Named after Pierre Juneau, the first chaifperson of the Canadian Radio-television and ‘Telecommunications Commission (CRTC), the first Juno Awards took place in 197% to raise the public profile and recognition of ‘musical ariists in Canada. Individuals inspired by various radical ideologies typically act alone or in relatively ‘small groups, and attack planning can progress rapidly with litle to no warning. + Examples of attacks and attack plotting in Canada include: + On 2017 01 29, Alexandre Bissonnette, a Quebec resident and University of Laval student, was responsible for carrying out a small-arms attack at the Grande mosque de Québec in Quebec City. ‘According to media reporting on 2017 02 06, the RCMP described Bissonnette as a ‘criminal extremist”. Bissonnette was charged with six counts of first-degree murder and five counts of altempted murder using a restricted firearm, Bissonnette had been inspired by extreme nght-wing ideology, which opposed immigration to Quebec + On 2016 08 10, Aaron Driver, Canadian-based DAESH supporter located in Strathroy, Ontario, intended to conduct a jone-actor attack against a large urban centre during rush hour. He was shot and killed after detonating an improvised explosive device (IED) when confronted by police outside his home + On 2016 03 14, a Montreal-bomn, 27-year-okd male, Ayanle Hassan Ali, was arrested after he carried out a knife attack in a Canadian Forces recruitment centre in Toronto. According to open sources, during the incident the attacker said, “Allah told me to come here and kill people.” + On 2014 10 22, Michael Joseph Paul Zehat-Bibeau conducted an ideologically inspired attack at the Canadian National War Memorial and Pariament Hil, kiling a uniformed CAF soldier standing ‘quard al the Canadian National War Memorial. Zehaf-Bibeau was later shot and killed inside the Centre Block of Parliament Hill; + Two days earlier on 2014 10 20, an ideologically inspired vehicular attack by Martin Couture- Rouleau on uniformed personnel in Saint-Jear-sur-Richelieu, Quebec, resulted in the death of one CAF member. : DAESH elements are continuing attempts to inspire tone-actors to conduct attacks against Canada through targeted messaging and online propaganda, On 2016 08 16, the pro-DAESH alWad Foundation Telegram channel posted two online propaganda posters threatening future lone-actor attacks in Canada. The first poster depicted the CN Tower in flames and the second depicted a fighter standing on a street in a destroyed city. The posters included messages warning of fulure lone-actor attacks, “O worshippers of the cross in Canada, now now (ITAC COMMENT: [SIC) fighting came, our wolves will come to you trom ‘where you will not know so you wont enjoy life." Various pro-DAESH media outlets have since reposted these threals across several social media sites. + On 2016 06 28, the pro-DAESH hacking group the United Cyber Caliphate (UCC) released @ new “kill list™ online containing 12,677 exclusively Canadian entries, according to open sources. The list was accompanied by a message inciting “individual wolves’ to immediately kill “12,000 crusaders” in Canada, This occurred weeks afler pro-DAESH hacking groups Telegram Caliphate Cyber Amy, Ghosts Caliphate, and the UCC posted another “kil ist" ontine on 2016 06 07, which included the names and addresses of 152 Canadians with accompanying death threats. Later thal same day, Rahami set off another explosive device in the Chelsea neighbourhood of New York City, injuring thirty-one persons + On 2016 07 14, Mohamed Lahouaie)-Bouhlel, drove a truck info crowds celebrating Bastille Day in Nice, France, kiling 84 persons and injuring hundreds of others + On 2016 11 13, threo individuals detonated suicide bombs in the vicinity of the Stade de France in Paris during a soccer match between the French and German national men's teams. + On 2013 04 18, two individuals detonated an IED at the finish line of the 117th Boston Marathon, kiling three persons and wounding hundreds of others, The Broader Threat Environment DAESH will often use propaganda to offer instruction in an attempt to inspire individuals to conduct an attack These individuals are often previously unknown to authorities for terrorism offences and can mount an attack with fitle or no warning, + On 2018 11 26, DAESH's Wilayah Ar Raqgah media office released a video entitled “You must fight them | Muwahhid’, which details "how to make simple explosive substances with common ingredients", and appropriate knife selection and usage for an attack, (On 2016 10 31, a pro-DAESH Telegram channel, “Dabiq’, urged DAESH supporters and soldiers everywhere to emulate terrorist attacks that have taken place in different paris of the world including the US and Westen Europe, and to use “cars, knives, and rocks to kill infidels” : trend in using vehicular attacks. Vehicles are easy to obtain, the intentions to conduct an attack are difficult to detect, and they can amass casuakies in a short period. Examples ofthis include the July 2016 Nice, France attack, and on 2017 03 22. a vehicle driven by Khalid Masood, rammed into pedestrians along Westminster Bridge before stopping on the perimeter of the Palace of Westminster in London, UK. He exiled the vehicle and fatally stabbed a police officer before being shot and kiled by authorities, leaving five dead and ‘an estimated 50 people injured + On 2016 11 11, DAESH released the third issue of the Rumiyah magazine, this issue provided guidance on vehicular-based attacks.
