INTRODUCTION

Internship or on the job training is one way by which we students are given an

opportunity to apply the theories and computations that we have learned from school. It

also helps us to obtain applicable knowledge and skills by performing in actual work

setting. Colleges and universities require their students to undergo such trainings within

a specific number of hours as part of the curriculum.

For us students, an OJT or internship program provides opportunities to go

through the actual methodologies of a specific job using the real tools, equipments, and

documents. In effects, the work place becomes a development venue for us student

trainee to learn more about our chosen field and practice what we have learn from the

school.

The Bachelor of Science in Criminology program is designed to provide students

with knowledge and skills in the study of historical and contemporary patterns of crime,

responses to crime of the society, the causes of criminality in the society and study of

delinquency. It focuses on the processes involved and the functions of criminal justice in

the country.

One of the requirements in fulfilling this training, we, interns are required to make

a case study. And our case study is all about the implementation of roads safety in

Kidapawan City.

Road safety is a multi-sectorial subject. It includes proper development

management of roads, provision of safer vehicles and a serious response to accidents.

Owing the unsafe conditions, on road the rate at which road accidents are happening in

our place been high.

Road safety has become the issue of national concern considering the statistics

and the consequent negative effects on the economy of the country. One of the major

portion of deaths disabilities and hospitalization.

Objectives:

The On-the-Job Training of Bachelor of Science in Criminology is aim to;

1. comply the 540 hours training in different units/agencies in Kidapawan


City;

2. report all things they did and learned by means in writing in their logbook;
and

3. ensure the attainment of the purposes of the practicum requirements,


which are the following;

a. this case the study is all about the implementation of road safety
in Kidapawan City;

b. to establish the important of road safety;

c. to understand the nature of occurrence of accidents;

d. to develop, promote and disseminate information on good


practice in road safety education.

Orientation:

Before we proceed to our On-The-Job Training our department head Renato A.

Catubig conducted orientation about the roles and responsibilities of the Criminology

Interns, personal/ professional etiquette of criminology intern, procedure and Policies of

Criminology Internship Program and others as stated in our intern manual. He taught us

how to be professional and how to deal to our superiors.

During our deployment to the different agencies/unit, site supervisor from each

agency oriented us about their function, rules and regulation of their agency. First, in

PNP PO3 Darwin Palmones enumerated to us the different section has the Kidapawan

City Police Station, asked us about our expectation and gave our area of

designation/responsibility. Second, in TMU Sir Rey Manar gave brief idea about the

function of TMU and introduced to us his personnel. Third, in BFP SFO3 Cecilia Nabor

oriented us about the program of BFP under the supervision of the City Fire Marshall.

She told us that we will undergo training to become fire volunteer and received a

certificate of competency. Fourth, in SOCO they gave us ideas about the task of

personnel and their divisions. Lastly, in BJMP

Statement of Vision, Mission and Objectives of the Agency

Vision

A disaster-resilient and prosperous constituency living by the optimal and

prudent resource use.

Mission

All development efforts in partnership with various policy makers and key

stakeholders are geared towards establishing Kidapawan City as province’s

major service center, sustainably linked to increase agricultural productivity, food

sufficiency and agri-based industrialization under the present of administration.

Objectives

1. To relieve traffic congestion.

2. To improve travel condition.

3. To ensure the safe accommodation of motorized and non-motorized traffic.

4. To develop and implement plans and programs that is responsive to prevent


traffic congestion.

Brief Narration of System and Procedure

The TRAFFIC MANAGEMENT UNIT under the Public Safety Division which

organized by the City Government mainly focuses to implement traffic rules and

regulations. They conducting checkpoint under the R.A 4136, apprehend of “open pipe”

motor vehicles, illegal terminal of van vehicle, verification of motorcycle permit, securing

motorcade parade and most especially acting as a traffic enforcer in the middle of the

highway mostly in intersection area for the safety of motorist and the pedestrians. Traffic

Management Unit also gave assistance to the organization that uses national road for

the different activity like parade, fun run and others.

BRIEF NARRATION OF ACTIVITY AND OBSERVATION

As what we observe during our tour of duty in the aforementioned agency .The

TRAFFIC Management unit composed of two (2) section which is the Administration

section and Enforcement section. In Administration section their main function is

processing of the paper works, making the schedules of every individual personnel and

monitor. In enforcement section it divided into two (2) units first is mobile patrol and foot

patrol. Every day, we had a designated area that we are going to conduct our training

with the assistance of TMU personnel.

BRIEF NARRATION OF THE ACTION TAKEN

During our tour of duty, most of us assigned at the area where pedestrian lanes

are located and a lot of users specifically at the front of BPI, Evas Hotel and Sugni

Superstore. There are instances that motorcycle drivers did give respects the right of

the pedestrians. With the TMU personnel assigned in the area instructed us to give

priority the pedestrian users when they cross at the pedestrian lane as part of people

safety and serving them.

VERTICAL COMPARISON

Our topic is about the implementation of road safety in Kidapawan City as a

relation to the two (2) agencies for example if everybody are inform about road safety

there is less possibility of accident along the road. If there is no accident and we can

prevent congestion on the national high way, the traffic section of the PNP will have a

less job to investigate regarding traffic so that they have enough personnel to solve the

other investigative crime happened in the area. In terms of BFP they have a less

response on the fire call regarding vehicular accident. They can focus on responding

industrial fire and other function.

ANALYSIS OF THE COMPARISON

As what we compare the four (4) agencies we analyzed that those four agencies

have a different systems/method of performing their tasks/duties. First Traffic

Management Unit (TMU) they focus on traffic activities while the PNP aiming to prevent

crime and secure the safety of the community. The BFP is the one suppressing the fire

if there is a fire incident happen and conducting race operation in every manmade or

natural calamities while SOCO takes place if there is a very crucial situation happened

that the investigators of the PNP can’t do it in their own , SOCO is only supporting

giving assistance to the investigators. But there goal is to secure save and protect life

and properties.

FINDINGS

Our findings about the comparison of four (4) agencies are they have a

differences about their tasks/duties but their goal is to secure, save and protect life and

properties.

CONCLUSION BASED ON FINDINGS

GENERAL MEASURES TO PREVENT ACCIDENTS

The main thrust of accident prevention and control across the world has been on

c. Engineering

D. Environment and Emergency care off- road accident victims.

The government has been focusing or all of these four approaches in its policies

and programmers. The safety of road users is primarily the responsibility of the state

government concerned. It has several steps to improved road safety for road user which

are:

 Refresher training to heavy motor vehicle drivers.

 Publicity campaign on road safety awareness.

 Tightening of safety standards of vehicles like seat belts, rear view mirror, etc

 Widening and improvements of national highways from 2 lanes to 4 lanes.

Publicity Measures and Awareness Campaign of Road safety

With a view to raise road safety awareness among the general public.Following

are some of the measures to be taken.

a. To promote awareness about road safety issues.

b. To establish a road safety information database

c. To ensures safer road infer structure by way of designing safer roads

d. To assure fitment of safety features in the vehicles at the stage of designing,

manufacture usage, operation and maintenance.

e. To strengthen the system of driver licensing and training to improve the

competence of drivers.

f. To take measures to ensure safety of vulnerable road users.

g. To take appropriate measures for enforcement of safety laws.

Risks

The risky factors are the following instances; inattention or casual attitude while

driving, using cell phones, radio, and other electronics, not utilizing a spotter when

backing, inattention to construction work nearby, unfamiliar slippery surface and more.

VULNERABILITIES

The TRAFFIC MANAGEMENT OFFICE (TMU) is term of traffic management

they are processes and skills in planning, organizing, staffing, directing, coordinating

and budgeting to traffic affairs. Traffic Management also refers to the activities

undertaken by a highway transportation agency to improve roadway system safety,

efficiency and effectiveness for both providers and consumers of transportation services.

SOLUTION

There is clearly need for road safety education and it should be directed

toward road users, who are frequently involved and injured in road traffic

accident (e.g students). And integrated program of road safety education is

suggested.

a) Pre-school children may be introduced to the elementary concept to road

safety through studies involving the animal world.

b) Primary school children may be given practice guidance on the use of

sidewalk and road crossing techniques.

c) For middles school students are the road signs and bicycle riding.

d) High school students can be taught about reaction time, braking distance,

defensive driving and of alcohol drinks.

The real pressure and motivation to improved driving skills can commonly

through licensing authorities by adopting strict, more comprehensive and scientifically

based test. At the time of giving license, the authorities may be giving the driver’s

seminar, first aid skills so they can conduct proper care to the victim.

LEARNING DERIVED FROM OBSERVATION AND EXPOSURE

During the tour of duty in the four (4) agencies where we rendered our on the job

training we learned the proper hand signal in commanding the motorists and the

pedestrians at the highway. We also learned the role and the rights of the traffic

personnel likewise the rights of motorists and pedestrians. The traffic enforcers

demonstrate into us the proper movements of being a traffic enforcer. They teach us

about the limitations of being a traffic enforcers and the main purpose is to maintain the

smooth flow of traffic. As a whole learning’s being a intern the main goal that they plead

during the time that they take oath taking in line with the specialization of their

profession is to secure and safety the community where their jurisdiction belong.

RECOMMENDATIONS

Therefore we recommend that in order to prevent traffic accident there must be a

concern about road safety. The Traffic Management Unit (TMU) must provide possible

way to implement road safety. The researchers will recommend to the TMU personnel

to conduct seminar regarding road safety particularly to the students. Implement the law

accordingly and fairly.

To the drivers, the researchers recommend that they will always follow the rules

and regulation in traffic law, secure the safety of their passenger and give consideration

to their co-drivers.
