11 TO MEMORIALIZE THE UNITED STATES CONGRESS TO
12 PROVIDE FUNDING TO THE UNITED STATES
13 DEPARTMENT OF HOMELAND SECURITY FOR THE
14 PURPOSE OF COMBATTING THE TERRORIST ACTS OF
15 SCHOOL SHOOTINGS BY EQUIPPING ALL PUBLIC
!6 SCHOOLS WITH WALK-THROUGH METAL DETECTORS
17 BEFORE THE BEGINNING OF THE 2019-2020 SCHOOL
18 YEAR.

20 Whereas, the United States Department of Homeland Security was
21 established in response to the September 11, 2001 terrorist attacks
22 with the mission to develop and coordinate the implementation of a
23 comprehensive national strategy to secure the United States from
24 terrorist threats or attacks; and
25
26 Whereas, in furtherance of this mission, the Department has defined
27 terrorist as being any activity that involves an act that is dangerous
28 to human life or potentially destructive of critical infrastructure or
29 key resources, and is a violation of the criminal laws of the United
30 States or of any state or other subdivision of the United States, and
31 appears to be intended to intimidate or coerce a civilian population,
32 to influence the policy of a government by intimidation or coercion,
33 or to affect the conduct of a government by mass destruction,
34 assassination, or kidnapping; and

36 Whereas, school shootings, which are an escalating crisis which
37 plagues the United States, clearly and undisputedly constitute
38 terrorist acts under the federal definition and any common sense
39 understanding of the term; and

41 Whereas, to fulfill its mission of fighting terrorism, it is incumbent
42 that the United States Department of Homeland Security curtail the

1 rash of school shootings that has Americans concerned for the safety
2 of their children in places that are intended to provide nurturing and
3 intellectual development rather than fear; and

5 Whereas, one simple but highly impactful response the United
6 States Department of Homeland Security can take is to equip each
7 public school with metal detectors at their main point of public
8 entry, providing a means of deterring and identifying gun-wielding
9 terrorists who target schools; and
10
11 Whereas, the United States Congress should take immediate steps
12 to direct the United States Department of Homeland Security to
13 combat the threat of school shootings in the United States, and
14 provide abundant funding to enable the department to vigorously
15 pursue this fundamentally American endeavor. Now, therefore,
16
17 Be it resolved by the South Carolina House of Representatives, the
I8 Senate concurring:

20 That the members of the General Assembly of the State of South
21 Carolina, by this resolution, memorialize the United States Congress
22 to enact legislation and provide funding through which the United
23 States Department of Homeland Security shall equip every public
24 school in the United States with at least one walk-through metal
25 detector as a means to combat terrorists who target public school
26 children and employees before the beginning of the 2019-2020
27 School Year.

29 Be it further resolved that a copy of this resolution be presented to
30 each member of the United States congressional delegation from
3I South Carolina.
