Parents and Guardians,

School safety is paramount to all of us at Westmont Hilltop High School.  Recent tragic events have brought many
concerns and fears to the forefront of the minds of students, parents, and staff.  I want to let you know that we are
taking measures to increase the safety of every student, faculty, and staff at school.  We have many safety
procedures in place and are constantly reviewing them with law enforcement so that we can improve upon these
procedures.

I am sure that you have heard on the news or social media that there are groups calling for a student “walk out”
on March 14th in remembrance of the victims of the tragedy in Parkland, Florida and to get the attention of law
makers to consider gun control measures.  This is a national movement and has the potential to impact our school
community.  We have been working with students and teachers on a way to allow students to express concerns,
viewpoints, etc. in accordance with their first amendment rights; and also to make sure the educational process is
not disrupted nor is their safety jeopardized.  To ensure students safety, we are asking all students stay in the
building.  To that end we have come up with the following options for students:

On Tuesday, March 13th, I will make an announcement and inform students that we are going to allow the
following to occur on March 14th:
a.       If students want to stand for 17 minutes (one minute for each victims), they may do so
beginning at 10:01 A.M. in the auditorium under supervision.  Students will not be giving
speeches, etc. but standing quietly and respectfully.  At the conclusion of the 17 minutes,
students will be sent back to class.
b.      Students may write letters or emails to law makers expressing their opinions and concerns
on these issues.  We will provide contact information for all national and state representatives,
as well as tips for format.
c.       Students may write letters to students at Marjory Stoneman Douglas High School providing
support to their fellow students.  Contact: Stoneman Douglas High School, ATTN: Ms. Diane
Wolk‐Rogers, 5901 Pine Island Road, Parkland, FL 33076
d.     During lunch, there will be computers available for students that will be 18 prior to the next
election the opportunity to register to vote.  Information: https://www.pavoterservices.pa.gov/
e.      Students will be asked to do 17 acts of kindness toward their classmates at Westmont
Hilltop High School.  During these tragedies we are focused on kindness and the impact students
have on one another.

Please note that students will be permitted to participate in any one, two or all options above.  Any attempt to be
disruptive will result in disciplinary action.  We want students to understand that the first amendment right to
expression is important and is most effective when done in a well‐articulated, thought out process.  Students who
do not wish to participate in any or all of the options will have an uninterrupted school day.

Also, there is the potential that students will ignore our efforts to keep everyone safely inside the building.  We are
not condoning it, but we are planning for it.  Therefore, officers from the Upper Yoder Police Dept. will be onsite to
monitor the parking lot area.  No WHSD employees will be monitoring or escorting students outside of the building
during school hours.

This is a teachable moment for all of us.  Please have a conversation with your son or daughter about school safety,
the upcoming events, and their feelings about participating in any of these events.  If you have any questions,
please feel free to call my office at 814‐255‐8726.

Thanks,

Thomas Mitchell
High School Principal
