STATEMENT OF PROBABLE CAUSE 4/2/2018 10:37:11 AM

On or about March 30, 2018, Winona Police took a report of a stolen semi-tractor. The tractor was
identified as a 1995 Freightliner, white in color with certain writing on the sides. On March 31, 2017, at
approximately 12:26 a.m., a Winona Police Officer was on routine patrol near the intersection of 5th Street
and Orrin Street, in the City of Winona, Winona County, Minnesota, when he observed a semi-tractor
matching the description of the one reported stolen the day before. The officer noticed the semi-tractor did
not have a rear plate displayed. The officer then attempted a traffic stop on the vehicle by activating the
squad lights and siren.

The semi-tractor did not pull over when the officer attempted to make the traffic stop and subsequently
increased speed and then turned westbound onto 6th Street heading toward Goodview. It was clear to
officers that they were now in pursuit of the semi-tractor. As the semi-tractor traveled through Goodview,
Winona County Sheriff’s deputies attempted to stop the pursuit by laying stop sticks. Many squad cars with
lights and sirens activated continued to pursue the semi-tractor though Minnesota City, Rollingstone, Elba,
St. Charles and Lewiston. Once outside of Lewiston, the semi-tractor traveled Eastbound on Dutchman
Crossing and then southbound onto Rolling Hills Road. The semi-tractor then went over a set of railroad
tracks and stalled out on an incline. During the pursuit, the tractor disobeyed many rules of the road,
including driving over the centerline, running stop signs, speeding, throwing items like clothing out the
windows, etc. During the pursuit, officers deployed stop sticks approximately six times in many different
locations along the route. The semi-tractor trailer drove at speeds varying from 0 to approximately 68 mph
throughout the pursuit.

While the semi-tractor was being pursued on Highway 61 near Minnesota City, a Winona PD squad
traveled alongside the semi-tractor in an effort to see who was driving. The officer radioed that the driver
was wearing a blue face mask/hat. While the officer was traveling alongside, the driver of the semi-tractor
suddenly swerved to the left in what appeared to be an effort to ram the squad car off the road. It was clear
to the officer in the squad that this was a deliberate attempt to hit his squad and run him off the road. On
Highway 248, the semi-tractor at one point appeared as though it was going to stop. Once it did stop, it
suddenly reversed and backed up rapidly into the front end of a Winona PD squad car stopped several car
lengths behind it. Once the tractor rammed the front end of the squad, it continued to spin the tires in
reverse as though it was going to travel up and over the squad. The officer in that squad feared for his
safety when the semi-tractor was ramming his squad.

At the end of the pursuit, the semi-tractor again rammed into the front of a squad car. The actual pursuit
went on for nearly 50 miles and lasted over an hour. At approximately 1:26 a.m., officers converged on the
front of the semi and ended up breaking the driver's side window out. The driver, later identified as Michael
David Kronebusch, date of birth 01/13/1976 (hereinafter “Defendant”) was still wearing the blue face mask.
Defendant resisted attempts to come out on his own and ultimately had to be tased and pulled out of the
semi-tractor. As he was thrown out of the semi-tractor, he continued to resist and officers.

court appearances may result in additional criminal charges, and in addition to any arrest warrant that may
otherwise be issued by the Court.
