Selection of Consultant for Architectural and Structural design, Construction supervision


and Project Management Consultancy Services for Construction of a modern Corporate
office of Mumbai Railway Vikas Corporation Limited at Nirmal Park Premises of Central
Railway

Expression of Interest

1. Mumbai Railway Vikas Corporation (MRVC) Ltd. is a PSU of Ministry of Railways


having the equity participation with Govt. of Maharashtra in the ratio of 51:49
respectively. The Mumbai Railway Vikas Corporation is engaged in infrastructure
development works related to rail services in Mumbai area under Mumbai Urban
Transport Project (MUTP). Currently MUTP-I is nearing completion and MUTP-II is
under progress and is planned to be completed by Mar’2014. Future infrastructure
projects under MUTP-III have been identified and are under process of sanction. Works
under MUTP are partly funded by IBRD loan.

2. Presently the corporate office of the Mumbai Railway Vikas Corporation is situated at
2nd floor of Railway station building at Churchgate in an area of about 1600 sqm. The
existing space is inadequate keeping in view staff strength and other logistics required
for planning, execution and monitoring of infrastructure projects under way and those
slated to come. There is an immediate need to construct an office space at alternate
location to take care of expanding activities. It is proposed to utilize space available in
Nirmal Park premises of Central Railway for construction of new corporate office of
MRVC. It is also proposed to construct a state of the art convention centre for about 500
person capacity, merged with the corporate office building for various official
conferences, conventions, seminars and other useful activities of like. The building is
proposed to be G+3 (approx size at each floor will be 1500 sqm) with provision for
additional 2 floors in future. The convention centre may have height of G+1 or more as
per aesthetics or functional requirement. The approximate cost of the project is likely to
be Rs 25 crore.

3. MRVC invites eligible consultants to indicate their interest in providing Architectural


and Structural Design, Construction supervision & Project Management Consultancy
services for above-mentioned work.

4. Scope of Services:

4.1 The scope of the consultancy is divided into two phases viz. Phase-I for Architectural
& Structural design and Phase-II for offering Construction supervision & Project
Management Consultancy services.

4.1.1 The basic objective of the consultancy under Phase-I is to prepare concept plans,
architectural drawings, structural design & drawings, including drawings of
interiors, furniture & furnishings, utilities, circulating area and incorporating all the
facilities and logistics required for convention centre and office. The scope includes,
site survey, collecting site details including geo-technical investigations, preparation
of Environmental Management plan and also obtaining statutory approvals.
Consultant is required to prepare detailed cost estimate, Bill of Quantities,
specifications of materials and workmanship, and bid drawings to enable the client
to process bidding for execution of the work. The good for construction
architectural, structural and utilities drawings are required to be given thereafter to
enable execution of works.

4.1.2 The scope of the consultancy under Phase-II is construction supervision and Project
Management services for above work.

5. Implementation Time: The work of preparation of site survey, geotechnical


investigations, EMP, concept plans, architectural drawings including approvals, detailed
cost estimate, Bill of Quantities, specifications of materials and workmanship, and bid
drawings to enable the client to process bidding for execution of the work are proposed
to be completed in a period of 3 months. Work envisaged in Phase II shall start
immediately after commencement of execution contract. The intervening period
(approximately 4 months) during which the bidding process will be completed, will be
used by the consultant to prepare Good for construction architectural, structural, utilities
and other drawings to be issued to the executing contractor. The stipulated period of
completion of the project after award of execution of work contract is 24 months during
which the project management services will be provided by the Consultant.

6. Interested consultants must provide informations indicating that they are qualified to
perform the services Name, address, telephone, fax, e-mail, Description of major similar
assignments, experience in similar conditions, availability of appropriate skills among
key personnel and their brief CVs etc., Financial statements for last 3 years and
ownership and organizational details. Consultants may associate to enhance their
qualifications. Such an association may take the form of JV or sub consultancy. The
consultants should specifically mention the form of association, if any, in their EOI.

7. A consultant will be selected on “Quality and cost based selection (QCBS)” criteria.

9. Expressions of interest must be delivered to the address below by not later than
29.02.2012.
