ADMINISTRATION

Rationale:

As we live in the modern days where new technologies and inventions are emerging,

rapidly growing and continuously developing, web based technology is one of the important

intervention in making our daily lives more comfortable and easier using it as an access to the

world where technologies connect people. Web based technology also offer limitless opportunity

to make education accessible to all, making teaching and learning more valuable, gathering, sorting

data and storing information easier which is beneficial to educational system. As stated by Wu &

Xie, 2012,“The World Wide Web (Web), as an essential means of support, is contributing to the

development of remote teaching and providing a wealth of possibilities in the field of education.”

In the Philippines, the Department of education embraced the importance of web based

technology. According to DepEd they initiated the Learners’ Information System (LIS), an online

facility that provides for the registration of learners enrolled in public schools. As Secretary Br.

Armin A. Luistro, FSC said, “Considering the size of the Department and the number schools

under it, it is very critical for the Agency to be equipped with the right information at the right

time to be able to make better decisions. This is essentially an online registry of learners that is

important for any educational system or institution. We need to continually get to know our

learners better so that we can respond better.”


However, many challenges and setbacks are encountered by the department along with the

process of accomplishing data especially when it comes to the enrolment of the pupils in the

system. And because LIS is an online facility, internet availability plays an important role. As PJ

Web blog said “Access to a Web Based System can be gained from any location as long as the

user has access to a web browser and an internet connection.” The availability of the system itself

and the knowledge in the use of the facility also become a problem.

Thus, this study should be conducted to address the problems properly and to minimize

potential backlog.

Theoretical Framework

Based on the result of the study of Pan & Buhisan (2011), it was found out that some

problems have been experienced on the existing “Computerized Enrolment System of Computer

Studies” like not fast, not accessible and need improvement.

According to the study conducted by Alilin, Adavan and Nove (2011) after thorough test

and analysis. It has been noticed and observe by the researchers that proposed Online Facility

Management system is more convenient compared to the manual system being used.

Conceptual Framework

The theories and concepts will be presented from the bases in the formulation of conceptual

model for the present study and give justification on the research paradigm.

Statement of the Problem

This study aims to identify the problems met on the web based online registry of DepEd

(LIS) of teachers Mauban North District.

Specifically, this seeks to answer the following:

1. What is the demographic profile of the teachers in terms of:

1.1 Age;

1.2 Gender;

1.3 Civil Status;

1.4 Teaching experience;

1.5 Position?
2. What is the respondent’s perception in accomplishing the LIS in terms of:

1.1 Availability of internet connection;

1.2 Availability of the system;

1.3 Knowledge on using the system;

1.4 Teacher’s preparedness?

3 What is the respondent’s mean perception in accomplishing the LIS in terms of:

3.1 enrolment;

3.2 Student’s profile;

3.3 Promotion and Drop-outs?

4. Is the respondent’s mean perception significantly related to the teacher’s performance in

accomplishing the LIS?

Hypothesis

There is no significant relationship between the respondent’s mean perception to the

teacher’s performance.

Significant of the study

This study will benefit the teacher in minimizing the problem when it comes to the

enrolment of the pupil’s data in the system by addressing it properly to the authority. It will also

serve as basis to improve the system.


Aside from the teacher, it will be beneficial to the administration. This will be a great help

in accessing and gathering data easily and accurately, and on time delivering of reports.

Research Design

The descriptive survey type will be used in this research for gathering and analysis of the

data wherein copies of written questionnaires will be given as a tool for gathering data to determine

the problems met on the web-based online registry of Deped (LIS) of teachers in Mauban North

District.

This method emphasizes the present status of phenomena, described the current condition

and determine the nature of prevailing situation to seek an accurate description of a person,

activities and process.

Population and Sample

The respondents consist of 25 teachers from barrios school and 25 teachers from central

school with the total of 50 elementary teachers. Purposive sampling will be used in this study that

means researcher uses personal judgement to select subjects that are considered to be

representative of the population.

Research Instrument

The researcher will use a self-checklist for the respondent’s perception on the problems

encountered in accomplishing the LIS. It is composing of 4 parts which are the availability of

internet connection, availability of the system, knowledge on using the system, Teacher’s

preparedness and the last part is the teacher’s performance in accomplishing the LIS. Each part
consists of five items. The researcher will ask for the assistance of an experience professional to

validate the questionnaire and to ask for some suggestions to make it more reliable and valid.

Research Procedure

The researcher will make a letter to secure a permission from the District Supervisor of

Mauban North District in Mauban, Quezon. First, the researcher will give the letter to the adviser

for comments and suggestions. After finalizing the letter, the researcher will give it to the

principals and upon its approval the researcher will administered test to a group of teachers. After

answering, the teacher will collect the checklist answered by the teacher. After collecting the data,

the data will be presented to the statistician to analyze.

Rationale

In education, success is impossible without a good planning. Planning serves as way on

how we will be able to develop and implement those programs without compromising its goals

that will benefit both the students and the educational system That’s why the DEpEd made some

enhancement on the School Improvement Plan (SIP) which devolves in the administration and

supervision of basic education, strengthening participation and empowers the staff, teachers and

stakeholders. As stated by Gaziel (2009), “Teachers were generally affirmed as skill expert who

mastered in decision making, which might have a direct impact on student learning outcomes.”

According to Read and Atinc (2017) most recent enhancement on SIP seeks to strengthen

the relationship between the SIP and SRC and harmonized with the continuous Improvement Plan

(CI), the Result-based Performance Management System and other performance incentives.

As the DepEd implement the said program, assessment should be done whether the

program is properly implemented to see if there’s an improvement with the projects and

participation of the staff, teachers and stakeholders takes place. It should also be assessed to

foresee problems that may occur during the process and assessed whether it may have a bigger

effect or changes in the teacher’s performance.


Thus, as a researcher we would like to identify whether the enhanced (SIP) will bring a

better performance form the teacher as they play a bigger role in the planning, implementation and

development of (SIP) and to see if there’s any adjustment that should be done to make it more

comprehensive.

Theoretical Framework

Pursuant to the Republic Act No. 9155 known as Governance of Basic Education act of

2001, this policy aims to strengthen School Based Management (SBM) for further developing the

governance of education to schools, empowering school teams and personnel, expanding

community participation and involvement, and making the delivery of education services to the

learners more responsive, efficient, and effective through an enhanced school planning and

communication process.

Republic Act 9155 entrusts to the school head the authority, accountability, and

responsibility to develop school education programs and the SIP.

According to the book “Guide to curriculum development” (2006), no curriculum will be

perfect or free from criticism but to be effective it must be accepted by teachers and must be

deemed educationally valid by parents and community at large.

Statement of the Problem

This study aims to know the effects of enhanced School Improvement Plan (Sip) on

teacher’s performance in elementary public school.

Hypothesis

There is no significant relationship between the teacher’s performance and SIP related

factor.
Significance of the Study

This study will benefit the teachers as they participate in the development and

implementation of the school (SIP) which they can address their needs when it comes to teaching

and learning process, student needs, community involvement and professional growth. It will

also serve as a basis to identify whether the plans are congruent to the needs of the school.

It is also beneficial to the student because teachers as part of the program can address the

students’ need inside and outside the classroom.

Research Design

The descriptive survey type will be used in this research for gathering and analysis of the

Mauban North District in Mauban, Quezon. First, the researcher will give the letter to the adviser

for comments and suggestions. After finalizing the letter, the researcher will give it to the

principals and upon its approval the researcher will administered test to a group of teachers. After

answering, the teacher will collect the checklist answered by the teacher.

In building and maintaining a good working environment, there are some aspect that we

should have considered. One of these are the principal-teacher relationship. It has been proven that

having a harmonious and balanced relationship with your subordinates may bring a positive result

not only with the school development but also to the pupils learning. According to Lashway (2003)

the role of the principal is rapidly changing from simply encouraging teachers’ effort to leading

teachers to produce tangible result.

Moreover, there are barriers affecting the principal ability to develop teachers to perform

well. But there are some barriers that may affect the ability of the leaders to lead such as economic

influences, interpersonal challenges, cultural limitation, and cultural impediments that will limit

the ability of the principal. According to Hanghey and MacElwain (2007) who reported that

supervision of instruction was a fundamental component of instructional leadership viewing the

role as imperative to improve instruction.

Thus, this study should be conducted because of these barriers continuously arising in

educational system. As a researcher I would like to identify how these barriers affects the ability

of the principals in developing quality teachers and to address the problem properly to minimize

potential problem.
Theoretical Framework

This study is inclined with the critical theory. It determines whether the past or the current

practices address social injustices and empowerment and whether those practices have

commitment to oppressed people/ persons.

This study also inclined with the informal theories of intelligence. According to Sternberg

(1990) people’s informal theories of intelligence derive from their articulation of ideas about the

nature of intelligence and that such work is useful in helping us to understand behavior motivated

by these theory in their.

Effective principal can build trust credibility, ensuring their behaviors and actions are

consistent and align with the communicated vision and goals (Kouzes & Posner, 2002)

According to Walters, Marzano and McNulty (2004) more recently effective principals

have been viewed as transformational leaders that focus on establishing a vision and utilizing

leadership skills such as innovation, influence, consideration or the individual in the school

improvement.

As stated by Wagner (2006) he suggests that principal first find a way to accurately assess

their schools’ culture then begin to address the critical aspects of school improvement that impacts

culture.

Significance of the Study

Principal is one of the beneficiary of this study as they can be guided accordingly on how

he/she can develop quality teachers. It will also serve as a basis in improving his/her supervision

and management of teachers and the institutions.

Aside from the principal it will be also beneficial to the teachers as they are the main reason

in conducting this study. It will serve as an understanding on why and what is the problem affecting

the principal’s ability in shaping and developing the teachers.
