1. EARTHWORKS
SCOPE OF WORK
This section of the Specifications includes all materials, equipment, labor, and methods
that is necessary and incidentals to complete the earthworks in accordance with Plans and subject
to the terms and conditions of the Contract.
WORK REQUIREMENTS
1.1 Clearing shall consist cutting, taking down, removal and disposal of everything above ground
level, except where such trees and vegetation which are designated to remain or be removed by
others. Materials to be cleared include but not limited to trees, stumps, logs, bushes,
undergrowth, long grasses, crops, and vegetation. Clearing shall also include levelling of
obsolete dikes, terraces and ditches.
1.2 The Contractor shall perform and furnish all survey and stakeout required for the work. The
Contractor shall provide competent personnel under the employ of professional surveyor(s) or
engineer(s) and shall provide the necessary materials and equipments for setting stakes and
making measurements in order to complete the installations in accordance with the Plans and
Specifications. All information obtained by the surveys shall become the property of the Owner.
1.3 All lines and grades shown in the Plans shall be correctly established. Building lines shall be
staked out before excavation is started. Batter boards needed for exact placement for strings shall
be erected in such a way that they shall not be disturbed during excavation.
1.4 Cavities found within the site shall be backfilled with materials similar to the adjacent
ground, and said fill shall be compacted to a dry density similar to that of the surrounding
material. Backfilling shall be considered incidental to the work of clearing and shall not be
measured separately for payment.
1.5 Excavation shall be carried out to the required lengths, breadths, depths, inclinations and
curvatures required for the construction of permanent works.
1.5.1 The Contractor shall check the actual soil condition and strength at the specified
foundation level against the soil investigative report and shall bring to the attention of the
Engineer of any critical differences that may require modification in the final design of
the building.
1.5.2 Disposal of excavated materials shall be to the account of the Contractor and shall
be in a manner approved by the Owner. The Contractor is to take all precautions to
prevent any spillage or soiling during removal operation, and is to pay all dues in
connection therewith.
PROTECTION OF UTILITIES
1.6 The Contractor shall be responsible for the detection and protection of all existing
improvements and utilities at/or near the work site. In the event that damage has been done to
services due to the Contractor’s work, the Contractor shall make good any damage due to any
cause within his control at his own expense and time, and pay all consequential costs and charges
in connection therewith.
PAYMENT REQUIREMENTS
1.7 The Contractor shall allow in the tender for the cost of providing the necessary design,
statutory submission, construction, testing and monitoring of all temporary works, including the
subsequent removal of all recoverable temporary structures, for the satisfactory completion of
the earthworks.

2. TERMITE CONTROL
SCOPE OF WORK
This item shall consist of all materials, labor and methods of placing termite control
materials, including the use of any equipment and tools in performing such operations in
accordance with this Specification.
MATERIAL REQUIREMENTS
2.1 The Contractor shall use reprocessable and recyclable polyethylene plastic materials,
provided that any specific requirements as governed by the producer and Contractor are met. The
material used shall pass the necessary ASTM Standards. The polyethylene sheeting can be
classified into the following types and according to use: Type I, natural or colored for general
purpose; Type II, natural or colored for dielectrics; and Type III, black for weather-resistant
applications.
2.2 Where the application of wood preservative is needed, the Contractor shall use a Type II
(ready-mixed termite control solution) as recommended by the manufacturer.
STORAGE REQUIREMENTS
2.3 The Contractor shall conform to the manufacturer’s requirements regarding the storage and
handling of the materials.
PAYMENT REQUIREMENTS
2.4 Liquid termite control shall be measured by actual number of liters used in drenching wood
surfaces, while the polyethylene sheet shall be measured by square meters placed upon the site.
The quantity to be paid for shall be determined and accepted by the Engineer.
2.5 Quantities measured as prescribed shall be paid for at Contract Unit Price for Termite
Control Work. Payment shall be full compensation for the placing of polyethylene sheet and
applying termite control chemicals including use of equipment and tools, labor and incidental
necessary to complete the work. Payment shall be made under the following schedule:

3. STRUCTURAL CONCRETE
SCOPE OF WORK
This section includes the furnishing, placing and finishing of concrete in buildings and
related structures in accordance with this Specification and conforming to the lines, grades and
dimensions shown on the Plans.
3.1 REFERENCES
The following is a list of standards which may be referenced in this section:
1. ASTM International:
a. C31, Standard Practice for Making and Curing Concrete Test Specimens in the
Field.
b. C33, Standard Specification for Concrete Aggregates.
c. C39, Standard Test Method for Compressive Strength of Cylindrical Concrete
Specimen.
d. C94, Standard Specification for Ready-Mixed Concrete.
e. C150, Standard Specification for Portland cement.
f. C260, Standard Specification for Air-entraining Admixtures for Concrete.
g. C494, Standard Specification for Chemical Admixtures for Concrete.
2. American Concrete Institute (ACI):
a. 318, Building Code Requirements for Structural Concrete.
3.2 MATERIAL REQUIREMENTS
3.2.1 Acquire cement and aggregate from the same source for all work.
3.2.2 Cement shall be Portland cement Type I which shall conform to the requirements of
ASTM C150, unless otherwise indicated on the Drawings.
3.2.3 Fine aggregate shall consist of hard, strong, durable particles free from injurious
amount of clay loam and vegetable matter and shall comply with the provisions of ASTM
C33.
3.2.4 Coarse aggregate shall be crushed aggregate or angular screened natural aggregate
of maximum size of ¾ of the minimum clear spacing between reinforcing bars. Coarse
aggregate shall conform to ASTM C33
3.2.5 Water shall be clean and free from injurious amounts of oils, acids, alkalis, salts,
organic materials or other substances that may be deleterious to concrete or steel.
3.2.6 Admixtures to be used in concrete shall be subject to prior acceptance of the
Engineer. All air-entraining admixtures if used shall conform to ASTM C260. Water
reducing admixtures, retarding admixtures, and water reducing and accelerating
admixtures if used shall conform to the requirements of ASTM C494.
3.3 MIXTURE PROPORTION
3.3.1The mix shall be designed for required strengths in accordance with ACI 301.
Concrete compressive strength requirements consist of a minimum strength that must be
obtained before various loads of stresses are applied to the concrete and, for concrete
designated by strength, a minimum strength at the age of twenty eight (28) days. Unless
otherwise shown on the Drawings, the twenty eight (28) day compressive strength of
structural concrete shall be a minimum of three thousand (3,000) psi. This strength shall
be confirmed by tests from an approved independent commercial testing laboratory. No
substitution shall be made in the materials used in the mixture design studies without
additional tests to show that the quality of the concrete is satisfactory.
3.3.2 Concrete Mix Design shall have a ratio of 1:1.5:3 (M20 Grade concrete). Maximum
water – cement ratio (W/C) for normal weight concrete shall be 30 liters/50kg bag of
cement. Minimum cement content shall be 300 kg/m3, unless otherwise approved by the
Engineer.
3.4 READY – MIXED CONCRETE
3.4.1 Ready – mixed concrete shall be mixed and transported in accordance to ASTM
C94. It shall be kept constantly agitated during the transit period.
3.4.2 Each load of ready mixed concrete delivered at the job shall be accompanied by the
batch ticket that summarizes the following information:
1. Weight in pounds of all materials, excepting the water reducing and air-
entraining agents which shall be in ounces.
2. Cubic yards batched.
3. The ratio of water to cementitious (W/C) materials ratio.
4. Temperature of the concrete at the time it was batched.
5. Time of batching.
6. Free moisture in the fine and coarse aggregates in percent of weight of
aggregate.
7. Gallons of water that may be added at the site without exceeding the
permissible W/C ratio.
8. Concrete Mix Design Number.

3.4.3 Prior to placing concrete, Contractor shall remove all debris and thoroughly dampen
the surfaces that may be in contact with the concrete to be placed.
3.4.4 No concrete shall be placed until all formwork, reinforcement, installation of parts
to be embedded, bracing of forms, and preparation of surfaces involved in the placing
have been reviewed by Engineer.
3.4.5 Ready – mixed concrete shall be placed in forms within one hour after adding water
or not more than ½ hours if a retarder is used.
3.6 FORMWORKS
3.6.1 The publications listed below may be referenced in this section:
1. NSCP C101-10, National Structural Code of the Philippines, Vol 1 (2010)
2. ACI 318, Building Code Requirement for Structural Concrete
3. ACI 347, Guide to Formwork of Concrete
3.6.2 The Contractor shall submit drawings of formwork, including dimensions of joints,
supports, studding, shoring and sequence of form and shoring removal to the Engineer
and Owner or Owner’s Representative.
3.6.3 Timber, sheet metal or other approved material may be used as forms that shall
result in a structure that conforms to shapes, lines and dimensions of the members as
required by the Drawings.
3.6.4 The design and construction of formwork shall take into account the safety and the
surface finish required.
3.6.5 The formwork shall be sufficiently rigid and tight to prevent loss of grout or mortar
from the fresh concrete or the formation of fins or other blemishes on the concrete.
3.6.6 Formwork and its support shall maintain their correct shapes and profile so that the
final concrete structure is within the limits of the specified dimensional tolerances.
3.6.7 The formwork shall be designed to withstand the worst combination of self-weight,
reinforcement weight, wet concrete weight, concrete pressure, and construction and
weather loads, together with all incidental dynamic effects caused by placing, vibrating
and compacting the concrete.
3.6.8 Formwork shall not be tied or supported by the reinforcement.
3.6.9 Faces of formwork in contact with concrete shall be free from adhering foreign
matter, projecting nails and the like, splits or other defects, and shall be clean and free
from water dirt or other foreign matter.
3.6.10 Spacer blocks for maintaining concrete cover to reinforcement shall be of concrete
of the same strength, durability, porosity and appearance as the in-situ concrete. They
shall be cast in the form of a cylinder with a minimum diameter of 50 mm.
3.6.11 Formwork shall be so designed as to permit easy removal without resorting to
hammering or levering against the surface of the concrete.
3.6.12 Time of removal shall be approved by the Engineer after consideration of the loads
likely to be imposed on the concrete and shall in any case be not less than the periods
specified in the Code.
3.7 CONCRETE REINFORCEMENT
3.7.1 All reinforcing bars shall conform to the following standards:
a. ASTM A615, Standard Specification for Deformed and Plain Carbon-
Steel Bars for Concrete Reinforcement.
b. PNS 49, Steel Bars for Concrete Reinforcement.
3.7.2 The minimum yield strength of steel shall be:
a. 275 MPa (40,000 psi) for bars below 16 mm diameter
b. 414 MPa (60,000 psi) for bars 16 mm diameter and above
3.7.3 Contractor shall not be allowed to start placement/installation of reinforcing bars for
footings, beams, walls, columns, slabs and other RC structural elements without approval
of Shop Drawings. Shop Drawings should be submitted and received by the Engineer two
(2) weeks prior to start of structural concrete works.
3.7.3.1 Shop Drawings are working drawings for fabrication and placing of
reinforcing steel. These drawings must comprise the following: bar lists,
schedules, bending details, placing details, placing plans and elevations, grade,
size, spacing, length of each bar, splices and their locations and any necessary
additional information that must be supplied by the Contractor concerning field
conditions, field measurements, construction joints and sequence of placing
concrete.
3.7.4 Reinforcing bars shall be free of rust, grease or other materials likely to impair
bond.
3.7.5 All reinforcement bars and accessories shall be stored off the ground on platforms,
skids or other supports and shall be stored in a building unaffected by foreign matter.
3.7.6 All reinforcing bars shall be accurately and securely placed before pouring concrete
or applying mortar or grout.
3.7.7 All bars shall be bent cold to the shapes and dimensions indicated in the Plans. Bars
shall not be bent or straightened in a manner that will injure the material. Bars with kinks
or improper bends shall not be used.
3.7.8 Bar splices shall be securely wired together. Splices in reinforced concrete beams,
columns and walls shall be shown in the details. For non-structural walls, masonry walls,
and slabs, splices shall lap a minimum of 40 bar diameters and shall be staggered
wherever possible.
3.7.9 Minimum concrete cover to all reinforcing bars shall be as follows:
a. Concrete cast against and permanently exposed to earth – 75 mm
b. Formed surfaces exposed to earth or weather:
i. 16 mm dia. bars or smaller – 40 mm
ii. Other bars – 50 mm
c. Formed surfaces not exposed directly to weather or earth
i. Slabs and walls – 20 mm
ii. Beams and columns – 40 mm
3.7.10 Splices required in the reinforcement of beams/girders framing into columns shall
not be located within the column nor within a distance of twice the beam/girder depth
from the face of the column. At least two closed stirrup ties shall be provided at all
splices (see detail 1, sheet S – 1.2).
3.7.11 Lap splices shall be made within the center half of column height, and the splice
length shall not be less than 1.3 times the development length, d.
3.7.12 Special ties/transverse hoop shall be provided within the beam – column joint (see
typical column detail on S – 1.2).
3.8 STORAGE
3.8.1 Cement and Aggregates shall be stored in weather tight buildings as to prevent
intrusion of foreign matter.
3.8.2 Cement, upon arrival on site, shall be stored in a floor sufficiently raised from the
ground to prevent moisture from coming in contact with the material.
3.8.3 Aggregate stockpile shall be arranged in a manner to avoid contamination with
other materials or with other aggregate sizes.
3.8.4 Formwork materials and all other loose material and equipment shall be placed on
cribbing to keep them off the ground. Where practicable, frames and braces should be
strapped until it is time to use them. These bundles or stacks shall be located away from
openings to prevent accidents.
3.8.5 Concrete reinforcement shall be stored above ground on platforms or other
supports, in an orderly manner to facilitate inspection and checking, and be protected
from physical damage or contamination.
3.8 PAYMENT REQUIREMENTS
