Pay scale slabs likely to be merged, reduced

* Pay and Pension Commission likely to ask government to bring down number of slabs from 22
to 14

ISLAMABAD: The Pay and Pension Commission (PPC) is likely to recommend that the federal
government reduce the number of pay-scale slabs from 22 to 14 from the next fiscal year, official
sources told Daily Times on Tuesday.

The commission – headed by former State Bank governor Dr Ishrat Hussain – is likely to hand
over its report on pay and pension reforms to the government today (Wednesday).

According to the official sources, the PPC proposal seeks to merge current slabs to reduce the
total number.

Scale 1 and Scale 2 have been merged to make a new Scale 1 with a minimum basic pay of Rs
4,820 and maximum of Rs 10,220 and an annual increment of Rs 360. Scales 3 and 4 have been
merged to make Scale 2 with a minimum basic pay of Rs 5080 and a maximum of Rs 12,280 with
and annual increment of Rs 480. Scales 5 and 6 have been merged to make Scale 3 with a
minimum basic pay of Rs 5,400 and a maximum of Rs 14,400 and annual increment of Rs 600.
Scales 7 and 8 are to be merged to make Scale 4 with a minimum basic pay of Rs 5,720 and a
maximum of Rs 16,520 and an annual increment of Rs 720. Scales 9 and 10 would be merged to
make Scale 5 with a minimum basic pay of Rs 6,180 and a maximum basic pay of Rs 19,380 and
an annual increment of Rs 800. Scales 11 and 12 would be merged to make Scale 6 with a
minimum basic pay of Rs 6,650 and a maximum of Rs 23,150 and an annual increment of Rs
1,100. Scales 13 and 14 would be merged to make Scale 7 with a minimum basic pay of Rs
7,620 and a maximum of Rs 27,020 and an annual increment of Rs 1,300. Scale 15 would
automatically become Scale 8 with a minimum basic pay of Rs 8,440 and a maximum of 28,840
and an annual increment of Rs 1,360, while Scale 16 would be converted into Scale 9 with a
minimum basic pay of Rs 8,800 and a maximum of Rs 32,800 and an annual increment of Rs
1,600. Scale 17 would become Scale 10 with a minimum basic pay of Rs 15,180 and a maximum
of Rs 40,180 and an annual increment of Rs 2,500. Scales 18 and 19 would be merged to make
Scale 11 with a minimum basic pay of Rs 19,900 and a maximum basic pay of Rs 62,400 and an
annual increment of Rs 4,250.

Scale 20 would be converted into a Sale 12 with a minimum basic pay of Rs 35,980 and a
maximum of Rs 70,980 and an annual increment of Rs 5,000. Scale 21 would become Scale 13
with a minimum basic pay of Rs 39,880 and a maximum of Rs 79,360 and an annual increment of
Rs 5,540, while Scale 22 would be converted into Scale 14 with a minimum pay of Rs 42,660 and
a maximum of Rs 88,580 and annual increment of Rs 6,560.

According to the revised pay-scale slabs, the medical allowance would be increased to Rs 1,000
a month for employees from Scale 1 to Scale 7 and up to 15 percent of the revised pay scales for
employees from Scales 8 to Scale 14.

The conveyance allowance has been set at Rs 1,300 for employees in Scale 1 and Scale 2, Rs
1,800 for employees from Scale 3 to Scale 5, Rs 2,720 for employees from Scale 6 to Scale 8, Rs
4,980for for employees in Scale 9, Rs 10,000 for employees in Scale 10 and Scale 11, Rs 24,000
for in Scale 12, Rs 36,000 for employees in Scale 13 and Rs 40,000 for employees in Scale 14.

The house rent allowance has been set at Rs 1,925 for Scale 1, Rs 3,010 for Scale 2 and Scale
3, Rs 4,500 for pay Scale 4 and Scale 5, Rs 8,525 from Scale 7 to Scale 9, Rs 11,265 for Scale
10, Rs 15,005 for Scale 11, Rs 22,585 for Scale 13 and Rs 27,005 for Scale 14.
