The bidding process is one way of clearing up any discrepancies, errors, and
omissions in the plans and specifications. Government Projects undergoes
Procurement processes, the government issues the necessary documents that are
needed to be accomplished by the Participating Contractors. The Contractors are
required to submit two envelops, the first envelops contains the Eligibility Requirements
and Technical Component this includes the legal documents of the contractor. The
second envelope contains Financial Documents, this documents establishes or
determines the ranking of the lowest price bids among those companies that submitted
themselves to offer bids. In connection with private contracts, the bidding process is less
formal and not generally constrained by detailed government-imposed rules and
regulations. In the private sector, the owner or prime contractor requesting bids has
wide latitude in setting its own rules for soliciting bids, and in selecting among the
various bids submitted. Both Private and Government Projects shares the same
process only with different IRR, both follows: Specification Establishment, Request for
bids, bidding, reviewing of bids and awarding of contract.
To be able to work on project public or private, following the rules and regulations
is necessary. Most people tend to forget the basics of working or creating, there should
be a process that must be followed and rules that must be understood. To solve a
problem, steps should always be followed one cannot be able to move on without
properly mastering it. I learned that there is no shortcut in doing things. To know and
learn it by heart is a great thing, this will help you to not stray too far from its lessons.
