restofnsw inc. has the exclusive aim of advocating for policies that bring prosperity to communities
outside of the Sydney Basin.

We advocate for policies that will make regional NSW:
• a great place to live and visit;
• grow healthy food for domestic and international markets;
• develop our resources in harmony with agriculture and communities;
• achieve improved environmental outcomes without sacrificing communities
or productivity; and
• a union of many diverse local economies.


PRINCIPLES FOR REGIONAL GROWTH



• For better or worse private investment is the principal driver of economic
growth. There is no future for restfnsw being dependent welfare and
Government spending.
• Reducing red tape, bureaucracy and political correctness is the best way to
encourage the farms and small businesses of the restofnsw to grow.
• It needs to be acknowledged that the NSW Government policies are the
major barriers to growth in the restofnsw. The focus of policies should be to
change this.
• People will move to locations where they can get a good job, with good
health, transport and education services and a nice lifestyle.
• The NSW Government removes obstacles to growth in Sydney, perhaps with
too much gusto, but places obstacles to growth in the restofnsw.
• The NSW Government can encourage growth in the restofnsw by:
o Making it more competitive to employ people in the restofnsw
o Ensuring infrastructure equity of health, transport and education
services
o Allowing lifestyle choices that are limited in Sydney such as larger
blocks and riverfront living

ENCOURAGE BUSINESS TO MOVE TO RESTOFNSW

The current policy of encouraging citizens to relocate to regional NSW
with regional relocation grants is not effective and does not take into
account a key driver of economic growth i.e. jobs.

The focus should be to encourage businesses to relocate to the
restofnsw through policies including:
- Reduced payroll tax for businesses over 200km from Sydney
- Remove land tax over 200km from Sydney to encourage
investment in restofnsw
- Waive stamp duty for SME businesses that relocate to regional
areas.
- Halve stamp duty on properties over 200km from Sydney
- Encourage campus developments for larger businesses outside
Sydney on greenfields sites not available in Sydney

REMOVE RED TAPE RATHER THAN INCREASE IT

There are a number of areas where the NSW Government has increased
red tape for the restofnsw:
• Rural landowners now required to register for Land Tax and then
seek a Primary Producer Exemption although rural land is exempt
from land tax. There may be an argument for this in the Sydney
basin where a lot of farmland is being converted to housing but in
restofnsw this is red tape.
• Revised Rural Lands SEPP has made it harder to build dwellings in
rural areas
• Revised Rural Lands SEPP has increased feedlot regulation, e.g.
includes sheep in definition intensive livestock agriculture
• Failed amalgamations, Far West Authority and Joint Organisations
have increased rather than reduced bureaucracy

REMOVE NSW PLANNING OBSTACLES TO
ECONOMIC DEVELOPMENT
- Standard LEP instruments were imposed on local Councils by NSW
Planning and have a Sydney emphasis (e.g. Compulsiory brothels)
- High minimum lot sizes, excessive dwelling setbacks and E Zones
all restrict reasonable development
- E Zones were not based upon property specific maps and interact
with other legislation such as LLS Act to restrict reasonable
development
- Department of Planning delays and refuses many regional
Planning Proposals based upon inadequate strategic justification
but won’t adequately fund this strategic work
- Many Regional Growth Plans contain no growth plans and have
planned contraction of the restofnsw population
- It is proposed to increase dwelling setbacks from rivers to an
unreasonable 100m.

RESTOFNSW CITIES CAN ALLEVIATE SYDNEY
CONGESTION
- Encouraging business and housing development in the restofnsw
will help alleviate city centric problems such as transport and
housing issues.
- Cycle of building multi - billion dollar infrastructure projects in
Sydney to solve congestion only to make it worse needs to be
compared with investment in much improved roads to regional
cities such as Bathurst/Orange (Bells Line and Mitchell Hwy),
Wagga (Sturt from Hume), Dubbo (Golden Hwy) and
Wentworth/Gol Gol (Sturt Passing Lanes and Mildura Bridge
duplication)
- Spending on restofnsw infrastructure including major road
projects should take priority over city stadiums.

DUMP POLITICALLY CORRECT AND FAKE
ENVIRONMENTAL POLICES
- Allow sustainable timber industries, in particular the red gum
industry, to operate in the restofnsw
- Allow waterfront development just like Sydney.
- Remove the conservation covenants being created on prime
agricultural land as we say no to mining on prime agricultural land

INFRASTRUCTURE EQUITY
restofnsw has long campaigned for fairer infrastructure spending in the
restofnsw.

It is illogical that the NSW Government prioritises infrastructure
spending to already wealthy parts of the State (Sydney/Newcastle) and
spends close to nothing in Western NSW and most smaller towns.

The quality of some infrastructure spending is very poor with rushed
projects such as the Broken Hill pipeline. That $500million could be
reallocated to multiple infrastructure upgrades around Western NSW of
greater benefit.
