Goals/Purpose of the Sub-Committee: (Please summarize the charge of the sub-committee)


The Subcommittee was charged with analyzing and subsequently recommending initiatives to
better meet academic and student needs if consolidation were to occur.

Recommendations:

1. All new staff members should participate in training regarding trauma-informed


practices, Compassionate Schools, or responsive classrooms during the first-year
mentoring program.

2. Each school should strive to hire at least one bi-lingual staff member so that someone at
the school can communicate with parents who speak Spanish or Creole because those are
the second and third most frequently spoken languages in Delaware.

3. Adult education programs throughout the state should offer a conversational Spanish
class for educators, civic and/or business leaders, and community members.

4. Schools should consider sharing services for unique language learners.

5. School districts should collaborate with community preschool programs to better co-
ordinate services.

6. The Department of Education should work with DSCYF to advocate for state-funded
family crisis therapists in all elementary schools.

7. The Department of Education should work with DSCYF to advocate for state-funded
behavior health specialists in all middle schools.

8. All students should have access to state-supported mental health services.

9. The state should implement a weighted funding system to better address the needs of
English learners.

10. Because lower-performing students can highly profit from extra learning opportunities,
especially those that prevent learning loss during the summer, the state should provide
funding for extra time programs.

11. The State should expand partnerships with health agencies that can support wellness
centers at the middle school level.
