Policy for Random Urine Drug Testing of
Lakewood Local School District Students
OVERVIEW
The Lakewood Local Schools desire to implement a policy which wil attempt to provide this
istrict with a safe and healthful student program. This policy reflects the school's and the
community's song commitment to estabish a truly drug and alcohol free school environment.
This policy applies to all students who are required to have a parking permit and to all students,
who participate in extracurricular activites (collectively hereinafter referred to as "Participants")
‘rom grades 7-12Participants subject to this policy are listed inthe Appendix. This wil be
updated annually and reflected in student and athletic handbooks.
“The program does not affect the curent policies, practices, of rights of the District
regarding student drug and/or alcohol possession or use, where reasonable suspicion is
‘established by means other than drug testing through this policy. Drug, alcohol, or tobacco
Possession and/or use discovered by means other than random drug testing that isn violation
ofthe Student Code of Conduct shall be subject to discipline pursuant to the Student Code of
Conduct.
‘Students need to be exemplary in the eyes of the community and other students. The drug
testing and education policy is designed to create a safe, drug free environment for students
t’and assist them in getting help when needed. No student shal be suspended or expelied from
schoo! 2s a result of any verified "positive" test conducted by his/her school under this program,
No student willbe penalized academicaly for testing positive for banned substances. The
results of drug tests will not be documented in any student's academic record
PURPOSE OF THIS POLICY SHALL BE:

that wil result in their becoming healthful members of team and worthy
representatives ofthe school and community
3. To provide students with the opportunity o become leaders and role mode's in the
student body for a drug free school4, To provide solutions and interventions forthe student who does use drugs and alcohol.
5. To provide the schoo! wit positive guidelines and disciplinary policies for violations of
the drug fee policy
6. To encourage those students who drive to school and students who participate in
cextracurticular programs to remain drug free and alcohol free.
AAdcitonally, all students and parents/guardians/custodians (for students under the age of 18)
‘must sign an Informed Consent Agreement" for drug testing in order fr the student o be

‘a. Random urine drug testing of a public school student is tegaly
permissible as determined by the United States Supreme Court inthe case of Vernonia School
District 474 (Oregon) v. Wayne and Judy Acton and Pottawatomie v. Earls.
3. DEFINITIONS
‘AdulterantiAdulteration - Any attempt to alter the outcome of a urine drug test by adding @
substance to the sample, attempting to switch the sample, or otherwise interfere withthe
