1.0 SCOPE OF WORK

1.1 General:
The scope of work includes “Supply, packing, forwarding, transit Insurance,
Transportation, and Delivery on F.O.R destination (s) basis & Performance
demonstration at site of 10 nos Mobile Offline Oil filtration plants for NERTS” to be
supplied as per locations mentioned in consignee list as per the BOQ and Detailed
Technical Specification & fulfilment of clauses mentioned hereunder.

The material / equipment covered under this package shall be supplied complete in all
respects, including all components fitting and accessories that are necessary or are usual
for their efficient performance and satisfactory maintenance under the various operating
and atmospheric conditions. Detailed commissioning manual (with recommended tests)
will be provided during supply and during charging (after supply) necessary clearance will
be provided by supplier (of manufacturer) even after completion of scope as applicable.

1.2 Accessories:
Integral Accessories as required in/for compliance of TS- will be supplied) required for
completion and satisfactory operation of the system as per the Technical specification
(along with the details of components required otherwise but not mentioned/shown shall
be provided/supplied.

Such parts shall be deemed to be within the scope of the Contract, whether specifically
included or not in the specification or in the contract schedules. The contractor shall not
be eligible for any extra charges for such fittings etc.

1.3 Operation and Maintenance & Erection Manuals:

Two copies of operation and maintenance manuals and other related technical literature
shall be supplied by the seller along with consignment..

Documents / booklets / technical data and any other relevant information pertaining to the
equipment / materials and under the scope of supply shall be verified during technical
evaluation and will submitted by the supplier at the time of delivery at the relevant
POWERGRID’s Substation in both hard and soft copy with each consignment.

2.0 MODE OF TENDERING:

2.1 Mode of Tendering shall be Open Tender basis with Singe Stage Two
Envelope with Demonstration. The methodology of tendering is as
explained below:
The 1st envelope (Techno-commercial) containing Bid Guarantee and
Technical Bid & QR shall be opened initially and based on suitability of
the offered equipment as per the Specifications.
 The technical bid submitted by the bidder should contain the
product brochures of the instrument.
 The bidder should enclose point by point compliance to the
Technical specification in a separate sheet.
 The bidder shall submit all the relevant documents for
qualification of QR.

The 2nd envelope containing Price Bid of only those bidders who will
successfully qualify TS, QR requirements and Field

 demonstration of the Mobile Offline Filtration Plant & shall be
opened for further evaluation and award.

3.0 DETAILED TECHNICAL SPECIFICATION:

The detailed technical specifications of Mobile Offline Filtration Plant enclosed herewith
as TS. Type Test reports to be submitted during technical evaluation.

4.0 INSPECTION:
Inspection will be carried out at Factory as per relevant POWERGRID norms.—As per
TS

5.0 QUANTITY VARIATION / CHANGE OF QUANTITY

During the execution of the contract, POWERGRID reserves the right to increase or
decrease the quantities of the items under the contract but without any change in the base
unit price identified in the contract, and other terms & conditions. However, the total
variation shall be limited to ± 30% of the contract price.

6.0 SPARES
The contractor shall supply 03 nos. of filters along with each set of Mobile Offline
Filtration Plant.

7.0 WORK / DELIVERY SCHEDULE

The contract shall be considered as having come in to force from the date of the
notification of award unless otherwise provided in the notification of award. The entire
scope of supply, delivery, testing and joint inspection at site (for acceptance) shall be
completed within months (4) months from the date of confirmation of placement of
award.

8.0 Packing and marking

The following instructions are to be observed:
The seller after proper painting shall pack and crates all the equipments, accessories and
spares in accordance with relevant clause herein for shipment in a manner suitable for
export to a tropical and humid climatic region in accordance with internationally accepted
exports practices and in a manner suitable for protection from damage and deterioration
in transit by air, sea, rail, road and during storage at site. The seller shall be held
responsible for all damages due to improper packing.

proper paint or indelible water proof ink.

9.0 Acceptance Criteria & Taking Over Certificate against after
Supply:

9.1 Acceptance Criteria: The supplied equipment will be accepted only after successful
demonstration (by bidder) of satisfactory performance of the Offline Filtration Plant as
per TS parameters in switchyard environment to the satisfaction of POWERGRID.

9.2 TOC: Upon successful Performance demonstration / Commissioning of the equipment

after supply as per POWERGRID norms and necessary clearance from manufacturer for
readiness for use, on joint verification the Officer-In-Charge shall issue to the Contractor
a Taking Over Certificate as a proof of the final acceptance of the equipment.
Such certificate shall not relieve the Contractor of any of his obligations which
otherwise survive, by the terms and conditions of the Contract after issue of such
certificate.

10.0 Guarantee/Warranty:
The Contractor shall warrant the equipment supplied, along with its accessories will be
new, unused and in accordance with the Contract documents and free from defects in
material and workmanship and for satisfactory performance for min 3 years from the date
of commissioning or from the date of dispatch, whichever is earlier. The defect or non-
working of instrument during the guarantee/warrantee period will have to be rectified
/repaired by the contractor free of cost. To& Fro Transportation of defective Plant during
warranty period will be in scope of bidder.

For any defect during warranty period, the supplier would replace/repair the Offline
Filtration Plant (or part thereof) free of cost (including transportation/spare/consumables)
and as applicable would issue extended warranty

12.0 ENGINEER-IN-CHARGE
However, DGM (AM), RHQ, Shillong shall be the Engineer-in-charge for the Subject
procurement package. However the TOC shall be issued by respective Site-in-charges.
