Objective of THIS Package

The main objective of this package is to piece together from the myriad of
documentations and PlanEditor user manuals, the inter-workings between the OSS
Online Tools CM Application and Offline Tool PlanEditor pertaining to the
Operations of Managing Adjacencies (ADJx) and Mass Parameter Modifications
etc. Network Planning related operations.
This is a ‘live’ document. I.e. it should be constantly updated with procedural
changes as the OSS version changes.
Note: things might be a bit different when there is an OSS upgrade. So it is highly
recommended for Radio Network Planners to understand the new OSS
architecture pertaining to the area of the CM Applications relating to the Operations
of Managing Adjacencies (ADJx) and Mass Parameter Modifications etc. Network
Planning related operations.
The plan prepare operation should be performed just before the activation in order
to ensure that the related parameters are synchronized.

• Important NOTE: Ensure that the RNC SW level is synchronized
with the OSS SW level. Else problems might arise when you have

Radio Access Configurator Principles:
Network architecture and managed objects:
Managed object hierarchy for External Cells (EGCE / EWCE)
Foreign BTSs (External GSM Cells (EGCE)) and External
WCDMA Cells (EWCE) are used for managing adjacencies
between regions. Foreign BTS object represents a BTS
managed by another network management system. In the
managed object hierarchy, foreign BTS is not an object class
of its own. Foreign BTS EGCE Distinguish Name (DN) is
PLMN-PLMN/BSC-0/BCF-0/BTS-<id> where id is LAC CI
(the first 5 digits are reserved for LAC).
EWCE represents WCEL managed by another network
management system. E.g. Inter-Regional OSS clusters. In
the managed object hierarchy, EWCE is an object class of
its own. EWCE Distinguish Name (DN) is EXCC-1/EWCE-
<id> where id is a string with maximum length of 10
characters.

Implementing Plans to Network

Plans are used to create and delete objects in the managed network,
and to change the administrative state and parameter values.
In a nutshell, the following figure illustrates the dataflow for
implementing plans to network:

What is PlanEditor ? In a Nutshell …

• Plan Editor is an independent product that is part of the Radio


Access Configurator (RAC).
• Plan Editor is a Windows-based graphical tool that facilitates
offline:
– editing of radio network parameters and
– editing (creating, deleting & modifying) of RAN Network Elements.
– quick view of RAN related parameters, ADJxs during network, field
troubleshooting.
• Plan Editor supports objects in both GSM and 3G networks.
• Mass parameter modifications
• Easy to install on PC
• Different versions for 2G and 3G. Our focus is on 3G, thus, 2G
part of PlanEditor will be omitted

Managing Adjacencies & Mass Parameter
Modifications etc. Operations using NetAct PlanEditor
Excelsheet Master List to be maintained / planned by Radio NWP (based on the excelsheet
templates provided) :
– ADJS
– ADJG
– EGCE etc.
• Note : the ADJS & ADJG formats are based on the Actual A_ADJS & A_ADJG formats
from the RNC database (PlanEditor Access MDB).
ADJS & ADJG Modifications / Additions / Deletions : In PlanEditor, these master lists will
be used to synchronize with the Actual data implemented in RNC database. A list of ADJS /
ADJG queries are to be run for various checks to ensure data integrity before final exporting
to XML file.
The outcome of the Synchronization Process would be the CHANGES ONLY (Create /
Modify / Delete) that are required, and that would be the Output to be exported as an XML
(RAML/CM 2.0) file.
The output from PlanEditor would be an XML (Radio Access Markup Language for
Configuration Management, RAML/CM 2.0) file, to be sent to RNC Engineer or the PIC at
the NMC (Network Monitoring Center) for importing and activating the planned changes
back into the RNC via <CM Plan Manager & CM Provisioner>.
Advantage :No more ADJS / ADJG Addition / Deletion Change Notes or Requests to RNC
Engineers. Avoid introducing additional possibility of 3rd party human errors due to massive
ADJS / ADJG additions and/or deletions.

Standard Operating Instructions for EGCE Excel Macro:


• Step 1: Run Macro -> Alt+F8 -> Run
• Step 2: Enter 2G Site Data File => Open latest CellInfo_All
excelsheet provided by CHT Weekly (Format to be followed. Else
customizing the macro is required)
• Step 3: Macro will automatically separate CHT 2G CellInfo_All into
3 regions. After which the 3 Regions' EGCE excelsheet would be
created.
• Step 4: Copy each region's EGCE worksheet
<A_EGCE_CellInfo_all_xxxxx> and save as CSV Format.
• Important Note: Must save as CSV Format. Else would not work in
PlanEditor
