Nepal Airlines CAT II/CAT III Manual complements the policies and procedures laid down
in CAA Nepal approved Continuing Airworthiness Management & Maintenance
Organization Exposition (CAMMOE).
Part 0: General
Part 1: Airworthiness & Maintenance Requirements
This manual in no way overrides the requirments of CAA Nepal Rules and Regulations.
CAT II/CAT III Manual is prepared by Continuing Airworthiness Manager and reviewed &
approved by Quality Manager.
This manual shall be distributed as per the distribution list as detailed in 0.6.

The manual is prepared in accordance with NCAR C.19. The manual is to be referred in
conjunction with NAC CAMMOE approved by CAA Nepal. In case of conflict between this
manual and CAMMOE, CAMMOE shall prevail and Regulatory requirements shall prevail
over CAMMOE.

INTRODUCTION, CERTIFICATION
1.1 INTRODUCTION
The objective of this CAT II/CAT III Manual is to lay down airworthiness and maintenance
requirements and procedures of Category II/CAT III landing operations in order to ensure
safe operations even during poor visibility conditions.
1.2 CERTIFICATION
In accordance with the following documents of the NAC’s fleet of A320-233 Aircrafts, CAT
II/CAT III capability for approach and landing is inherent function of the basic design
standard of A320 Aircrafts:
• As per A320 AFM, FMGS with associated equipments has been found to meet the
airworthiness requirement and performance criteria of

1.3 DEFINITIONS
Auto Land System: the airborne system which provides automatic control of the airplane
during approach and landing.
Alert Height (AH): an alert height above the runway threshold based on the characteristics
of the airplane and its fail operational automatic landing system, above which a Category III
operation would be discontinued and missed approach initiated if a failure occurred in one
of the redundant parts of the automatic landing system, or in the relevant ground
equipment.
Decision Altitude (DA/H): a specified altitude or height (A/H) in the precision approach at
which a missed approach must be initiated if required visual reference to continue the
approach has not been established.
• Decision Altitude (DA) is referenced to Mean Sea Level (MSL) and Decision Height
(DH) is referenced to the threshold elevation.
• The required visual reference means that section of the visual aids or of the
approach area which should have been in the view for sufficient time for the pilot to
have made an assessment of the aircraft, aircraft position and the rate of change of
the position in relation to the desired flight path.
Runway Visual Range (RVR): the range over which the pilot of an aircraft on the
centerline of the runway can see the runway surface marking or the lights delineating
runway or identifying its centerline.
Instrument Flight Rules (IFR): a set of rules governing the conduct of flight under
instrument meteorological conditions.
ILS CAT II/CAT III Operation:ILS CAT II/CAT III operations is precision approach and
landing/auto landing making use of specific alert height (AH), Decision Altitude / Height
(DA/H) AND Runway visual range.
ILS CATEGORIES: there are three categories of ILS which support similarly named
categories of operation:
DEFINITIONS
Note: Where the Decision Height and Runway Visual Range do not fall within the
same Category, either the Decision Height or the Runway Visual Range may
determine in which Category the operation is to be considered. The operation
will be in the Category with the lower minima.
APPLICABILITY
1.4 APPLICABILITY
The procedure and requirements will be applicable to pertain to the present fleet of NAC
A320-233 aircrafts. However, same will be equally applicable to the future Airbus A320
aircraft to be inducted in NAC. The necessary amendments in this manual will be
incorporated accordingly.
MINIMUM EQUIPMENT REQUIRED FOR CAT II/CAT III APPROACH AND LANDING
1.5 MINIMUM EQUIPMENT REQUIRED FOR CAT II/CAT III APPROACH AND LANDING
All the equipments required for CAT II and CAT III Approach and Landing are in accordance
with A320 AFM CHAPTER “Normal Procedure-22 Auto-flight system- precision approach”
and QRH OPS.04A.

Note: 1. Compliance with CAT II approach and landing criteria has been demonstrated with CAT II
and CAT III performance quality ILS/MLS only.
2. Compliance with CAT III approach and landing has been demonstrated with CAT II and
CAT III performance quality ILS/MLS beam only.
MAINTENANCE
1.6 MAINTENANCE
1.6.1 As per Airbus SIL, ref: 22-00-00043, CAT II/CAT III capability for approach and landing is
inherent function of the basic design standard of A320 Aircrafts. The related tasks given in
the A320 MPD adequately satisfy the scheduled maintenance requirementsfor the
equipments/systems relevant to CAT II/CAT III operation. There are no additional tasks
specific to the CAT II/CAT III Operation.
Moreover, the scheduled maintenance task applicable to the equipments/systems for CAT
II/CAT III operation and additional AMM maintenance task are identified and incorporated
in the A320 Maintenance Program.
The equipments fitted on A320 aircraft have built-in tests and the equipments are tested at
each power up. Any abnormality or malfunction of equipment is detected and recorded to
facilitate removal of faulty equipment. The aircraft is released only after carrying out
requisite tasks as per Airbus A320 AMM. Thus a Continued Surveillance on the status of
equipments is maintained for CAT II/CAT III operations.
1.6.2 It will be ensured that any modifications to aircraft systems and components approved for
CAT II/CAT III operations will not adversely affect the systems and components when
incorporating software changes, SBs, etc. Any changes to systems, components will only be
incorporated if same are recommended by Airbus Industries and approved by EASA/DGAC
France.
1.6.3 Maintenance of the aircrafts shall be carried out by NAC as per the scope of approval on
A320 aircraft in accordance with the procedures, instructions and limitations contained in
the Continuing Airworthiness management &Maintenance Organization Exposition
(CAMMOE) and the associated manuals.
The defect rectification on affected aircraft system/components will be carried out as per
applicable TSM and AMM Procedures.
All Maintenance work will then ensure that the aircraft is brought back to a minimum of
CAT II or CAT III Operations condition when it is returned to service for CAT II or CAT III
operations. All equipments/systems will be maintained as per AMM at intervals as
prescribed in MPD and as approved in NAC AMP.
DOWNGRADING / UPGRADING
The downgrading and upgrading will be done by the certifying staff holding authorization in
appropriate category on NAC Fleet or the Pilot in Command in accordance with the MEL
Operational Procedures and based on the record of all Auto land/CAT II/III landings,
satisfactory or unsatisfactory as recorded by the Pilot in Command in the Technical Log
page.
During every preflight/transit check, Block No. 20 should be marked as per current LVO
capability of the aircraft.
a) All auto land CAT II/CAT III landings, satisfactory or unsatisfactory, are recorded by the
Pilot in Command (PIC) in the Aircraft Flight Log (AFL).
d) The serviceability status of equipment/systems for CAT II/CAT III Capability shall be
recorded in the appropriate column of Technical Log by the certifying staff as a
MANDATORY requirement before the aircraft is offered for flight. The certifying staff
shall refer to NAC/AL/01 and NAC/AL/02 forms maintained in ‘AUTOLAND FOLDER’ in
the aircraft and/or ask Production Planning & Control Section (PPCS) for the current
CAT II/CAT III Landing Capability Status of the aircraft.
e) Certifying Staff and PPCS shall monitor the status of CAT II/CAT III Capability for the
NAC fleet.
DOWNGRADING / UPGRADING
The aircraft CAT II/CAT III Capability shall be downgraded in the following cases:
a) In case the aircraft has not performed CAT II/CAT III operations for a period of thirty
days
The certifying staff should mark the ‘CAT I’ check box in block No. 20 of AFL and placard
the cockpit “AUTOLAND DOWNGRADED” and indicating to the crew that although the
aircraft is LVO with AUTOLAND capable but an actual approach with AUTOLAND below
CAT I minimums is not authorized.
b) In case the LVO operations are limited due to the unserviceability of components and
systems affecting AUTOLAND operation
The certifying staff should mark the ‘CAT I’ check box in block No. 20 of AFL and placard
the cockpit “CAT I ONLY”. This will indicate to the crew that the aircraft is not LVO
capable and neither a practice LVO Approach nor an Actual LVO approach to below CAT
I minimums is authorized. The relevant MEL should also be raised. The aircraft will be
restored to CAT II/CAT III status after necessary maintenance actions.
c) In case the aircraft has not performed CAT II/CAT III operations as reported by pilot
The certifying staff should mark the ‘CAT I’ check box in block No. 20 of AFL and placard
the cockpit “AUTOLAND DOWNGRADED” indicating to the crew that AUTOLAND below
CAT I minimums is not authorized.
The certifying staff should downgrade the AUTOLAND Capability to CAT I by marking
the ‘CAT I’ check box in block No. 20 of AFLindicating to the crew that AUTOLAND below
CAT I minimums is not authorized. Certifying Staff should also raise an ADD.
In all three cases the certifying staff shall mark the ‘CAT I’ check box in block No. 20of
AFL.
The certifying staff holding authorization in any category on NAC fleet or the PIC shall
downgrade the CAT II/CAT III Capability of the aircraft as below:
d) Display a prominent MEL placard in the cockpit if required (in case of 1.7.2 (b))

e) Inform PPCS and Flight Dispatch (by PPCS) about the status of
equipment/systems/MEL invoked.
The certifying staff holding authorization in any category on NAC fleet shall upgrade the
CAT II/CAT III Capability in case of Para 1.7.4.1. The certifying staff holding Authorization in
Category B2 (Avionics) on NAC fleet shall only upgrade the CAT II/CAT III Capability in case
of Para 1.7.4.2 and 1.7.4.3.
1.7.4.1 In case the aircraft was downgraded due to nonperformance of satisfactory CAT II/CAT III
operations for a period of thirty days, Certifying Staff in Category B2 (Avionics) shall
carryout ‘Operational Test of LAND CAT III’ capability as per AMM. Post satisfactory
operational test, Notice to Crew (NTC) should be raised stating “Operational Test of LAND
CAT III Capability performed on (date), Flight Check Required” and NAC/AL/01 and/or
NAC/AL/02 shall be updated.
ii. In case Functional Flight Check is not carried out within 30 days of carrying out
‘Operational Test of LAND CAT III’ capability, Certifying Staff in Category B2 (Avionics) shall
carryout ‘Operational Test of LAND CAT III’ capability as per AMM. Post satisfactory
operational test, Notice to Crew (NTC) should be raised stating “Operational Test of LAND
CAT III Capability performed on (date), Flight Check Required” and NAC/AL/01 and/or
NAC/AL/02 shall be updated.
1.7.4.2 In case the aircraft was downgraded due to nonperformance of satisfactory CAT II /CAT III
operations reported by pilot, upon satisfactory flight check the upgrading procedure is as
below:

1.7.4.3 Upon rectification of the defect that caused the downgrading, the B2/Avionics certifying
staff shall upgrade the CAT II/CAT III Capability of the aircraft as below:
RELIABILITY MONITORING
NAC Continuing Airworthiness Manager is responsible for ensuring that there is an effective
procedure for entry in the maintenance records that provides the following information
concerning the CAT II / CAT III landings attempted:
All above factors will be analyzed and appropriate rectification action taken to prevent
recurrence. A monthly report indicating number of successful/unsuccessful CAT II/CAT III
Landings and the total number of unscheduled removals of avionics components required
for CAT II/CAT III operations shall form a part of Engineering Statistics Report, which will
be submitted to the CAA Nepal.
The maintenance reliability program will track the reliability trends of the system
/components relating to CAT II/CAT III operations. Dy. Director, ESTD shall establish a
procedure and program to govern maintenance capability of NAC to conduct CAT II/CAT III
operations in the following conditions:
Note: Any significant trends in system /components must be reported immediately to the
NAC Continuing Airworthiness Manager to enable prompt remedial action to be taken
NAC Continuing Airworthiness Manager is responsible for the control and amendment of
the Approved Maintenance Program (AMP) and Minimum Equipment List (MEL) (in
coordination with Operations Department) as applicable to All Weather Operations,
addressing reliability issues and significant trends /alerts highlighted by the monitoring
system.
NAC Operations Department is responsible for notifying flight crew of the Approach
Category Status prior to the aircraft departure.
MAINTENANCE PROGRAM
The TCH– Airbus Industries does not recommend any specific confidence checks or
functional checks at periodic intervals to assure CAT II/CAT III certification. However,
continued maintenance of the aircraft will be as per the recommendations in
manufacturer's MPD and as incorporated in the Maintenance Program (AMP) approved by
CAAN. Moreover, the scheduled maintenance tasks applicable to the equipment /system for
CAT II / CAT III operation and additional AMM maintenance tasks are identified and
incorporated in the A320 Maintenance Program.
All equipments / systems required for CAT II/CAT III operations are covered during
approved Type Training and relevant procedures are covered during the NAC CAT II/CAT
III training. Engineers regularly undergo Refresher courses as stipulated in CAMMOE.
Recurrent training shall be accomplished at least once every two years or when an
individual has not been involved in the maintenance of aircraft approved for CAT II/III
Operations.
The training curriculum shall include Operational concepts, aircraft types and systems. The
training will cover all concepts of all-weather operations, CAT II/CAT III landings, and
CATII/CAT III Manual, MEL, Maintenance Requirement of CAT II / CAT III operations.
