Take the three span continuous beam shown below

now we have two reinforcement placement locations in beam, at the top and at the bottom.
now the top bars , which are shown on the beam section, could be lapped at the mid span location
like E,F,G. and the bottom bars could be lapped at the support locations like B and C.

this locations aren't proposed merely, they are proposed based on the location of compression and
tensile stress. since the nature of moment varies in beam sections from location to location the
stress distribution also changes. so we follow this stress distribution to come up with the lap
location as shown above.

It depends on the Bending Moment diagram and whether the beam is simply supported or
connected to the columns at the ends with a moment resistant connection or is continuous over the
support. 1

Generally the areas of high moments are at or near the mid span and at the supports if the beam is
not simply supported.

Normally sections at a distance of 1/3 to 1/4 of the span will have lower moments.
If practical this would be a suitable place for lapping of reinforcement in most cases.

But if there is another cross beam supported on the main beam at or near the location, it may be
preferable to avoid lapping here.

But if the designer is confident, and is satisfied, that the lap length is okay, and that the bar bender
will do a good job, there is no reason for avoiding any location. Lapping is done because you can’t
always have reinforcement bars of the correct length required for all beams. You also need to
reduce wastage of steel, which is very expensive. The bar bender needs to make do with the lengths
of the bars available to him. So I have known some designers to be not too particular about the lap
location and instead ensure that lapping is properly designed to be adequate and develop the full
strength and supervisor at site checks the lapping before giving clearance for concreting.

Please get this confirmed by persons experienced in RCC design and construction. My experience in
RCC works is limited.

As per my knowledge, At a column junction where both the laps fall over the column.
