INTRODUCTION
I deem it an honour to welcome you all to the sixty-third convocation of the Tata
Institute of Social Sciences and present the Annual Report of 2002–2003.
This convocation marks another year of continuing growth of the Institute, which was
born in an environment of social experimentation. A decade of field work had
preceded its birth which was indeed a trail-blazer in urban community work then. This
glorious tradition of pioneering on social frontiers in India has continued till date. New
field action projects in response to emerging needs and social priorities are adding to
the diversity of such social interventions. The participatory approach and flexibility,
which are characteristic of the academic programme and work culture of the Institute,
have earned wide recognition at the national and international levels, including the
National Assessment and Accreditation Council (NAAC).
Today, the Institute is presenting to the outside world a group of professionals who
have pursued their studies successfully and the awarding of degrees to them is but a
formal recognition of their professional preparation and competence.
Highlights
· The Tata Education Trust has sanctioned a very generous grant of Rs. 5 crores
(spread over a 3 year period) towards development of Phase 2 of the Malti and Jal
A.D. Naoroji Campus Annexe. Of this, Rs. 3 crores has been received.
· The Tata Education Trust has once again been very generous in their aid to the
Institute by sanctioning Rs. 1 crore for setting up a Digital Library at TISS.
· The Institute's Sir Dorabji Tata Memorial Library has been identified by the
University Grants Commission (UGC) as one of its nodal centres for INFONET.
This will enable the Library to have online access to hundreds of social sciences
journals.
Director’s Report
· Mrs. Piloo M.K. Tata, Chairperson and Managing Trustee, M.K. Tata Trust, has
given a generous grant of Rs. 45 lakhs to construct a three-storied M.K. Tata
Memorial Gymkhana-cum- Recreation Centre on the Institute’s Main Campus.
Built to commemorate the memory of the late Mr. M.K. Tata, the
gym-cum-recreation centre was inaugurated earlier today.
· The Tenth Plan UGC Expert Committee visited the Institute from October 28–31,
2002, to evaluate its performance during the Ninth Plan and examine its proposals
for the Tenth Plan.
· The UGC has given a one-time special grant of Rs. 32 lakhs to upgrade the facilities
of the Computer Centre.
· The Institute has initiated a year-long exercise of curriculum review of the MA
Social Work programme.
· As part of the Institute's waste management programme, a vermiculture project has
been initiated.
IN MEMORIUM
We deeply mourn the loss of five of our family members who passed away this year.
· Mr. Nani Palkhiwala, Holding Trustee of the Institute, passed away on December
10, 2002.
· Mr. Akhtar Hussain, a second-year MA Social Work student, passed away on
January 7, 2003.
· Ms. Shelley Verma, a first-year MHA (Hospital) student, passed away on January
8, 2003.
· Mr. Sudam Padam, who joined the Institute on May 2, 1984, as Dining Hall Helper,
passed away on January 12, 2003.
· Mr. Sahebrao S. Govande who retired on September 20, 2002, passed away on
January 25, 2003.
· Mr. R.E. Borhade, who joined the Institute on July 1, 1961, as Peon and
subsequently promoted to Machine Operator, passed away on April 11, 2003.
The Institute has entered the Tenth Plan with these cumulative deprivations of the past.
It is hoped that some of these deprivations and anomalies will be rectified during the
Tenth Plan, so that the Institute can further improve the quality of education, research
and field action.
The Tenth Plan UGC Expert Committee comprising Prof. V. Vasanthi Devi (Convener),
Dr. Krishna Bal, Dr. P.S. Pandey, Prof. N.V. Reddy, Prof. Sanat Kumar Sen, Dr. Asha
Kiran (Member-Secretary), Mr. S.P. Gaur, Mr. Ashok Kumar Saroya, and Mr. Sher
Singh Yadav, visited the Institute from October 28–31, 2002. Various facets of the
Institute, namely teaching, research, field action, documentation, knowledge
development and dissemination, administration, finance, level of utilisation of grant,
and welfare activities were the subjects which engaged their attention. An exhibition of
the publications of faculty, a poster exhibition on the Institute, and the work done by the
field action projects were also organised during their visit.
The Committee assessed the needs of the Institute and gave a very encouraging
feedback. An initial allocation of Rs. 97.5 lakhs for the Main Campus and Rs. 30 lakhs
for the Rural Campus was released in 2002–2003, the first year of the Tenth Plan
period. The priority areas for utilisation as per UGC guidelines have been the Library
and upgrading classroom teaching aids. In the latter category, Overhead Projectors,
LCDs, Green boards, Panaboard, etc., have been procured. The final item-wise
allocation for the Institute during the Tenth Plan is awaited.
TEACHING
Student Enrolment
The Institute offers degree, diploma and certificate programmes. In 2002–2003, 439
students were enrolled in its 4 Master's degree programmes, 4 M.Phil. and Ph.D.
programmes, 2 Diploma programmes and 2 Certificate programmes (Section 1:
Appendix 1). These students came from 26 States and 1 Union Territory of India, and 5
foreign countries.
Degree Programmes
The student enrolment for the different Master's degree programmes was 315. Of
these, 203 were enrolled for M.A. in Social Work, 59 for M.A. in Personnel
Management and Industrial Relations, 19 for Master of Health Administration and 34
for Master of Hospital Administration. Master's degree women students comprised
62.22 per cent (196).
The M.Phil. degree programme enrolled 8 scholars of whom 1 was part-time. The
M.Phil. (Social Work) programme registered 2 scholars and the M.Phil. (Social
Sciences) programme 6 scholars. The 36 scholars enrolled in the Ph.D. programme,
include 24 part-time scholars. Five scholars are registered for a Ph.D. degree in Social
Work and 31 for a Ph.D. in Social Sciences.
Diploma Programmes
Both the Diploma courses offered by the Institute are part-time evening programmes.
The Diploma in Hospital Administration registered 20 students and the Diploma in
Personnel Management 31.

Certificate Programmes
The full-time, one semester Certificate programme in Research Methodology enrolled
13 students, while the one-year, part-time Certificate in Social Work programme
enrolled 16 students.
Foreign Students
The Department of Medical and Psychiatric Social Work gave six weeks training to 4
students from Myanmar, 3 of them were World Health Organisation Fellows. Ms.
Daw Yuzana Kyin and Mr. U. Khin Maung Nyunt completed the training programme
in ‘Advanced Medical Social Work’, while Ms. Daw Dolly and Mr. U. Soc Tint
completed the training programme in ‘Psychiatric Social Work’.
Syllabi
Students opting for the course on 'Advocacy in Social Work' were given an assignment
on advocacy through budget analysis for the first time. Though the Department of
Social Welfare Administration conducts this course, students from other
specialisations also opted it.
Curriculum Review
The Institute has taken into cognisance the demands made on social work education by
contemporary social realities. Towards this end, the efforts made by the Institute in the
last few years to effect a comprehensive revision of the orientation, content and
structure of the MA Social Work programme has borne fruit this year. Coordinated by
a Planning Group, a one-year structured programme of workshops and consultations
has been initiated so that a new MA Programme could be in place by 2004–2005. In
this context, a three-day workshop has been able to arrive at a consensus on elements
of the values, which should guide social work education in the coming decade. The
respective social work departments would take a re-look at their past review exercises
in the light of these values to formulate a new MA Programme by 2004–2005.
Field Work
Field work, an integral part of the teaching programme of the Institute, provides
students an opportunity to learn by doing, and enhances professional sensitisation.
The first and second year students of MA in Social Work were placed in 78 agencies
for their concurrent field work (Section 1: Appendix 2), of which 41 agencies were
introduced this year. The second year MA Social Work students were placed in 75
agencies for their block field work.
The first and second year students of MA in Personnel Management and Industrial
Relations were placed in 57 agencies for their concurrent field work (Section 1:
Appendix 2). Of these, 29 agencies were introduced this year. The second year
students of this programme were placed in 25 agencies for their block field work.
The students of Master of Health Administration and Master of Hospital
Administration do internships. These students were placed in 57 agencies for their
internships (Section 1: Appendix 2) of which 10 agencies were introduced this year.
Director’s Report
Students from the Department of Medical and Psychiatric Social Work visited Kerala
for studying the alternative systems of medicines and healing, which broadly involves
ayurveda, yoga, naturopathy and psycho-religious therapy. Various agencies working
in Kerala in the area of alternative medicine and health were involved in providing the
exposure to the students, as Kerala is rich in practising alternative systems of
medicine. The agencies visited were the Nagarjuna Ayurvedic Centre (to study the
different ‘panchakarma’ treatments involved in healing process of body and mind);
Rajah Acres Ayurvedic Centre, as well as private and government run ayurvedic
hospitals to study the modernisation taking place in ayurveda; the Goregaon
Anti-Psychiatric Centre where psyho-religious therapy is successfully practised to
cure various types of mental illnesses; naturopathy centres to study holistic healing;
and a pharmaceutical plant manufacturing ayurvedic medicines.
The students of the Department of Social Welfare Administration visited organisations
working in the area of micro-credit, community mental health, environment, child
labour, citizen's right in deciding the need of an infrastructure development project,
primary education, introduction of computer literacy at the primary school level,
community based rehabilitation of the differently abled; and corporate social
responsibility in and around Bangalore city. The organisations visited were
Sangamitra (a micro-finance intermediary), the National Institute of Mental Health
and Neuro Sciences, Environment Support Group, Movement for Alternatives and
Youth Awareness and the Azim Premji Foundation. Two of the organisations later
came for campus interviews and recruited two students.
Rajasthan and Delhi were the destinations by the students of the Department of Urban
and Rural Community Development for their study tour. Four organisations were
visited in Rajasthan. The first visit was made to CEEDOEDECON at Chaksu where
they were exposed to a variety of issues related to water and water conservation
techniques in many villages. The next organisation visited was the Mazdoor Kisan
Shakti Sangathan, which was organising a jan sunvai (public hearing) on food security
issues in Kelwara. The students got actively involved in the preparations for the jan
sunvai. Pradan, in Dausa, was the next organisation visited where the students were
oriented about the various strategies adopted in ensuring livelihood to people through
dairying and other activities in a drought-prone area like Dausa. The students
interacted with the villagers, especially members of the women's cooperatives and
SHGs to understand the effectiveness of such initiatives. The students then interacted
with a team from the People's Union for Civil Liberties on various social action
strategies they had adopted and also took part in a demonstration on atrocities against
women by the police. Towards the final leg of the tour, the students visited the Centre
for Science and Environment in New Delhi where they were exposed to a variety of
actions the organisation was taking towards generating mass awareness and action on
air pollution, conservation, etc.
Certificate in Social Work
The Certificate in Social Work students visited human service organisations in and
around Pune as part of their study tour. Organisations were identified to complement
classroom inputs in order to enable the students to understand how interventions are
put into action in the field. The range of organisations visited included those offering
remedial and promotive services in relation to children, women, the elderly,

environmental issues and rural development. As an outcome of the study tour, students
were able to make connections with classroom inputs and field practice. This exposure
has also facilitated classroom learning by enhancing understanding of social realities,
issues and the relevance of social work intervention strategies in a more convincing
and comprehensive way. The study tour experience has also enabled the students to
mature, offer mutual support and take responsibilities for furthering their learning and
developing capacities towards effective social work practice.
M.Phil. and Ph.D. Seminars
Scholars of the M.Phil. and Ph.D. programmes are required to present their research
proposals and self-study papers in seminars. This year, 8 such seminars were held
(Section 1: Appendix 3).
RESEARCH
Research has always been a major activity of the Institute and the Institute is
recognised worldwide as a major centre of social research. Scholars from other
institutions from India and abroad utilise the Institute’s auspices for research and other
academic pursuits.
The importance given to research at the Institute is evident from the existence of the 8
Research Units on Child and Youth Research, Research in the Sociology of Education,
Urban Studies, Research and Consultancy in Social Policy and Social Welfare
Administration, Rural Studies, Labour Studies, Women's Studies and Family Studies.
However, research activity is not undertaken by the Research Units alone. It cuts
across 9 Teaching Departments as well, i.e., Criminology and Correctional
Administration, Family and Child Welfare, Medical and Psychiatric Social Work,
Social Welfare Administration, Urban and Rural Community Development,
Personnel Management and Industrial Relations, Health Services Studies, Research
Methodology and Extra Mural Studies.
The mission and thrust of the Institute are reflected in the areas taken up for research
by the faculty. The issues that have been researched this year pertain to: children,
communal riots, criminology and correctional administration, dalits, development and
displacement, disability, disasters, economic development, education, the elderly,
environment, family, health, HIV/AIDS, human resource development, human
resource management, human rights, industrial relations, media, mental illness, social
responsibility audit, non-profit management, nutritional programmes, primary health
care, reproductive and child health, sexuality, social audit, social work education,
tribals, welfare and development, and youth.
This year, the Institute was engaged in 124 research projects (Section 1: Appendix 4).
These include projects carried over from the previous years as well as new ones
undertaken during the year. Of these, 100 were Departmental/Unit projects and the
remaining 24 Inter-Departmental/Unit projects. Fifty-one projects commenced this
year, while 18 were completed.

years after which it will be jointly reviewed with the partners. Thereafter, the
Government of Maharashtra, through the Maharashtra Police, will take over these
Cells and integrate them as part of their regular programme.
DISSEMINATION OF KNOWLEDGE
The Institute has been continuously engaged in knowledge dissemination and
exchange of ideas. This takes place through the production of print and audio-visual
material, and through seminars, conferences, workshops, and training programmes.
Publications
The publication of the premier journal of social work, The Indian Journal of Social
Work (IJSW), is an ongoing activity of the Publications Unit. Due to technical
problems, the journal issues could not be published on time. The Institute will be
resuming publication of the IJSW shortly and backlog of pending issues will be
covered in six months’ time.
The publications of the Institute were invited to be displayed at the Mumbai
International Book Fair as well as other book exhibitions held in Mumbai. The Unit
also conducted workshops on referencing, copy-editing and proof-reading.
The faculty of the Institute publish regularly in reputed journals and through
prestigious publishing houses and this year 48 faculty members had publications to
their credit (Section 1: Appendix 6). These include 10 authored/edited volumes; 50
articles in journals and books; and 33 publications in the form of newspaper articles,
book reviews, reports, manuals and working papers.
Audio-Visuals
The Unit for Media and Communications completed a 28-minute video production
entitled Towards a People-Centred Tomorrow, which showcases the vision, history
and work of the Institute. Another video film, entitled Naatha is nearing completion. It
deals with the theme of communal harmony and is part of the series on Mumbai. In
addition to production and research, the Unit has been involved in conducting several
workshops, with various groups on themes such as critical media education and
documentary production.
Seminars, Conferences, Workshops and Training Programmes
Faculty members of the various Departments and Units regularly organise and
conduct seminars, conferences, workshops and training programmes with participants
drawn from various disciplines and sections of society. This year, 55 faculty members
organised 99 programmes of which, 11 were Inter-Departmental/Unit in nature
(Section 1: Appendix 7).
The National Service Scheme Unit conducts Refresher Courses and Orientation
Programmes for NSS Programme Officers in the colleges of Maharashtra. The
jurisdiction of the Unit spreads to almost 1000 NSS Units of Junior and Degree
Colleges. This year, the Unit trained 279 NSS Officers through 5 Orientation
Programmes and 3 Refresher Courses on Volunteerism, Social Communication, and
Water Management.
Director’s Report
The Department of Extra Mural Studies organised two eight weeks programmes on
'Training Volunteers for Social Work' and a 'Basic Course in Counselling Skills for
Helping Professions'. The Department also conducted the first ever 'Advanced
Para-Professional Training' in partnership with YUVA.
UGC Centre for Refresher Courses
The UGC designated the Institute as a Centre to conduct Refresher Courses in the
areas of Social Work and Women's Studies. These Refresher Courses are organised by
the Social Work Education and Practice Cell. This year, the Cell organised two
Refresher Courses: Non-Profit Organisations in the Changing Development Scenario;
and Globalisation, Women and Natural Resource Management.
Kumarappa-Reckless Lecture
The 2002–2003 Kumarappa-Reckless Lecture was on 'Police Community Relations'.
The lecture was delivered by Mr. J.F. Ribero, Retired Director-General of Police on
March 24, 2003. A noted proponent of discipline and accountability within the police
system, Mr. Ribero deliberated on police–public partnerships. Being a conscientious
police officer, Mr. Ribero also went on to state that though the the community played
an important role in prevention, the onus of motivation cannot be divested from the
leadership within. He further emphasised the need to keep up the morale of the system,
which would help to sustain peace in the community along with community interface.

RESOURCE SUPPORT
Library
The Sir Dorabji Tata Memorial Library has a specialised collection of resources
taking into consideration the course contents and research needs of the Institute. The
Library has a stock of about 1,01,450 volumes and 1600 audio-visual materials as well
as a small collection of rare and out of print books on social reform movements and
biographies of social reformers. The Library subscribes to over 260 journals.
The Library provides a host of information services to its users. These are Current
Awareness Bulletin, Selective Dissemination of Information Bulletin, Online Public
Access Catalogue, Document Delivery Service, Laser Printing & Photocopying
facilities, Reference Service, Bibliographic Service, etc. For the last three years,
Library is also functioning as a National Document Delivery Centre in the field of
Social Sciences. It was identified and supported by UGC for the purpose of
information dissemination in association with INFLIBNET. The UGC has identified
the Library as one of its nodal centres for INFONET. Under this network, the Library
will have online access to hundreds of journals in the field of social sciences.
The Tata Education Trust has sanctioned a grant of Rs. 1 crore for setting up a state of
the art digital library at TISS. This project is spread over three years and will include
activities like procuring specialised journals, full text CD-ROMs, Online Database,
Intranet and Internet facilities, establishing a National Centre for Social Sciences
Information & Documentation, and digitalisation of dissertations, along with design
and development of the Library home page.
Computer Centre
With a one-time grant of Rs.32 lakhs, the Computer Centre (CC) has been able to
upgrade its equipments. It now has a fully equipped Campus Networking System
comprising 4 IBM File Servers, dedicated to Internet/Intranet, E-mail and Packages

The CC is one of the 13 centres recognised all over India and sponsored by the Indian
Council of Social Science Research for giving free guidance and consultancy services
to M.Phil. and Ph.D. scholars from other universities. This year, 60 M.Phil. and Ph.D.
scholars availed of this facility. The CC also conducts short-term training programmes
in using different software tools for participants of various workshops and
administrative staff. The CC conducted 4 such short-term training programmes of two
weeks duration in collaboration with the Department of Research Methodology during
this academic year on the use of Statistical Software in Social Science Research.
The CC monitors and maintains the Institute website, www.tiss.edu, which provides
information about Institute's activities, its departments, units and faculty, etc. The
facility of downloading and submission of application forms for admissions and
faculty positions are provided, as also online submission of seminar/workshop forms.
Students' Union
The very first activity of the Students' Union was the Orientation conducted for all the
candidates appearing for the entrance examinations in June 2002. The whole process
was documented for the first time in detail for the benefit of the future batches. The
Union made efforts to appoint senior students as mentors for every single student from
the new batch to help the latter cope with the new environment.
Cultural Activities
The students' body continued to maintain the healthy tradition of celebrating several
festivals on campus, reflecting the heterogeneity of the student community. The
festivals celebrated were Onam, Krishna Janmashtami, Ganesh Chaturthi, Durga Puja,
Christmas, Navroze, Id-ul-Fitr and Pongal. A North-East cultural festival was also
organised. The annual students' festival QUINTISSENCE marked the culmination of
the cultural activities of the Union.
Sports Activities
As part of the Teacher's Day' celebrations, the students organised a basketball match
between the faculty and students. Other sports events such as basketball, volleyball,
football and cricket were also organised.

Other Activities
The Social Work Students’ Forum continued its activities with the focus on issues of
concern to the students through debates, discussions and seminars. Dwandwa, a
debate on personal and professional self, raised individual level questions and
dilemmas for the group.
Sameeksha 2003, which was held on January 31 and February 1, 2003, saw
participation from alumni, students and faculty of the Institute. The theme of
Sameeksha on 'Addressing Realities' was examined through sessions on the polemics
of funding development, the green vs brown agenda, and an introduction to social
marketing. Inputs from resource persons from the field provided opportunity for
intense discussions and sharing of experiences.
PM&IR Forum
The PM&IR Forum is the students' body of the Department of Personnel Management
and Industrial Relations committed to the cause of knowledge dissemination among
the students through industry interfacing and students' participatory activities. During
the period under review, 6 professionals from the corporate world were invited to
deliver talks. The topics included, among others, Balance Score Card, Rewards
Management and Theory and Philosophy of the 360 degree Feedback.
Manthan
'Manthan 2002', the annual seminar of the students of the Department of Personnel
Management and Industrial Relations, was held on September 6–7, 2002, and focused
on the theme of 'Managing Business Transformation: HR's New Value Proposition'.
The Keynote Address was delivered by Mr. Ram N. Agarwal, MD and CEO, WeP
Peripherals who set a buoyant tone for the sessions to follow.
The speakers for other sessions were Mr. Chandrasekhar Pingali, Senior VP (HR),
Standard Chartered Bank (India and Nepal); Ms. Meena Ganesh, COO, ICICI
Onesource; and Ms. Sujaya Banerjee, VP (HRD), Lowe (Lintas). A workshop on
‘Spiritual Quotient: Looking Inwards for Business Excellence’ was also conducted by
Dr. Mala Sinha.
Student activities provided a meaningful end to the two-day interaction between the
academia and the industry, followed by paper presentation on the topic ‘Geriatrics vs.
Paediatrics: Turnaround Strategies to Sunrise Ventures?’

Clairvoyance
Clairvoyance 2002 was organised by the Master of Health and Master of Hospital
Administration students on December 7–8, 2002, on 'Healthcare Management at its
Crossroads'. Experts from the field of health and hospital administration addressed various
issues related to the theme of the Conference, which was attended by more than 150
delegates. The job placement brochure of the students was released at the Conference.
Other Student Seminars
Students from the Department of Criminology and Correctional Administration
organised two seminars: ‘Role of Police in the Effective Implementation of Probation
of Offenders Act, 1958, and Juvenile Justice (Care and Protection of Children) Act,
2000’, on February 4, 2003; and ‘Police as a Protector of Human Rights’, on February
9, 2003.
SPIC-MACAY Concert
Under the aegis of the Mumbai Chapter of SPIC-MACAY, and as part of ‘Viraasat
2002’, the TISS SPIC-MACAY Committee organised a sitar recital by Ustad Shamim
Ahmed Khan on September 27, 2002.
Scheduled Castes and Scheduled Tribes Cell
The Scheduled Castes and Scheduled Tribes Cell was set up at the Institute to promote
the special interests of students in the reserved category with financial assistance from
the UGC. Since its inception, the Cell has been providing special inputs in areas where
the students experience difficulties.
Of the 63 students belonging to the reserved category, 31 received the Government of
India's Post-Matric Scholarship. The Institute provided additional funds out of its
Maintenance Grant to help bridge the gap between the scholarship amounts and
institutional charges. Various programmes under remedial coaching schemes are
conducted for these students. A speedy grievance redressal mechanism for both
students and staff of the Institute has also been established.
A Manual has been prepared in order to assist the staff of the Cell and the Standing
Committee in carrying out their functions; guide the SC/ST students of the Institute, to
optimally utilise the benefits of the schemes offered by the Government of India and
the UGC; and sentitise all the sectors of TISS towards the Constitutional mandate, the
UGC Guidelines for the Cell and its functioning at the Institute.
Alumni
A website for the TISS alumni has been created on an experimental basis where
alumni have been requested to register online. On an average, 3–4 alumni are
registering every week.

2002–2003, there were 36 committees, which attended to academic, administrative,
staff welfare, students' activities and advisory functions.
Prevention of Sexual Harassment Against Women
In compliance with the Supreme Court Judgement of 1997, to provide for the effective
enforcement of the basic human right of gender equality and guarantee against sexual
harassment and abuse, more particularly against sexual harassment at work places, the
Institute took steps to promote gender amity and condemn sexual harassment against
women.
The TISS Gender Amity Committee (GAC) deals with all complaints of sexual
harassment against women, made by a student, or an employee of the Institute, or a
third party; with accusations against a student, or an employee, or a third party. The
person guilty of discrimination or sexual harassment against women shall be liable to
punitive action by the Director of the Institute. The victim or a third party, who may be
a friend/colleague/teacher/parent, to any of the GAC members, can lodge a complaint
of sexual harassment.
Staff Position
The academic positions in the Institute are 108, of which 90 are filled; administrative
positions (including technical) are 162, of which 111 are filled; and service staff
positions are 109 of which 93 are filled.
Long Service Award
The Institute has a long-standing practice of honouring its employees who have
worked in the Institute for 20 years. This year 15 employees, who completed 20 years
of service at the Institute, were felicitated on the Institute Day. The Governing Board
was kind enough to enhance the value of the gift presented to the employees on this
occasion.

Fulbright Post-Doctoral Research Scholarship
Dr. Rajani Konantambigi, Reader in the Unit for Child and Youth Research was
awarded the Fulbright Post-Doctoral Research Scholarship for 2001–2002 in Special
Education. This Scholarship was availed at the Department of Educational
Psychology and Special Education, Georgia State University, Atlanta, USA, and the
work was in the area of learning disabilities.

The Institute had the privilege and honour of receiving over 70 visitors (Section 1:

CAMPUS DEVELOPMENT
Waste Management Initiative
As part of comprehensive plan of action for waste management on the directives of the
Brihanmumbai Mahanagarpalika and also towards achieving a cleaner and greener
environment, the Institute has taken the initiative to segregate all biodegradable (wet)
refuse and non-biogeradable (dry) refuse. The Institute is working towards this by
giving guidelines to all the Institute staff, students and residents for segregation,

collection and disposal of the waste as well as ways to minime waste. A vermiculture
plant has been initiated at the Institute premises so as to enable us to recycle the waste
for our garden.
Main Campus
Library Building
The two floors of the Sir Dorabji Tata Memorial Library, initiated during the Ninth
Plan, have been commissioned and additional amenities with partitions and air
conditioners have been installed to house the digital library, the audio-visual rooms,
etc.
M.K. Tata Memorial Gymkhana and Recreation Centre
The construction of the M.K. Tata Memorial Gymkhana and Recreation Centre with a
grant of Rs.45 lakhs by the M.K. Tata Trust has been completed. A three-storied
structure, the Gymkhana has been constructed with gym and yoga facilities on the
ground floor. The first floor houses a multi-purpose hall with facilities for playing
table tennis and carom. The second floor has a covered Badminton Court. All the
equipments and infrastructure are differently-abled friendly. Mrs. Piloo M.K. Tata
(Chairperson and Managing Trustee, M.K. Tata Trust) was kind enough to inaugurate
the facility earlier this afternoon.
Malti and Jal A.D. Naoroji Campus Annexe
The Tata Education Trust has released a grant of Rs. 3 crores to augment the
infrastructure of the Naoroji Campus Annexe. This amount is part of the total grant of
Rs.5 crores sanctioned by the Trust for development of this Annexe in Phase 2.
Housing
Work on the multi-storeyed residential building with stilt and 7 floors commenced in
the Ninth Plan. Construction of the stilt and two floors is nearing completion now.
Four flats each for faculty, staff, and the service staff, under the Provident Fund
Housing Scheme, have been completed.
Garden Maintenance and Development
Rose bushes and other flowering shrubs have been planted during the past year. They
provide a welcome splash of colour. Trees like amaltas (Cassia fistula), bakul
(Minusops elengi), champa (Plumeria), rain trees like Salmalia saman, and Cashew
and Coconut trees have also been planted. The Institute is now paying attention to
rainwater harvesting.
The DCC organised some special programmes like puppet show, and dramatisation of
stories. A special talk on 'The Plants are our Friends' was organised to propagate
environmental consciousness among children. A field trip was arranged for the DCC
children to educate them about vegetables, spices, aromatic and flowering plants, and
gardening. National festivals like Independence Day, Republic Day, Gandhi Jayanti,
Children's Day and most religious festivals were celebrated. Diwali was celebrated as
a traditional day at the DCC and all children came in traditional attire.
Twenty-three students from Swami Vivekananda Junior College and 7 students from
Nanavati Bhanuben Mahendra Women's College of Home Science received training
on crèche and pre-school management from the DCC.
RURAL CAMPUS
The TISS Rural Campus (RC) at Tuljapur is marching ahead on its way to becoming a
full-fledged campus in 2003.
Construction
Construction of the Women's Hostel, which will accommodate 16 women
students/trainees is complete. This was constructed under the Ninth Plan grant from
the UGC. Construction of the teaching block with 6 classrooms, a men's hostel, a
dining hall, and housing for faculty, professional staff, administrative staff and service
staff are being constructed with funds donated by the Sir Dorabji Tata Trust.
ENDOWMENTS
· Dr. B.K. Gaur has donated an amount of Rs. 2.5 lakhs to set up two endowment
scholarships to be titled as 'Mrs. Vimla Gaur Scholarship'. The two scholarships of
an annual value of Rs. 9000/- each will be awarded to a first and second year MA
Social Work student specialising in Medical and Psychiatric Social Work.
· Dr. Dipti Desai has offered an additional amount of US$1,000/- to add to the
existing endowment fund titled 'Prof. M.M. Desai Scholarship Fund'. This
Scholarship was instituted in 1980–1981 for an MA Social Work student
specialising in Family and Child Welfare, on a need-cum-merit basis.
· Mr. K.S. Rustomfram, Mr. E.J. Bulsara and Mr. A.J. Kavarana, the executors of the
estate of the Late Mr. Sorab F. Manekshaw, have donated Rs.1 lakh from the funds
left behind by Mr. Manekshaw. This donation will be used to institute a scholarship
in Mr. Manekshaw's memory and will be awarded to an economically poor student.
FINANCIAL STATEMENT
The Audited Income and Expenditure statement and the Audited Balance Sheet, as on
March 31, 2002, is given in Section 1: Appendix 15.
CONCLUDING REMARKS
With this Convocation, the Institute has crossed another important milestone in its
academic life. I place on record my grateful thanks to the Members of the Governing
Board, the teaching and non-teaching staff, and students of the Institute whose
contributions have led to its continuing growth. The management of the Institute and
its myriad activities is possible only because of the teamwork of various Departments,
Units and Sections and their commitment to achieve a common goal.
The Institute is being increasingly called upon to respond to the challenges of rapid
change. In this endeavour, it requires support from several quarters. We are thankful to
the UGC for their continuing financial support, advice and encouragement. The
observations of the UGC Expert Committee of the Tenth Five Year Plan have been a
source of encouragement to the TISS family.
The Tata Trusts have always been generous and helpful to the Institute in its
programmes and activities. Their assistance for construction, scholarships, field
action projects, conferences and intervention in crisis situations is indeed a critical
input. We sincerely thank them for their generosity and look forward to their
continuing support.
The Institute has benefited from its association with various national, international,
governmental and non-governmental agencies. In particular, they have provided
financial assistance for a number of research projects. We are beholden to them for
their collaboration, partnership and support.
A number of outside agencies are closely involved in the programmes of the Institute.
They provide students opportunities for field work, which is an important component of
professional education. We are thankful to all the field work agencies and supervisors
for their contribution to the enrichment of the educational programmes of the Institute.
Director’s Report
At this Convocation, 154 graduates are receiving their Master's degrees—100 of them
in Social Work, 30 in Personnel Management and Industrial Relations, 7 in Health
Administration, and 17 in Hospital Administration—after successfully completing the
two-year programme of professional education. In addition, 4 scholars are being
awarded the Master of Philosophy degree and 3 scholars the Doctor of Philosophy
degree (Section 1: Appendix 16).
In the past six decades, hundreds of the Institute's alumni have joined the world of work
and have distinguished themselves through their contributions in various fields, both in
India and abroad. Today, the Institute is offering another batch of qualified professionals
to serve the nation. Those of you, who have acquired requisite knowledge and skills in
human services and applied social sciences through MA/MHA and research degree
programmes are indeed privileged. You will be called upon to shoulder the onerous
responsibility in the field and also carry forward the mission of the Institute. I am
confident that you will make a significant contribution towards the enrichment of civil
society in general and to its relatively disadvantaged sections in particular, through your
hard work, dedication, and leadership in the trying times ahead.
You are graduating at a time when the impact of globalisation is being felt far and wide
and different groups are responding to it in myriad ways. Inequalities, social
injustices, disparities, social tensions and violations of human rights are increasing.
Communal harmony is under threat. Basic minimum services are yet to be made
available to the vast multitude. The first hi-tech war of this century has left, in its trail
enormous human problems. Democracy is being differentially perceived and
redefined. The UN system is under severe strain due to shifting geo-political alliances.
The challenges before you are, therefore, enormous. As competent and committed
professionals, you will not only have to adequately respond to them and find solutions
to human problems but also contribute to the overall social development of society as
path-finders, innovators, professional role models and leaders.
I take this opportunity to congratulate all of you who have successfully completed
studies at the Institute and are being awarded degrees as its testimony, and especially
those who have earned merit awards and prizes in different subject areas (Section 1:
Appendix 17). May you continue to win laurels by improving the quality of human life
and environment. I wish all of you the very best in your professional careers and
continuing success in your endeavours for the promotion of social development
through leadership and service to society.

Objectives : · Provide opportunities for interaction between a variety of individuals and organisational
representatives to dialogue on the issues/problems of the Ward.
· To organise awareness and educational sessions on human rights for individuals and groups in the

· Protective Institutions for Women: Counselling and conducting activities towards the repatriation of
persons who wish to be reunited with their families, and to assist the resettlement of persons who
have no families or whose relationship with their families seems to have degenerated beyond repair.
· Training and Income Generation Workshop: Providing an opportunity to persons released from
various custodial institutions to avail of training in Prayas or to undergo training of their choice,
based on talent, interest and aptitude.
· After Care Unit: Working on issues such as acceptance by the family, shelter, vocational and
economic rehabilitation, psychological aspects, giving emotional support to counter the pull of
anti-social forces, peer pressure and societal stigma.
· Research and Documentation: Carrying out research and documentation to understand issues and
experiences gained within the criminal justice system. Studies undertaken in the areas of
prostitution, children of prisoners, destitute women and institutionalised girls and women.

Objectives : · To improve the quality of rural work supply and environmental sanitation service delivery to achieve
sustainability of investments.
· To demonstrate the viability of institutional reforms and improved cost recovery by developing,
testing and implementing fully decentralised service delivery model on a pilot basis.
· To build state’s capacity in improved sector management aimed at eventual scaling up of the new
decentralised service delivery model statewise.

for social regeneration. If the unstable condition of the world
today is directly attributable to human failure, the stabilisation
of society can be accompanied through intelligent human effort.
As social idealists we are faced with a tremendous task — a task
which is by no means lightened by the apathy and pessimism of
so many of our fellow men. But I am firmly convinced that if
thought ... could be given to morally creative efforts towards
mobilisation for social welfare, our problem would be
solved...if we can play but a small part in this process, our
training here shall not be in vain.
