CUTTING/HARVESTING OPERATION INSIDE THE COMMUNITY BASED
FOREST MANAGEMENT (CBFM) AREA OF BONBON FARMERS MULTI-
PURPOSE COOPERATIVE SITUATED AT SITIO BONBON, TINAPLAN,
SINDANGAN, ZAMBOANGA DEL NORTE

II. BACKGROUND INFORMATION

Bonbon Farmers Multi-Purpose Cooperative has been awarded with


CBFMA last December 20, 1999 by the DENR for purposes of the management,
development, utilization and protection of forest resources within it. The
439.3857 hectares CBFM area is planted with Falcata, Bagras and Mangium
species under Industrial Tree Plantation (ITP) that was converted to Industrial
Forest Management Agreement (IFMA) until 2002. The PO had shared
themselves their time resource and efforts in the maintenance and protection of
said plantation area with the ardent hope of collecting the fruits of their
hardship in nurturing the same through its harvest. BFMPC is now ready to
collect and achieve their long cherished dream of putting up a more sustainable
livelihood projects that would enable its members to improve their socio-
economic condition and venture more environmentally productive endeavors
not only to improve our environment, but likewise gain economic momentum
for the sake of their general populace of the community.

Below is a table showing the extent and volume of said species based on the
100% inventory conducted by personnel of CENRO Manukan, Zamboanga del
Norte as requested by the PO in support to their request for Harvesting Permit.
(See Stand & Stock Table and Operations Map herewith attached as Annex.)

III. HARVESTING OPERATIONS


1. Products to be Harvested

Falcata, Bagras and Mangium are plantation species hence, intended to be


harvested. Fruit tree species growing in the area shall be left behind and shall
form part of the protection vegetation. Again, based on the 100% timber
inventory conducted by CENRO Manukan personnel, the corresponding
number of trees to be harvested (subject to 20% retention as seed trees or
protection vegetation) is 1,041 trees with corresponding volume of 196.5184
cubic meters less

2. Protection Vegetation

Tree harvesting is very much prone to soil erosion especially during rainy
season with the removal of its vegetation. Hence, in order to minimize if not
prevent such occurrence; a protection vegetation should be left behind during
harvesting operation. A 20% vegetative cover should be deducted and set aside
out of the harvestable trees in the plantation area that will serve at protective
cover.

Based on Table 3, a total of 268 trees will be left behind with a total volume of
49.1296 cubic meters which shall serve as the protection vegetation of the entire
area to be harvested. Said vegetation should be strategically located along the
plantation to reduce if not prevent any soil damage or soil erosion that may
occur during the process of tree harvesting operations.

3. Method of Harvesting

The modified selection system (selective cutting method) shall be practice in


the area during operation, whereby only over mature trees and to some extent
defective trees will be cut/felled and or harvested leaving an adequate number
and volume of healthy residual trees (at least 20%) for future growing stock and
for stream and river bank protection.

a. Felling and Bucking

Felling of harvestable trees will be done using chainsaw/power saw.


Felled logs will be bucked to its desired length to at least minimize
damages inflicted on residuals and wildings growing underneath
while hauling the same out of the area.

b. Hauling

Hauling of logs will be done manually and or pulled by working


animals such as carabao and will be stockpiled at a designated
loading point where it can be made accessible to vehicles.
Merchantable log ends and big branches will be utilized for some
purposes to ensure maximum utilization of the harvested trees.
Periodic inspection and inventory of logs/flitches and lumber and
semi- finished products derived thereat will be done with distinctive
makings and will be maintained, and properly recorded to facilitate
easy checking and monitoring

c. Disposition and Marketing

Harvested logs/flitches will be ripped/sliced into its desired sizes as


the proponent intends to dispose all its finished products to
legitimate buyers such as registered lumber dealers and furniture
shops locally. Moreover, the applicant may dispose round logs as the
case maybe to some local accredited wood processing plant. The rest
will be utilized personally by the proponent.

d. Transport

Round logs/flitches derived from the area will be transported from


the designated loading point using six by six hauler trucks and will
be brought to a legitimate wood processing plant for ripping and
sizing.

4. Schedule of Harvesting

The 3.8315 hectares plantation species is envisioned to be harvested for a


period of one (1) year.

5. Equipments and Tools to be Used

Considering that this is just a simple logging operation, the PO shall only be
using equipments and tools that are affordable and readily available and in
consonance with the objective that it’s harvesting methods employed is labor
intensive with minor support of simple equipments.

IV. REVENUE GENERATION

Based on the market study conducted by the PO, the current local market price
for Falcata is PhP 3,500.00 per cubic meter, Bagras is PhP 2,000.00 per cubic meter
and Mangium is PhP 2,000.00 per cubic meter.

This projected revenue is based from the net volume of 117.006384 cubic meters
after deducting 20% of the total volume of trees. See Tables 1 & 2.

2. Income Generation and Government Share

Based on the above projected revenue vis a vis the cost of production, the table
below is the projected income and shares of the PO and the government.

3. PO Sharing Scheme

The sharing scheme of revenue with the government is 75% - 25% with the
bigger part for the PO per existing guidelines (DAO 98 – 42). On the part of the
share for the PO, after consultations among its members and the direct member-
beneficiaries, the net proceeds shall be used to finance the development activities
inside CBFM area.

V. REPLANTING PLAN

The PO is not only concern on the utilization of its resources but rather they are more
concerned to their sustainable existence, organizational development, transparency as
well as balance of its surrounding vegetation. The 3.8315 hectares forest plantation due
to be harvested will be replenished/replanted with agroforestry commodity. (See table
below)
