56.1 The Parliament Security Service of Rajya Sabha Secretariat looks after the security
set up in the Parliament House Complex. Director (Security) of the Rajya Sabha Secretariat
exercises security operational control over the Parliament Security Service in the Rajya Sabha
Sector under the administrative control of the Rajya Sabha Secretariat. Joint Secretary
(Security), Lok Sabha Secretariat is the overall in-charge of security operations of entire
Parliament Security including Parliament Security Services of both the Secretariats, Delhi
Police, Parliament Duty Group (PDG) and all the other allied security agencies operating
within the Complex. Parliament Security Service being the in- house security service provides
proactive, preventive and protective security to the VIPs/VVIPs, building & its incumbents. It
is solely responsible for managing the access control & regulation of men, material and
vehicles within the historical and prestigious Parliament House Complex.
Being the in-house security service its prime approach revolves around the principles
of Access Control based on proper identification, verification, authentication & authorization
of men and material resources entering into the Parliament House Complex with the help of
modern security gadgets. The threat perception has been increasing over the years due to
manifold growth of various terrorist organizations/outfits, refinement in their planning,
intelligence, actions and surrogated war-fare tactics employed by organizations sponsoring
and nourishing terrorists. New security procedures have been introduced into the security
management to counter the ever-changing modus operandi of terrorist outfits/ individuals
posing severe threat to the Parliament House Complex and its incumbent VIPs.
This avowed objective is achieved in close coordination with various security agencies
such as Delhi Police (DP), Central Reserve Police Force (CRPF), Intelligence Bureau (IB),
Special Protection Group (SPG) and National Security Guard (NSG). The Parliament Security
Service acts as a key controlling and coordinating agency for providing a fail-proof and user
friendly security. The Parliament Security Service maintains proper liaison and effective
coordination with these security agencies.
One of the important operational activities of the Parliament Security Service is Show
Around of the Parliament House Complex to the visitors coming to see the Parliament House
during inter-session period. The security officials of Parliament Security Service are deputed
to ensure that the visitors, foreign dignitaries and delegations are escorted properly and given
factual & significant information about brief history of Parliament and procedures being
adopted for conducting the smooth proceedings of the Parliament. However, for the students,
it is specially designed more or less on the pattern of an educational excursion. Visitors are
also given a brief account about the PH Building statues and portraits installed in the PH
Complex.

d. To have a well integrated access control system using all possible technical gadgets for
security so as to ensure proper control & regulation of human resources (staff &
visitors) and material resources (stores etc.) within Parliament House Complex and to
ensure their proper checking, frisking and regulation. Also to prevent unauthorized
entry of men and material inside Parliament House Complex ;
e. Guarding of the Rajya Sabha Chamber, Galleries, Central Hall and other vital areas
of Parliament House, Parliament House Annexe and Parliament Library Building
against any act of sabotage;
f. Issue of various kind of Passes for Men, Materials & Vehicles to the Parliament
House Complex;
g. Issue of Radio Frequency Tags (Vehicles and Men) to MPs, Staff and officers of the
Rajya Sabha Secretariat;
h. Verification of antecedents of PA/PS (attached with MPs) and visitors before issuing
access passes;
i. To facilitates the Show Around of visitors to the Parliament House;
j. Maintenance of order within the precincts of Parliament House Complex;
k. Planning and preparation for training of security personnel in coordination with
other security and non-security agencies;
l. Fire safety and preventive measures;
m. Performing ceremonial and other duties of Marshal entrusted by the Hon’ble
Chairman inside or outside the Parliament House Complex.

a. Updation of records such as manpower status, nominal roll, list of files etc. of
Parliament Security Service was accomplished as per the guidelines contained in the
manual of the Rajya Sabha Secretariat.
b. The work related to day to day administrative work and taking up welfare matters
such as career progression, Livery, Space requirements and grievances was
undertaken by the ATP Wing. Total 49 Applications of security officials were
forwarded to Estt.(G)/G.A. Section / Personnel Section for various reasons i.e. to
apply for post outside Parliament like UPPSC, UPSC, etc. NOC for passport,
applications for deputation / supervisors for Exams, permission to appear for court
hearings.
c. A total number of 25 RTI Applications were received from the RTI Cell under the
RTI Act for which their replies were prepared and forwarded to the RTI Cell for
further necessary action at their end.
d. A total number of 07 Office orders regarding work allocation for the officials of the
Parliament Security Service, Rajya Sabha Secretariat were circulated.
e. A note was received on the 31st December, 2014 from the Personnel Section along with
the APAR’s of the Officers and Staff of the Parliament Security and Sanitation
Service. After identifying the Reporting /Reviewing /Accepting officers of all the
individuals the APARS were forwarded to the concerned for further necessary action
at their end.
f. The ATP Wing initiated all matters regarding the function to pay Floral Tributes to
the martyrs, who sacrificed their life during the terrorist attack on Parliament House
on the 13th December, 2001. The function was organized on Sunday, the 13th
December, 2015 at 10:30 hours at the plaque placed between Building Gate Nos. -11
& 12, Parliament House. On this occasion, shok shastra, two minute silence was
observed followed by floral tributes in the honour of the martyrs. A blood donation
camp by Indian Red Cross Society was also set up on the lawns facing the plaque. Sh.
Narendra Modi, Hon’ble Prime Minister of India; Smt. Sumitra Mahajan, Hon’ble
Speaker, Lok Sabha; Cabinet Ministers; UPA Chairperson; Members of Parliament,
Rajya Sabha & Lok Sabha; Officers and staff of the Rajya Sabha Secretariat and
Lok Sabha Secretariat; Allied agencies attended the programme.
g. A Circular No RS.5/1/2015-O&M, dated 25th May, 2015 regarding digitization of
records was received from O & M Section. In this regard, Visitors Register endorsed
by Dignitaries who witnessed the proceeding of the Rajya Sabha from Special Box,
was handed over to the concerned branch for Digitization work.
h. A note was received from RTI Cell regarding “Adoption and joining of RTI Online
System in Rajya Sabha Secretariat”. Further, the note also mentioned to nominate
one official from Parliament Security Service as Deemed Public Information Officer
(DPIO). In this regard, Sh. Rajeev Sharma, JD(S)/ATP was nominated as the DPIO
for Parliament Security Service, Rajya Sabha Secretariat.
i. A note was forwarded to Heritage Branch, Lok Sabha Secretariat through G.A Section,
Rajya Sabha Secretariat for the replacement/renovation of the commemorative martyr’s
plaque placed between Building Gate Nos.- 11 & 12, Parliament House.
56.5.2 REPORTS
a. The Monthly reports of the Parliament Security Service were prepared on monthly
basis and forwarded to the Secretary-General, Rajya Sabha for his kind perusal
during the year 2015.
b. The Annual Report pertaining to the Parliament Security Service, Rajya Sabha
Secretariat was prepared and forwarded to O&M Section after obtaining approval
from the competent authority.
c. A note was received from the Table Office, Rajya Sabha regarding the information
pertaining to update the contact numbers of Delhi Police Officials. In this regard, a
compiled report was forwarded to the Table office for further necessary action at
their end.
d. A note was received from O&M Section wherein it was mentioned to prepare and
submit the Mid Year Review of Annual Action Plan -2015 for the period from

January- June, 2015. The compiled information after approval from the competent
authority was forwarded to O&M Section for further necessary action at their end.
e. The Annual Action Plan-2016 for the Parliament Security Service, Rajya Sabha
Secretariat was forwarded to the O& M Section for further necessary action at their
end.

56.5.6 NEW INITIATIVES: A special training programme was organized by the ATP Wing
Parliament Security Service wherein the Officers of Parliament Security, prepared Power

Point presentation on various Security related topics and delivered before the officials of the
Parliament Security, Rajya Sabha.
56.5.7 DISTINCTIONS:
a. A letter was received from Sh. Paul Manoj Pandian, Member of Parliament, Rajya
Sabha appreciating the services rendered by Sh. Dharamvir Singh, SSA leading to the
recovery of his cell phone on the 11th March, 2015 from Rajya Sabha Chamber. In this
regard, a Commendation Certificate was issued to Sh. Dharamvir Singh for his
efficient performance while discharging his official assignments.
b. Smt. V. L. Sharma, SO was issued a Commendation Certificate for her flawless
announcement during Floral Tribute paid on the martyr’s anniversary on the 13th
December, 2014.
c. Sh. Sandeep Lamba, SA-I was bestowed with an appreciation letter for detecting a
fake coloured copy of Parking Label pasted at vehicle belonged to Sh. Sukhbir Singh
Jaunpuria, Hon’ble MP/ Lok Sabha bearing Regn. No. - HR 29 AD 0100 (Land
Cruiser) while trying to gain access into the PHC on the 11th August, 2015.
d. A note along with relevant papers was forwarded to the competent authority
containing the news excerpt of different newspapers wherein a mentally unstable
person named Shankar met with his family members after a span of 40 years with the
efforts of Sh. Kishan Lal Jat, Senior Security Assistant in Parliament Security Service,
Rajya Sabha.
e. Sh. Sameer Chaudhary, SSA was commended by Sh. Ajay Anand, JS(S)/Lok Sabha
for displaying a great degree of alertness and presence of mind in detecting the misuse
of an invalid Parliament pass.

56.7.1 ALARM BELL REHEARSAL: The Contingency Drills/Alarm Bell Rehearsal based
on the threat perceptions, latest incidents and thereby creating hypothetical situations were
carried out prior to the commencement of every session of Parliament. The Contingency Drill
/ Alarm Bell Rehearsal in order to check the levels of preparedness were practiced on the 20th
February, 2015, 16th July, 2015 and 23rd November, 2015 for the 234th, 236th and 237th Sessions
of Rajya Sabha respectively. Thereafter, de-briefing sessions were held in GMC Balayogi
Auditorium, PLB wherein flaws noticed during the contingency rehearsal were discussed.
Apart from this, intelligence inputs regarding prevailing threat perception were also shared
among security officials.

the 22nd September, 2015.
g. The Show Around of the Parliament House for a 10-member delegation from the
Parliament of Uganda comprising of Members of Parliament of Uganda and officers
was conducted on the 28th September, 2015.
h. The Show Around of the Parliament House for a visiting delegation from People’s
Consultative Assembly of Republic of Indonesia (Upper House) was facilitated on the
05th October, 2015.
i. The Show Around of the Parliament House for a delegation of Public Accounts
Committee of the Parliament of Ghana led by Mr. Samule Atta Akyea, Hon’ble
Member of Parliament was facilitated on the 19th November, 2015.

e. One officer & security staff of Parliament Security Service were detailed in
connection with a floral tribute function of Govind Ballabh Pant on the occasion of
his 128th Birth Anniversary, wherein, the Hon’ble Chairman, Rajya Sabha paid floral
tribute at his statue put up outside Parliament House, Opposite Rail Bhawan, New
Delhi on the 10th September, 2015.
f. Security Assistants were deployed in an event where the Vice President, INC and
senior leaders of congress under the leadership of Smt. Sonia Gandhi had a march
from Parliament House to Rashtrapati Bhawan to hand over a Memorandum to the
Hon’ble President of India on the 03rd November, 2015.
g. Security staffs of Parliament Security Service were detailed in connection with the
spot verification of the facts in connection with a matter of subletting of Official
Accommodation by an employee of the Rajya Sabha Secretariat as per the request of
G. A. Section.
56.7.6 BRIEFING OF STAFF: The security personnel deployed at various access point i.e
Token Point, Lobbies, Central Hall, Rajya Sabha Duct, QRT and Room No.-30 were briefed
by S.O, A.D (S) & D.D (S) on prevailing security threats, during Session/ Inter-session period.
The queries as raised by the staff regarding security system were suitably replied with.

The Galleries Wing of Parliament Security Service looks after the security operations,
access control, regulation of visitors & media personnel for the Rajya Sabha Chamber and
other adjoining areas. The areas of First Floor (between Room No.-63 to 73), Second Floor
(between Room No.-92 to 98 and 103 & 104), Third Floor (between Room No.-110 to 124),
Rooftop of Central Hall, Rajya Sabha Chamber, Jhanda Floor, Parda Gallery and False
Ceiling also comes under the jurisdiction of Galleries Wing.

In the year 2015, Reception Office, PH issued 26040 Entry Permits in favor of the
family members / guests of Hon’ble Members of Parliament, guests of officials of Rajya Sabha
Secretariat and officials reported for duties inside Parliament House Complex during the
session and inter-session period. Further, show around for a total No. of 8296 persons was also
conducted during the year 2015.

56.11 OPERATIONS-II WING (Ops-II) Operations-II wing is entrusted with the following
responsibilities:-

a] Facilitate to & fro movements of VVIPs through Iron Gate-7 & 7-A, PH;
b] Supervision of duty points within the jurisdiction of Rajya Sabha at PLB;
c] Regulation of incoming/outgoing stores in PH during the inter-session period from
Building Gate-9.

56.13.1 RECEPTION OFFICE PHA: During the year 2015, Reception Office, PHA issued
16459 Entry Permits in favor of the family members/guests of Members of Parliament/guests
of officials of Rajya Sabha Secretariat and passes for officials reported for duty inside
Parliament House Annexe during the session as well as inter-session periods. In addition to
this, total 617 Manual Casual Entry Passes for the guests of MP’s were also issued for medical
centre, PHA by supervisory officer for Talkatora Gate No.-1.

56.14.1 FIRE PREVENTIVE MEASURES: The Fire & Technical Wing conducted monthly
routine checking of fire fighting appliances viz. Fire-Hydrants, Fire Extinguishers, Hooters,
Sirens, and sensors etc. installed in PH/PHA, RS Sector. An elaborated checking of all the
appliances installed in PH is conducted usually on first Saturday of every month in co-
ordination with the staff of Parliament Security Service Lok Sabha, Delhi Fire Service, CPWD
& Fire Unit/PH.
