fight with cancer over the last couple of decades now gives the Hood To Coast and Portland To Coast Relays an even higher purpose
than its initial unassuming start. Treatments that once existed only in our dreams are real scientific breakthroughs delivering results today at
Providence Cancer Institute, considered one of the top cancer research and treatment centers in the U.S. The Providence Cancer Institute is
at the forefront of immunotherapy, which harnesses the body’s own immune system to eradicate cancer. This approach to cancer treatment
recently was called the scientific “breakthrough of the year.” Having a world-class Cancer Institute in our backyard is improving the lives of
Northwest residents with cancer – and strengthening the health of our communities. I hope each one of you will share in our passion for
fundraising by donating to the Providence Cancer Institute research program (www.hoodtocoastrelay.com/htc/charity) to save prospectively
millions of lives. Thank you!

Founder and Chairman

Get set for an inspiring adventure! The 28th annual Mother of All Relays will be here before you know it –you and teammates at the Portland
Start Line, walking alongside downtown Portland’s river, through rolling farmland, over challenging forested roads to the Pacific Ocean beach
party, where camaraderie and a community of likeminded participants embrace the essence of what the 2018 Providence Portland To Coast
Walk Relay is all about!

As our staff works diligently throughout the year to create the highest quality and most storied relay, and our top priority still remains helping
teams have a safe, positive experience. To accomplish that, we need you all to be well-informed participants! This handbook provides key tips
and info to ensure an incredible, memorable race.

2018 Tips:
• If you’re considered a local team, someone should attend Packet Pick-up to pick up your team’s bag/supplies on August 11 at Providence Park.
• NEW: Van 2 Check-in at Exchange 18 – a team member from Van 2 will show safety equipment before their Leg 18 walker arrives, in order to be
allowed to continue on the race course (see page 9 for details)!
• Check the handbook for water stop locations on legs over 6 miles!
• Utilize plastic recycling receptacles at the Start, all exchanges, and at the Finish. Refill water containers and re-use water bottles when possible.
• Three volunteers are required to pass the mandatory online training (for “local” teams), July 12-Aug 7.
• Audio amplification worn outside the ear is allowed. Earbuds in the ear will result in DQ.
• It goes without saying, but remember no alcohol, marijuana or other substances are allowed to be consumed by participants during the race or on
the race course. Witnessed activity will result in immediate team DQ.
• Participants will wear a reflective vest from 6pm-9am, and a reflective vest, front/back flasher, and flashlight (or headlamp) from 6pm-7am.

Save something for the end, so you can celebrate the accomplishment of persevering 130 miles together as one united team with a rockin’
beach Finish Party throughout the afternoon and evening!
We hope you and your teammates remember to enjoy the camaraderie and laughs along the way. I look forward to seeing you at the race!

Cheers!

Vans and van DECORATION

Teams are encouraged to make a sign for each of their vehicles
that reads: “CAUTION: WALKER ON ROAD” to place in the rear
of the vans. Download and print free Caution signs on the PTC
website. Vans may not follow behind their walker.

Each team is limited to two vehicles, preferably a passenger van

or SUV. All passengers must wear seat belts when in the vehicle.
No vehicles wider than 80”or longer than 23’-0”. No motor homes,
buses or limousines will be permitted. Failure to abide by this rule
will result in disqualification.

Each team will be issued four signs, two are red and two are
white. On Van 1 place white signs on the front and rear driver side
windows. On Van 2 place a red on the back and front passenger
side corner of windows. The red sign is required to access legs
#19-23 and #32-36.

Refrain from the use of foul or overly suggestive language for

decorations. Have fun, but please use good judgment. To be as
respectful as possible to the communities we pass through, race
organizers prohibit music from being played outside the team
vehicle on loud speakers!

volunteers
Teams with at least one member residing within a 100 mile radius
of Portland are considered local and required to provide three
race volunteers. There is no buy-out option. Don’t bring children
or dogs. Volunteers should be assertive and plan to work. Captains
are responsible for ensuring that their volunteers each take (and
pass) the mandatory online training, are at their appointed job,
at the designated time, and fulfill the required tasks. Volunteers
receive shirts on-site. Bring a flashlight and two LED flashers for a
night shift. If a volunteer cannot report, it is up to the team to find
a replacement and make sure they report to their specific job site.

Required Team Safety Equipment
Each team MUST have the following set of items in each of their vans and present them for inspection at the Check-In Tent.

- One reflective vest

- Two LED flashers
- One flashlight, headlamp or hat with headlamp.

*While it is highly recommended to have a First Aid Kit in your van, this is not a required item at Check-In.

*NEW!* start line check-in procedure

The START is located at the Eastbank Festival Plaza, adjacent to the Hawthorne Bridge! (Near: 20 SE Madison St, Portland, OR
97214). The 2018 Portland To Coast Relay begins Friday, August 24, with start times waves occurring every 15 minutes from
3:00am-11:30am. DON’T BE LATE ! To avoid congestion through the local communities only one team vehicle (Van 1) is permitted
to be present at the Start Line. Van 2 and Van 1 will rendezvous at Exchange 18. Non-local teams are to receive their packets, race
numbers, wrist wraps, vehicle signs, and T-shirts at the Start. Arrive 30 minutes prior to your Start Time to collect these materials
and officially check in.
VAN 1 CHECK-IN PROCEDURE AT EASTBANK FESTIVAL PLAZA:
1. 30 minutes prior to your team’s assigned Start Time, go to the Team Check-In Tent Equipment Check Area and have someone
from your team (know your team number, only one person needs to go and this does not need to be the team captain) present
the team’s working safety gear (one reflective vest, two LED flashers, and one flashlights or one hat with headlamp). The team
member will also need to turn in a signed copy of the Safety Agreement (pg 63). Your team will then be issued the official Race Wrist
Wrap. Without the official Race Wrist Wrap and approved Safety Equipment, your team will not start the race.

2. Teams scheduled to start in each upcoming wave will have their team name/number announced five minutes prior to scheduled
start. The first walker must be at the Start Line. Teams cannot start before their assigned start time!

*NEW* VAN 2 CHECK-IN PROCEDURE AT EXCHANGE 18:

About 30 minutes before your Leg 17 walker is expected to arrive at Exchange 18, Van 2 must check in at the Exchange 18 Check-
In Tent. One person from Van 2 will need to present the team’s working safety gear (one reflective vest, two LED flashers, and
one flashlight or one hat with headlamp) in order to receive their race bibs and proceed past the exchange.

The Leg 19 walker will be given a HTC approval sticker to be placed on their race bib to identify the team to Race Officials as
being allowed to continue on the race course.

timing chip and race bibs

Van 1 will be issued 6 bibs at the Start Check-In and Van 2 will be issued the other 6 bibs at the Exchange 18 check-in. In Van 2’s
bibs, there will be one with a shiny silver timing chip on the back. This bib MUST BE WORN BY THE LEG 36 RACER. Your official
start time will be recorded by Eclectic Edge Racing at the start line, this timing bib worn by the Leg 36 racer will determine your
official finish time.

HTC18
penalties
Race officials record witnessed infractions; teams are permitted to watch and report rule infractions committed by others. Teams
that wish to report penalties (see ‘Race Rules’ pg 18-19 must do so in writing within 30 minutes of arriving at the Finish. Submit the
written form at the Rules & Penalties Table. Be specific and detailed. You must identify the offending team by number. The Rules &
Penalties Committee will evaluate all incidents; their decisions are final. To enforce a penalty, infractions must be reported by two
or more teams. This system has resulted in disqualifications.

open container policy

Absolutely no open containers or consumption of alcohol is
allowed during the race or on the race course! Teams found
to be in violation are subject to disqualification and/or citation

Walkers looking for a team and team captains looking for walkers can connect by visiting
www.htcrelayforum.com or www.facebook.com/HoodToCoast Chat with fellow

#HTC17 @ pr u vit _ htc1 7

Team Time
The average walk team finishes in approximately 28.5 hours. Don’t underestimate how
fast you will actually walk! Team additions/substitutions should reflect any change(s).
No special seeding requests for starting times will be accepted.Teams that violate their
assigned start time will be disqualified and subject to suspension from participating in
future events. It should be understood that the start time for any PTC team could result in a
#HTC17 @ mag d apu s s o

walker Substitution
No walker may drop out of the race solely for the purpose of the team substituting a faster
participant in their place. If a walker is forced out due to injury or illness, they MAY NOT
be reinstated into the team lineup. The team must finish the event with the remaining
walkers moving forward in the same sequence. No alternates may be added once the
#HTC17 @ r u nwit hwe s
team has started. (60 min. penalty if involved in improper substitution.)

Legs
All teams are to walk their members in rotating legs and in the same sequence of
rotation throughout the race. Walker on Leg 13 would thus walk Legs 3, and 25. When
determining who will walk each leg, (besides distance and leg rating), Captains should
consider the following:
#HTC17 @ r 2 b_ pd x

- Time of day walkers will encounter each leg

- Leg exposure to sun and/or wind
- Variable weather
- Walker ability/fitness
- Walker familiarity with the area
- Van support #HTC17 @ r yd u ck z

- Walker willingness to walk on a gravel and potentially dusty) road

The combination of the first three of these is perhaps the most crucial. Walkers on any
given leg can experience intense exposure to direct sunlight and may not have immediate
access to their team support vehicle. See individual leg maps for specific details. The
first three legs from Mount Hood each drop an average of 1300 - 1400 feet in elevation!
Walkers who push these legs too hard will severely pay for it in their second and third

legs, ending up stiff and sore.
14
HTC18
Substitution Process
If a walker drops out due to injury or illness during a leg and isn’t able to walk to the next
exchange, the next walker in rotation may take the wrist wrap and continue to the end
of that leg. The next leg must be walked by the next walker in rotation.

#HTC 17 @ j e n nypics
Mixed Division Process:
If a walker on a Mixed Division team becomes injured and drops out during the leg, the
paragraph above applies with the addition that the replacement walker must be of the
same gender. A minimum of thirteen (13) legs must be completed by female racers
otherwise the team with be reclassified into the Men’s Category. (See revised rotation to
the right, presume injury to F-1 on Leg 4)

At Providence Cancer Institute, patients and families benefit from some of the finest cancer
services in the world, such as the best in diagnostic imaging, state-of-the-art treatments
including immunotherapy, internationally-renowned research, and compassionate
counseling and support. Funds raised for Providence Cancer Institute will support
leading-edge research to #FINISHCANCER.
WHAT IS IMMUNOTHERAPY?
As the body’s natural defense system, the immune
system hunts down and destroys harmful invaders,
such as bacteria, viruses and even cancer cells. But
cancers can be masters of disguise, evading detection
and outsmarting the immune system. Immunotherapy
enhances the immune system’s ability to detect and
eliminate cancer, and Providence Cancer Institute is a
leader in immunotherapy for patients with cancer.

HOOD TO COAST & PROVIDENCE

The 37th Hood & Portland To Coast Relays
are proud to partner with Providence
Cancer Institute as the official Charity of
Choice. Through the fundraising team
program and general donations, more
than $800,000 will be raised to support

Audio amplification devices worn outside the ear are accepted.
• Headphones/buds or any other music devices in the ear are NOT allowed.
• Participants must still be able to hear instructions and general traffic noises.
• If a Volunteer or Race Official deems the music too loud, the participant
approved audio
must turn down the volume immediately.
See right for example of approved outside the ear headphones.

CONDUCT
ON COURSE CONDUCT 30 min

Any conduct deemed unsafe or unsportsmanlike by Race Officials will not be tolerated. Quiet hours are to be observed from
10:00pm - 6:00am. No loud noise, music, or yelling during quiet hours. No van decorations or team costumes that are overtly
suggestive, sexual, or that contain foul language.

OBEY RACE OFFICIALS 60 min

Course volunteers, O.D.O.T. and traffic safety officials at exchanges are considered Race Officials. They have authority to disqualify
a team (60 min. penalty minimum) for rule violations, abusive behavior, or failure to follow instructions given by volunteers.

NO ALCOHOL, MARIJUANA OR OTHER DRUGS dq

ANY participant or volunteer (seen by race officials or reported by two or more teams) with open alcoholic containers, marijuana
or other drugs on the course will be disqualified. Depending on severity, team members may be banned from subsequent year’s
participation as well. Save the party for the finish!

NO BICYCLES OR DOGS dq
No bicycles or dogs are allowed to accompany participants on the race course.

USE SLEEPING FIELDS dq

Participants may only use designated areas to sleep (roped off with caution tape). Tents are allowed at Exch 18 and Exch 24.

use good judgment and be considerate of property owners along the course. Portable toilets and ample garbage containers are
provided at each exchange point.

vehicle
NO STOPPING TO DROP OFF WALKER 30 min

No stopping, when vehicles are moving, to drop off a walker. This quickly causes congestion. No parking/dropping off teammates
is permitted within 500 ft of an exchange! Vans must obey all exchange signage and issued parking instructions.

NO VEHICLES FOLLOWING PARTICIPANTS 30 min

No vehicles will be allowed to follow behind participants. Keep it moving!

NO PARKING PRIOR TO EXCHANGE 30 min

No parking is allowed along the road within 500 feet prior to an exchange. Parking is allowed in designated areas only after the
exchange point marker. Please park off the road as far as possible, watch for participants, and stay alert to other traffic.

DISPLAY OF TEAM VEHICLE SIGNS 60 min

Teams are provided with two white and two red signs for course vehicles. Teams must display signs in the front and back rear windows
of the van (White-Van 1, Red-Van 2).

VEHICLE REQUIREMENTS dq
Team vehicles must not exceed 80” wide or 23’ 0” long. Vehicles must be equipped with seat belts for all passengers. No motor homes,
buses, or limos allowed. Two (2) team vehicles are permitted on course. On Legs 19-23 and 32-36 only one team vehicle is permitted on
the Relay route; the other vehicle must use the alternate handbook routes shown. Van decorations may not include overly suggestive
or foul language.

RACER
PARTICIPANT ROTATION VIOLATION 60 min

All teams are to rotate their team members in the same sequence throughout the race, not consecutively in a row. Participants
cannot walk back to back legs. See pg. 15 for substitutions and sequence info.

MIXED DIVISION PARTICIPANT SUB VIOLATION 60 min

If a walker on a Mixed Division team becomes injured and drops out during a leg, the injured walker must be replaced with the next
team member in rotation of the same gender. See pg. 15 for substitutions and sequence info.

PARTICIPANT DROP OUT VIOLATION 60 min

If a team member drops out due to injury or illness during a leg, only the next walker in rotation can take the wrist wrap and
continue, (but only to the next exchange point). The next person in rotation can only finish the unfinished portion of the
previous leg and go no further. A handoff must occur at the exchange point to the next participant in rotation. No more than one
substitution in one leg is allowed. See pg. 15 for substitutions and sequence info.

TRAVEL ON THE LEFT 60 min

Participants are to travel along the left shoulder of the roadway at all times, unless officially instructed otherwise (1-7 & 14-16).

GROSSLY INACCURATE RACE PACE SURVEY TIMES 60 min

Teams that start the race early or finish over 2.5 hours faster than their anticipated finish time risk being disqualified and all
teammates may be banned from future participation.

3 VOLUNTEERS PER TEAM dq

Local teams responsible for ensuring all of their volunteers show up at the appointed time, to their assigned job and fulfill the tasks
required. If a volunteer cannot report to duty, it is up to the Team Captain to find an alternate volunteer and make sure they report
to the appointed job site. Failure of a volunteer assignment to be fulfilled will result in team DQ.

START TIME VIOLATION dq

Teams who violate their start time and begin the race at any other start wave will be disqualified.

WALKING TEAMS FOUND RUNNING dq

Teams registered for the walking relay must walk at all points in the relay. Racewalking is considered a fast walk while maintaining
continuous foot contact with the ground and keeping the supporting leg straight.

COURSE GUIDELINES
Exchanges are marked in yellow paint on paved roads, and pink flagging along gravel roads. Portions of this course do feature
gravel stretches, so bring bandannas/painter’s masks.

Waiting Walkers who will walk the next leg MUST line up single file (after warming up) along the exchange zone shoulder of the
road behind the EXCHANGE POINT. Faster team walkers are to be towards the front. Step out of the CHUTE into the EXCHANGE
ZONE as your walker approaches. Walkers finishing must exit the exchange zone promptly and follow volunteer instructions.

All Spectators MUST remain on the RIGHT SIDE of the road. Walkers are to walk along the left side of the road except as indicated
in the Team Handbook (legs #14 through #16).

The race course will officially close Saturday evening at 9:00pm. Any teams still on the course at that time are requested to
either discontinue the race, or finish by walking simultaneous walkers (only if instructed by Race Officials and given a ‘LeapFrog’ to
turn in at the Finish). If your team has been honest in supplying race pace times, everyone should finish no later than 9:00PM. This
means some exchanges (33, 34 and 35) may close before 9:00pm due to scheduling.

safety
Emergency Procedure
In an emergency, call 911 and locate the Exchange Leader or Radio Operator at the nearest Exchange. Medical care and first aid
safety is the responsibility of each team and participant. Each team needs to be prepared to care for the common medical needs of
their walker, and should have a first aid kit prepared. You and your teammates MUST write important emergency contact and
medical info on the back of your race bibs!

Communications
Radio Communication Operators are at all exchange zones along the race course. Ham operators’ primary responsibility is communi-
cation for emergencies, but they also help with logistical issues. If you see anyone hurt, please get their race number, exact location,
and nature of the emergency, if possible. Report this information to radio operators at the next Exchange. They are capable of calling
in full emergency medical, police, and fire response. Radio volunteers register via: https://ham.hoodtocoast.com/

Walking At Night
Maintain contact with your van within reason along the course. DO NOT follow behind runners/walkers! Vans
can pull in a safe area (off of the road)! Don’t obstruct traffic! Participants must wear a reflective vest, front
and back LED flashers, and carry a flashlight or wear a headlamp from 6:00pm through 7:00am (through
9:00am for reflective vest only) while walking. THIS IS STRICTLY ENFORCED. Teammates/support personnel are
highly encouraged to wear a reflective vest and LED flasher when not inside the race vehicle, while on the course or at an exchange.

Acceptable reflectivity must be present on the front and back of the participant during the hours listed above. Reflective striping
on a shirt or vest must be at least 1/3” thick. Reflectivity on shorts, pants, or hat does not count towards meeting the minimum
requirement. A reflective vest or Y reflective harness are acceptable, whereas a reflective belt, reflective cloth, and/or reflective
sleeves will not be accepted. We do not specify what kind of flashing light, as long as it is LED.

Hydration & First Aid

First Aid Stations are not provided (except water stations on Legs over 6 miles - Legs 14, 15, 17, 22, 27, 33, 35). BE PREPARED.
CARRY LARGE WATER CONTAINERS in your vans to refill. The average team is on the course for 29 hours, so continually hydrate and
carry ice/ice packs in your team vehicle!

Walkers must understand there are NOT any police promised to protect them from vehicle traffic along the course. Great care must
be exercised at all times by racers and team vehicles. Racers proceed on the right side of the road for the majority of legs and must
obey all traffic laws. At several exchanges, HTC hires professional traffic flaggers; obey their signals.

Giving On Course Aid/Support

No team members or spectators are allowed to cross busy highways or streets with the purpose of giving aid or support to
participants walking along that side of the road! Team vehicles MUST safely cross over to the other side of the road to the location
of the walker, park, and then commence support.

INCLEMENT WEATHER
With certain severe weather conditions where the welfare of participants is at risk, or where significant damage or alterations to
the race course occur, HTC organizers reserve the right to cancel the event. No refunds will be given if the race is canceled due to
weather. Conditions that may result in the relay being canceled or delayed include but are not limited to the following: severe heat,
electrical storm, snow, earthquakes, hurricanes, flooding, fog, etc. If there is extreme heat during the race we reserve the right to
hold teams until the temperature drops. If there is lightning at the start of the race that organizers deem unsuitable for participating,
HTC reserves the right to delay starts or hold the race until the lightning clears.

driver guide
Driving the course requires just as much planning as walking the race.
Follow the instructions included in the Driver Guide to navigate 130 miles
with 2,000 other vans in a 36-hour time period.

Drive Course Before The Race

Take note of where all turns are located.
Identify exchange zones and other areas prone to traffic congestion.
Identify areas where parking is limited and plan accordingly.
Take note of potential stop areas where the van can provide walker support.
Know the locations of food and rest rooms. Don’t violate the law by going on
private property.
Locate gas stations, last fuel stop before Seaside is in St. Helens (Leg 18).
Establish places, (other than exchanges), where your team vans can meet.
Become aware of areas where vans won’t be in contact with their walker and how
to deal effectively.
Cell phone coverage may not be available in all areas (particularly Legs 18-32).

Areas Restricted To One Van

There are at least two areas on the course that will be restricted to one van per team
due to narrow roads with limited space for high concentrations of vans.

Between Exch 18 (Columbia Co. Fairgrounds) and Exch 23 (Nehalem Hwy N, Vernonia)
Map shown in handbook (pg 41).
Between Exch 31 (Olney Grange) and HWY 101 in Seaside (Leg 36). Map shown in
handbook (pg54).

Free Towing & Lock-Out Assistance

As a service to participants, we’ve contracted with Allbright Towing for roadside &
lock -out services from Portland to Seaside. They can be reached at (503) 410-9169 or
cell: (971) 645-6182. If you are out of cell service, contact your nearest exchange leader
who will radio an Allbright Towing truck.

Rule Reminders
No team members are allowed to cross highways or streets to give aid. Vans must pull over to that side of road and park.
No parking/stopping within 500 feet of an exchange! Don’t drop off teammates near the exchange zone. 30 minute penalty!
Vans must obey all parking signage and parking instructions issued by race officials.
Exchanges are marked with yellow paint on paved roads and pink flagging along gravel roads.

2018 COMMITMENT TO
PORTLAND TO COAST TRAFFIC SAFETY
To keep the roads safe for all 17,400 participants, team vehicles and community residents, we annually part-
ner with law enforcement to create a ‘Safety Agreement’ that all teams must follow. Teams and drivers are
responsible for their own safety, as well as the safety of others traveling along the relay route. Motorists and
relay participants rightfully deserve and appreciate safe roads. Thanks for driving safely!
This agreement must be signed and turned in at the Start Van 1 Check-In Area in order to proceed to
the start line and begin Leg 13.

The Portland To Coast Relay is conducted on open roads and is open to all traffic (unless specifically
stated by Race Organizers). All teams agree to abide by the following regulations:

All state traffic laws shall be obeyed at all times while operating your Team Vehicle.
Violators of any Motor Vehicle laws are subject to ticketing by law enforcement at all times. (PTC is exempt
from any responsibility or liability for illegal acts, and will report illegal acts if witnessed).
Team Vehicles must completely pull off to the side of the road when stopping to assist teammates, and not
block the path of walkers. (Vehicles are required by law to be over the fog line and not in traffic lanes. Walkers
are required to use the shoulders when available; team vans must exit the roadway completely to be clear of
traffic and racers on the shoulder).
Team Vehicles shall not block the roadway or race course at any time.
Team Vehicles shall not block private residential driveways or roadways.
Team Vehicles shall respect neighborhoods and others along highway and roads. The use of a horn (unless
as a reasonable warning) and playing loud music may be unlawful.
Team Vehicles may need to drive slower than the posted speed limit, but shall not impede traffic or follow
on roads behind a walker.
Team vehicles shall obey the speed laws at all times.
Open containers of alcoholic beverages are prohibited in any motor vehicle at all times when on a public
highway.
Team vehicles shall obey drinking and driving laws at all times.
Team vehicles shall obey littering laws at all times.
Teams agree to use approved rest rooms and porta-potties, exclusively at all times.
Except in an emergency, all drivers shall obey Oregon's cell phone law. Avoid distractions -no texting. Use
hands-free devices.
On behalf of my teammates, I have read the above ‘Safety Agreement’ and concur that our team will
abide by all Oregon traffic safety laws and Main Race Rules (page 18-19). Failure to adhere to this
agreement could result in my team's disqualification.
