Maritime Preparedness and International
Partnership in the High North (MARPART)
The main purpose of this project is to assess the risk of the
increased maritime activity in the High North and the
challenges this increase may represent for the preparedness
institutions in this region. MARPART focuses on cross-
institutional and cross-country partnerships between
preparedness institutions. The project elaborates on the
preparedness capacities, operational structures and action
patterns of the main actors with responsibility within search
and rescue, oil spill response, firefighting and response to
violent actions (www.marpart.no).

Preparedness Network (ARCSAR)
The overall aim of this project is to fast-track uptake of
existing innovations and knowledge by practitioners, predict
future needs for innovation and knowledge, and look into
the need for enhanced measures to respond to composite
challenges in the Arctic-North Atlantic region.

Joint-Task Force Management in High North
Emergency Response: cross-border knowledge

The purpose of this project is to increase understanding of
the management capabilities needed at operational and
tactical command levels in large-scale emergency response
operations, and to contribute to cross-border knowledge
transfer between institutions responsible for education,
training and exercise programs within preparedness

The Arctic Operational Emergency Agency
innovation Platform (ACOPE)
The ACOPE project will create an emergency response
innovation consortium and design an Arctic Emergency
Agency Innovation Platform. The project will link the
innovation consortium to the UArctic academic thematic
network on Arctic Safety and Security, the Arctic Council
EPPR working group and the Arctic Coast Guard Forum
(ACGF).

The SARiNOR project
Leadership and coordination of the work package 7
“Training, Studies & Competence Development for SAR-
Operations in the High North”.
The purpose of this project is to contribute to an increased
understanding of the capabilities and competences needed
in different phases of a SAR operation, and to contribute to
innovations in the education, training and exercise of key
personnel within companies and institutions.

University of the Arctic Thematic Network on Arctic
Safety and Security
The UArctic Thematic Network on Arctic Safety and Security
addresses education and research with focus on the risks of
operating in the Arctic and ways to prevent incidents that may
represent a threat to human life and health, the environment,
values and welfare of the social communities in the Arctic.
Cross-border cooperation and optimal use of the
preparedness resources within the Arctic countries are
highlighted. The Thematic Network includes two sub-groups,
one on Tourism Safety and the other on Emergency
Preparedness

Arctic Security Management Lab Consortium
(ARCSEC-LAB)
ARCSEC-LAB will provide a tailor-made competence
exchange platform for students, researchers, Arctic
emergency preparedness agencies, government bodies and
companies. ARCSEC-LAB will integrate emergency response
simulators, test labs and preparedness task force training
centers in the Arctic countries, including Alaska, Canada and
Northern Russia. ARCSEC-LAB will function as unique
competence provider, an experience hub, and a virtual
campus for joint educational programs and training
schemes, as well as a test facility for suppliers of emergency
preparedness system tools.
