country has the same life line. Just imagine what we expect now a day from our government apart any
political view? We definitely want a peaceful, safe & work friendly environment. What that includes?
That includes

Broadly:

i. Social security elements- even if we stay at a very remote village


ii. Governments support for international trade
iii. A good reputation of the government in the international arena for its citizens proper
respect

Inside the country:

i. Basic needs
ii. Security, Law & Justice
iii. Utilities availability
iv. Corruption less environment etc.

Just if we look back in 1973 no one ever expected that one day we will be the prominent & successful
country in any arena of the world economy. Today we are known as worlds 2 nd top garment exporter &
economically important in this total south Asian region. Any country of this South Asia will definitely
agree our importance in the world society. Now coming into the point how it all dramatically changed.
Yes from 1971 where the country had a millions of starving face & idle desert like abundant lands the
country fought back strongly with its core competency. The core competency of Bangladesh is I think its
massive population. We had successfully placed & utilized our people asset & our god gifted water
access into the Bay of Bangal.

A country’s grow up story is just like a human body. At the tender age we learn & day by day we start to
earn. Today Bangladesh holds a respected position in the world society with both economic & leadership
indicator. But this country’s beginning was not that smooth. After a war our first government’s challenge
was to utilize its people asset & start the wheel of journey toward success. Government has a low
income to spend but enormous investments were required. Specially people investment is the key of a
country’s economy. Because each & every economy runs with its peoples requirement, its peoples day to
day need addressing. When countries citizens gets proper remuneration or return, the national growth
also comes into see.

Back in 1973 our first pay scale started with a highest pay amount of BDT 475 & lowest BDT 240. After
that a dramatic change occurs due to our after war constructive works. We were able to restructure our
may module in more acceptable way. In 1985 in the 2 nd pay scale the pay model was redesigned with
highest pay taka 6000 & lowest taka 860. Its most obvious that if government earns more it can spend
more which happened here. Actually we all know that a masters ability to spend on its servants depends
on the earning of a master. So as Bangladesh. When government earned more & inflation, GDP, GNP &
other growth indicator complimented the governments success. In 2005 there was another high pay
increase took place which was eye catching as well. The highest pay was offered as BDT 23000 which was
BDT 15000 earlier. and the lowest pay was BDT 4310 which earlier was BDT 2400. So if we plot these
data we can see something like this chart below.

For this continuous pay scale corrections today including public sector below picture is real & it’s a
positive sign for becoming a developing country

But here one thing is to be noticed that lower earning peoples growth was low which was obvious as
well because a larger portion of people asset lies there so increasing there will largely impact the
cumulative amount of total salary expenditure. But its also important for influencing the economy.
Whenever government wants to shift the economy upward government influences its pay structure
which pressurizes other sectors to pay at a higher rate. Basically there are some aims for which a
government goes for pay structure revise. Some are as follows

1. Compliment economic development & meet future economic need


2. Political motivation
3. Establish control over money flow at the grass root level
4. To compliment government strategy

GDP & Socio economic development aspect:

Bangladesh from its independence has achieved a remarkable milestone. Bangladesh had in essence two
endowments- land and labor. Capitalizing these two endowments Bangladesh has come a long way since
its birth when U.S.Secretary of State, Henry Kissinger had disparagingly called it a “bottomless basket”.
Bangladesh is now an emerging economy in South Asia, with her annual exports of some $25 billion
mainly from Knitwear and garment products & ICT wing. As day by day the capacity of our economy is
increasing, we are focusing on increasing our citizens better life. For a better financial inclusion
government always tries to ensure a proper & justified remuneration package for its employees &
broadly for its economy. See below two graph where the transformation of paying capacity of
Bangladesh is reflected.
Conclusion:

As an emerging economy Bangladesh is known in the world. The International Monetary Fund (IMF) has
ranked Bangladesh as the 43rd largest economy in the world in PPP terms. Goldman Sachs has included
Bangladesh among the next eleven (N-11) emerging economies of the 21 st century after Brazil, Russia,
India and China.3 Thus, the country has made a commendable progress since independence. The
success story of poverty reduction in Bangladesh has also been reflected in the significant progress in
different social indicators. Bangladesh had in essence three types of endowment since independence –
these are land, labor and capital. Due to population pressure land were becoming scarcer every year and
the lack of adequate capital was always a chronic case. Thus, the growth must have been facilitated by
growth in labor and land productivity. The growth in labor productivity has been made possible by
increased human capital resulting from progress in different social development indicators. This section
gives an overview of the progress made in different social development indicators since independence.
Our governments todays pay scale ambition is the reflection of its economic development. Better pay
can bring better employees, serve better service & ensure better macro-economic scenario for sure.

Finally, apart all these we want to conclude with a news that is in coming May conference Bangladesh
will be declared as a Developing country instead an under-developed country. Soon we will become a
nation of middle income country as well which is trusted by experts. A pay scale is not just a
remuneration package, it’s a way of economic communication toward a goal which is important for a
country for its greater success.
