Through the years, technology has been continuous on upgrading and innovating,

making things easier and more convenient on every aspect of human living in terms of

communication, entertainment, industries, security, efficiency, household chores, travel

purposes and access of information. With this continuous and fast innovation, the

researchers thought of a technology that will benefit a library, the Quezon City Public

Library. Storing, retrieving and maintaining the security of the information in big

institutions like libraries is a hard thing to manage. An institution needs a computerized

system that would help storing, retrieving and maintaining data security possible and

efficient. With the implementation of QR Code in a library, the Quezon City Public Library

may give a better service to its users or visitors.

The locale of the study is bound in the nearby areas of Quezon City Public Library

and will use the accidental sampling technique. The research method used in the study

is Descriptive method both Qualitative and Quantitative method which uses data

gathering through surveys with the use of a questionnaire.

Chapter 1

THE PROBLEM AND ITS SETTING

Introduction Formatted: Space After: 0 pt, Line spacing: Double

Through the years, technology has been continuous on upgrading and innovating,

making things easier and more convenient on every aspect of human living in terms of

communication, entertainment, industries, security, efficiency, household chores, travel

purposes and access of information. Talking about accessing information, most people

nowadays made the internet as their primary source of information excluding those

people who prefer libraries more than the internet. Those people find library more

accurate on information or just not all people can use or access the internet. Speaking

of innovating technology, the researchers has come up a way to benefit a chosen library

to cope up with the continuous innovation of technology. In Quezon City Public Library,

they already have a system but only an inventory system in which some personnel can

check the title of the book if it is available in their library which the user or a visitor is

looking for. The idea of implementing QR Code in improvising the library management

system works in different way.

But first, what is a QR Code? Quick Response codes or in brief QR Codes, are

two-dimensional (2D) matrix barcodes that is scanned using exploitation sensible and

web capable smart mobile phones having camera, with QR reader put in as default

application, allows one to access some pre-written content such as a web site address,

email address, details of things within the catalogue, phone numbers etc. Developed by

Toyota subsidiary. Denso Wave in 1994 with the first aim of being a symbol that is easily

decoded by scanner instrumentation at high speed with additional knowledge content

than conventional barcodes. Conventional Universal Product Code contains decoded

data in one direction i.e. vertically into bars and house in between; whereas QR Code

contains decoded data in each the directions i.e. vertical and horizontal direction. QR

code can hold additional volume of information than barcode, which is even a whole

bunch of times as abundant data.

In this study, the researchers proposed to use QR code and QR code scanner to

read and record the information of the book including the title of the book, the author,

and other important details. Not only that, the QR Code and QR code scanner will be

also used as personal identification where a user can have his or her own card with a

QR code to be scanned, once logged, a user can now scan the QR Code of the book,

then it will automatically store the information of the user and the book into a database

including the borrower’s information, book/s’ information, date and time

borrowed/returned, and the list of the users previous and present borrowed/returned

books. This systematic way of recording information can help an institution preserve the

important information and avoid the loss of single record in the library. These codes are

capable to deliver required information to modern day library users and give them quick

access to the Quezon City Public Library. And this technology will benefit the library

personnel in keeping the intangible data.

Modern libraries, just like the Quezon City Public library need to be upgraded with

new technologies to cope with fast innovating modern technology. With the help of the

database specialized to store information using the camera of a PC, this innovation will
12

POLYTECHNIC UNIVERSITY OF THE PHILIPPINES 3

Formatted: Font: (Default) Arial, 11 pt

become possible. Adaptation of the QR code in library management system will help to

improve services for users and will enhance the reputation of library and information

services and professionals. Online catalogues or hardcopies of catalogues to be

replaced with these new generation interfaces to reach the expectations of the users but

also to build a modern institution.

For a user to access a library, he or she must log first, writes name, title of the book

he or she wanted to borrow, user’s address if needed and the current date and time. The

best way to understand what a QR code is and how it can be used is to think of it as a

link. Instead of having people write down the needed information, they can simply scan

a QR code to successfully log in the library. The action is fast and simple. To make it

possible, some personnel will use PC with an integrated camera and a QR code reader.

QR codes can be used in modern libraries order to manage information, promote a new

way of library management system, help improve the services to the users, and to create

a systematic way of keeping records.

The main goal of this study is for the proponents of this research to make an

analysis and determine the Design and Development of Library Management System

with the Implementation of QR Code Technology in Improvising the Library Information

System of Quezon City Public Library.

This study must meet the standards of data security, data accessibility,

maintenance of records and must introduce the modern technology of library

management system. QR codes looks simple and mostly free of cost to create, but it

creates new paradigm and dimensions to the library resources and service.

REVIEWS OF RELATED LITERATURES AND STUDIES

This chapter provides support in details and information to promote understanding

of the nature of the study. It contains literatures and studies shown by different

researchers and authors who worked on similar topics conducted in this study.

Library Management System

According to Kumar and Singh (2014), the librarians usually encounters problems

in managing the files of the library. They sometimes encounter file lost, file damage,

difficulty in searching through piles of records, space consuming and also cost

consuming. They decided to create a system that will help to improve the control and

performance of the library. As well as saving time and many more advantages. Their

proposed system will allow the librarian to add more user, validate user, and is also bug

free.

AccordingWhile according to Din and Rehman (2015) stated that the study they

proposed to develop an online library management system for university of Haripur. The

proposed system will allow the user to maintain the books, documents and student

record through the internet. The system will be an added part to the existing MIS system

of University of Haripur and will be interlinked to the other modules of the system. It will

only allow authorized users to access the system i.e. the student whom status is active.

It will be a big help in document management since the library still operate through

manual operations.

The study from the University of Chicago (2016) entitled “What do you understand

by library management system?” explain about the computerization in Libraries. Based

on the study, libraries are one of the oldest institutions in our society. It is in the midst of

the rapid change in recent times. Most of the libraries are now moving beyond their

traditional role as custodians of books and they are now starting to integrate new

methods of storing, managing, and transmission of information. A library management

software is designed to handle the usual task that they do in the library to manage the

books and the transactions that happens.

Based on the essay from the University of Chicago (2016), a computer plays a vital

role in our life and in the society. Business and Government are now using computer –

based system. Efficiency and Accuracy are achieved. This idea may be a great help in

the Library system, since majority of the libraries are still using manual operations. It will

give more time for the librarian to accommodate more tasks every day.

In his study, Khan (2013) proposing a library management system that focuses on

monitoring and controlling the transactions that happens in the library. The proposed

system is developed in java, and it will also allow the user to add new members, new

books and updating new information. And will be easier for the librarian to search for the

locations of the books as well as managing the borrowed and returned books.

According to the thesis entitled “Web-Based Library Management System with

PHP and MySQL” by Jiawei (n.d.) the objective of the thesis was to develop a web-based

library management system based on PHP and MySQL in order to reduce the cost of

management and make it convenient for the user. The web-based library management

system will allow have the common features of a library management system.

Administration, book- seeker, leasing and also email. This will one of the best solutions

in the common problems that the librarians encounter in their manual management of

the files and books.

The article discussed about the library management system from the University of

Chicago (2016) that today’s modern age of libraries can’t cope with the evolution of

technology. Still majority of the libraries are still using papers or the manual data

management. Particularly in some schools are still done manually. We all know that

modern school libraries are operating at great pace striving to serve as many students

as possible with the best of their abilities. The author also said that the main goal of the

Library management system is to store, organize, share and retrieve vital information

needed to perform daily operational functions that is commonly done in the libraries. It

makes the performance of the library more efficient.

The thesis entitled “The Application of QR Codes in UK Academic Libraries” by

Elmore and Stephens (n.d.) aims to know if the use of QR code will be helpful in terms

of Library Management. The article also considers the increasing need for academic

libraries to promote their services and resources to a “mobile clientele”. It reports on two

case studies of UK academic libraries that use QR codes to promote library resources.

It also gives an account of a pilot exercise at Loughborough University Library where QR

codes were briefly tested.

According to the University of Chicago (2016), the author said on the essay that

the applications software is developed to make a record of book purchasing, book

searching, book issuing, rent and other library related task. The scope of the library

application is to generate the automatic process of manual handling of library records

and also to handle the stock as well as the book issues. The system stores all the needed

information in every transaction that happen in the library every day.

In her study Foss (n.d.), the Library Director of the Catawba County Library System

in Newton, North Carolina has stated that it is hard to find materials to support new public

library managers nurture their professional development. Most of the research ad

writings on library management have dedicated on academic libraries and only recently

has there been more interest in the administration of public libraries. The skill and style

of public library managers – the directors, branch managers, and department and service

a manger who are foremost these institutions – strongly affects the culture of a public

library.

AccordingWhile according to Doble (n.d.), a college supports its educational level

through the progression of its library. The Botolan Community College Computerize

Library System intended to improve the procedures of the library, from physically

operated to an electronic system.

According to University of Arkansas (2016), the study discussed that library is

regarded as the brain of the institutes. The library system offers a more flexible and

convenient way in doing library related tasks. The system will allow the librarian and the

library users to maximize time and efficiency. It will keep track of the number of books,

the books that are borrowed and those that are already returned. The essay also stated
12

POLYTECHNIC UNIVERSITY OF THE PHILIPPINES 16

Formatted: Font: (Default) Arial, 11 pt
Formatted: Font: (Default) Arial, 11 pt

that one of the schools that need to improve their library transactions is the STI College

Legazpi.

According to the article (2016) discussed that these days, libraries are organized

collections of digital information. They combine structuring and gathering of information,

which libraries archives have always done, with the digital representations that

computers have made possible. New now allows people to do things in a more

convenient and efficient way. Technology also is changing the way we create, access

and use information.

Library an Internet

According to Study Moose Website (2016), the research entitled “Library an

Internet” explains that the use of library and internet is both considered as a big source

of information. Both looks to be working the same intention but as time goes by and world

changes to modernizations and directions, we conclude that not all the information in the

library are available than the internet even though the authors of journals of the book.

Digital Library

AccordingIn accordance to Tipton (2016), she discussed about the digital library

where collections are store in digital formats instead of physical formats and accessible

using computers. And the content can be accessed locally, as in within a library. And

that it is important for the user to easily locate and access the information. They want to

The study from the University of Arkansas (2016) discussed that the Digital library

is where the information is stored digitally. The Information are stored in the form of

electrical portal that provides access to all kind of databases such as bibliographies, full-

text resources, catalogues, search engines, internet resources and reference works.

There are now e-books, e- books are the digital versions of the books. Instead of reading

the hard copy of the books, you can now read them and locate parts of it in an easier

way.

Economy

In Accordance to what Huang (2016) stated in the research Design and

Implementation of Financial Supervision and Management Information System. The

degree of financial deepening is developing with the development of the economy and

development, so the cost of financial supervision has intrinsic growth rigidity to decide

whether to take the cost of the strategy which must be subject to the overall financial

stability. Under the premise of maintaining the existing supervision cost, it is a realistic

choice to improve the effectiveness of financial supervision by taking effective measures,

to improve the income of financial supervision.

News

According to Ho (n.d.) in a column of Inquirer.Net entitled The Local Firms

Embracing Outsourced Supply Chain Management System stated that the local

companies increasingly embracing outsourced supply chain management services to

Business

According toBased on the article, Golden Arches Development Corporation (n.d.),

“If you have a smartphone, you can scan the QR code at the counter and download Ang

Pao coupon on the spot for your lunch”. On that statement, Philippines McDonald’s, uses

QR code to engage with the usefulness on it. Some people can’t notice that they are

using QR code since it was not totally exposed on past 15 years. QR code is now globally

competitive.

According to Gaanan, Luna and Tan (n.d.) in their research entitled JEYA Food

Manufacturing Management System with SMS Inquiry, it is highly recommended, for an

establishment, to have a management system. It is because of the time they will be

saving for it lessens the task that has been given to the employees. Furthermore,

transactions between the client and the establishment would be faster given that it will

be automated. According to them, it saves effort and time resulting to it is more likely to

use than the traditional way.

The study entitled “Quality Magazine’s Improving Your Business with Management

System Standards Management System” by Dimaria (2014) explain the importance of

using standards in the businesses even in small or large company. This study is to

ensure the operations, services and products that meets the expectation of the

customers. It also monitored the health organization and drive continual improvement to

improve their processes.

According to this article entitled “Why are Database Management System

Important to Business Organizations” by Hanks (n.d.) explained the current relational

database management system programs uses programming language to organize their

important data. Including the open-source MYSQL database and MSSQL database

server helps the outside program to access its data via SQL structured queries.

As mentioned by Foor (2015) in her blog entitled “Top 10 Reasons for Good

Information System in your Business Today”, the best reasons to begin a reliable and

good information system that gain the benefits if the companies earn insight to better

align identify critical relationships, strategies and breaks along company dimensions of

processes, infrastructure, people and culture.

AccordingWhile according to the book Management Information Systems Ninth

Edition by Lucey (2015). Both service and manufacturing organizations, have yet to

increase competition. Consumers, however, are increasing their eagerness to

experience greater productivity. A key feature of lean production is the use of just in-time

systems. It aims to produce items, of high quality, exactly at the time required.

According to Brien and Marakas (n.d.), in their book Management Information

Systems 7th Edition: a business manager need must not be skilled in a functional

specialty such as engineering, human resources, finance, manufacturing, marketing

and/or understands the traditional functions of planning, organizing, staffing and

controlling. The systems approach to management, coupled with the ability to efficiently

contribute in the analysis, implementation, design and use of computer-based

information systems.

five reasons to have a proper records management system in your organization: to keep

the growth and creation of records check; to save on business operating costs; to make

the office more productive and efficient; to make better use of new technologies in the

office; and lastly to keep vital information safe.

Government

According to De Chavez et.al (2015) stated that one of which is the Boy Scouts of

the Philippines, who is struggling in managing their properties and assets and also

producing inventory reports of their property count because they are still using the

manual process. This paper shows some design solution that might help manage

inventories easier and more convenient. The design solution is an automated inventory

system using Quick Response (QR) Code and Barcode technology and this system is a

GUI based application that uses a webcam as a tool for scanning item codes instead of

using laser scanners. The design project was able to become a possible solution to

address problems in managing inventories as it provides convenience and lessen errors

in tallying an organization’s properties.

Based on the Administrative Order No. 17 of President Benigno Aquino III (2011),

entitled “Directing the use of Procurement Service and the Philippine Government

Electronic Procurement System in Procurement Activities in Accordance with Republic

Act 9184, and Improving the Operation of the Procurements Service”, it is stated on

Section 6, it is of importance to “develop a computerized system to manage inventories”.

Therefore, it is important to government agencies improve and upgrade their services

and use an automated approach in their inventory systems. Annual inventory report is

required for all the government entities to submit. Under COA’s Audit Jurisdiction, COA

has the right to collect inventories and audit of the properties of every government

entities.

In this study entitled “An Automated Inventory System Using Quick Response (QR)

Code and Barcode for Property Management of the Boy Scouts of the Philippines” (2015)

explained that the proposed system will surely be useful to the personnel. Because since

its automated, it will be a more efficient and convenient to in tallying their properties

rather than doing it manually. And it will also reduce the errors in documentation. Using

the system, they will be able to track their borrowers and identify the reliable person for

property damage and losses easily.

Technology

According to Gee (n.d.) the founder and CEO of Scan Inc., Manila, Philippines said

that “If you have seen someone taking a snap of a QR code with his smartphone, there’s

a big chance that the application he is using came from a start-up based in Provo, Utah,

which was founded by a young Fil-Am developer”.

As mentioned by Calima (2012), in the Philippine Star Website explained the

“disruptive apps” established by using scan with QR codes and near-field

communications (NFC) technologies to be used in a “fun and innovative way” in mobile

commerce and media.

According to Gee (2012) in Philippine Smartphone Owners Heavy Users of QR

code, the possible use of QR codes and other NFC technologies is a bright future waiting

for the emerging trend in a short period of time and the long term. Like for example, when
12

you see a Wi-Fi signage in that area, you can just scan the QR code and your phone is

automatically connected directly without the need to put in the password and username.

Fresnido (n.d.) in her study revealed that technology greatly influences the style of

libraries do things. Some of the respondents assessed that the changing level of

technological development among group member libraries settled to be a main challenge

being faced by them today while the majority of the surveyed evaluated themselves to

be successful. Tt is obvious that there is lack of comparison between the consortia ' s

objectives and undertakings. All the selected respondents of library consortia in the

Philippines has the purpose to find out the experience and status of the selected

consortia. Definitely in terms of the objectives of the different consortia, the assistances

they have enjoyed or continue to enjoy, the activities they undertake and how such relate

to the set objectives, the issues they have encountered as well as failure/success

aspects experienced by libraries in joining the different consortia.

In this study explained that QR Code (n.d.) is very important specifically in the

business. The QR code were created in 1994 by a company called Denso Wave—the

technology arm of Denso Corporation which is a subsidiary of Toyota Motor Corp in

japan. But the QR code trend started in the year of 2002 when the code became

widespread among the general public in Japan. QR code is one of the answers to have

a security assistance in every business, monitored the data just-in-time as the inventory

management system required like checking the stock on time. It also making it essential

in many facets of people’s lives as smartphones spread this time.

According to the Awesome Inc. (2012) the use of smartphone helps the users to

print with any posters by downloading the QR scanning apps for their phone. The

Philippines is fastest growing smartphone market in SEA and some of the local

Philippines business started to use this to their advantage. Smartphones are cheap, just

some cost for printing. The QR code having the contact details can be printed onto flyers,

posters and business cards. This is the way to prove that technology like smartphones

with QR code helps the present businesses in the Philippines also to the other country.

In this study Balbuena (2013) stated that the use of Quick Response (QR) codes

for navigation and delivery of mobile robot and the custom of Raspberry Pi as the central

processing unit of the system can control the robot to navigate and deliver to a certain

location that is identified by the QR codes and stored in a database. The Raspberry Pi

functions to read the command and carries out the instructions of a Python-based

program, also decodes the QR codes and determines if there is a match between the

data sent by the web application and the scanned value through the use of cameras

connected to it. Overall, the Raspberry Pi and the scanned QR Code values, with the

use of a web application and sensor can read, control and dictate the mobile robot's

movement for navigation.

As stated by Lourdes (n.d.) of the University of the Philippines, Diliman, Quezon

City, in developed countries where the computerized library system is a mature

technology, a computerized library network is perhaps no longer a novel project. In the

Philippines however, where the automated library system is available in only a handful

of libraries, the launching of the DOST-ESEP Library Network on November 22, 1995 is

a milestone in the history of librarianship in the country. It brought library automation

and networking in the Philippines to maturity. The network provided Filipino researchers

and librarians access to information located in libraries outside their own and provided

researches outside the Philippines with a venue to the information available in the

country.

According to EISI (n.d.), it indicates that they help Philippine libraries automate

using Follett Destiny Library Manager (DLM) with full support from their qualified library

automation specialist. Their librarians find a sure and easy route to convert the library

from a manual system into a fully automated, web-enabled resource that their patrons

will consider, and the institutions will be proud of. As a conclusion, the EISI offered a

systematic management of library resources with the use of databases and QR Code in

obtaining an innovative library system.

According to Witchurch (n.d.), QR codes are two-dimensional patterned graphics

that when read by mobile device, represent text and link to Internet content. Libraries

implementing QR codes should emphasis on completions that add value, educate

intended users, customize the code to reflect the school’s brand, are creative and track

usage because QR codes can represent so much data that have potential uses are

varied.

In this study, the Tiwari (2016) stated that QR code is a type of matrix bar code or

two-dimensional code that can store data information and designed to be read by

smartphones. It indicates that it was designed to accord its contents to be decrypted at

high speed. The admiration of QR codes is rising quickly all around the world. Today,

mobile phones with built-in camera are broadly used to acknowledge the QR codes.

The reasons for these violations can stem from ambiguous and volatile

requirements, inadequately specified design criteria, or a poor choice of construction and

verification and validation (V&V) techniques.

According to Anisimova and Zakirov (2016) in their research entitled “The

Development of a New Approach to the Energy Management System and the Estimation

of Its Efficiency on the Basis of the Consumer Quality Theory” explained that in

accordance to the study result, the examination of the information that has been

received due to the application of these techniques, its systematization and the

determination of the most significant spheres, with the regard of which further decisions

will be made, will be implemented by the use of the appropriate instruments.

1. Current State of the Library System of Quezon City Public Library

Based on the interview that the researchers have conducted, the current state of

the library system of the Quezon City Public Library is still upgrading up till now.

Employees in reference section have to entertain and remind every patron to sign in

manually in their log books. On the other hand, the employees in the technical section

of the said library presented their current system to the researchers. The existing

system is only capable of recording their acquired books and making an inventory of

all gathered materials. Quezon City Public Library does not support automated

processes on registering a patron and does not use their system as a record of

transactions inside the library especially on how patrons borrow and return borrowed

materials.

SUMMARY OF FINDINGS, CONCLUSION AND RECOMMENDATION

Summary of Findings

From the presented data in the previous chapter, the following are the consolidated

findings. On the number of respondents, the employees of Quezon City Public Library

and people who often visits the said library using accidental sampling technique, having

100 persons.

1. Current State of the Library System of Quezon City Public Library

The current state of the existing library system of Quezon City Public Library is

still upgrading up till now. Employees in reference section have to entertain and

remind every patron to sign in manually in their log books. On the other hand, the

employees in the technical section of the said library presented their current system

to the researchers. The existing system is only capable of recording their acquired

books and making an inventory of all gathered materials. Quezon City Public Library

does not support automated processes on registering a patron and does not use their

system as a record of transactions inside the library especially on how patrons borrow

and return borrowed materials.

2. Respondent’sRespondents’ View on The Quezon City Public Library Proposed

Library Management System with the Implementation of QR Code Technology

Conclusion

From the enumerated summary of findings, the following conclusions were drawn:

1. Researchers found out through the interview that the existing system of Quezon

City Public Library is fully functional but does not support every major business

processes of the said organization. A library management system requires quite

some lot of major modules. These modules include acquisition, cataloguing,

inventory and disposal modules. Unfortunately, the existing system of the said

library does not have the acquisition module. For the library’s personnel manually

records all acquired materials. Besides, Quezon City Public Library also records

patrons’ visits physically. The personnel also have difficulty in monitoring the

analytics of library’s performance in service through number of patron visit.

Moreover, as discussed in Chapter 2, according to Kumar and Singh (2014), the

librarians usually encounter problems in managing the files of the library. They

sometimes encounter file lost, file damage, difficulty in searching through piles of

records, space consuming and also cost consuming. With this statement, the

researchers have come up a proposed solution which is to develop a management

system for managing library’s business processes with implementation of QR Code

Technology for efficiency purposes.

2. Researchers found out through survey the respondents’ view on the library

information system. In the overall result on tallied data, the respondents were fairly

and satisfied in the study. There are six (6) different categories:
12

POLYTECHNIC UNIVERSITY OF THE PHILIPPINES 55

Formatted: Font: (Default) Arial, 11 pt

In terms of Efficiency, the respondents found the library management system

efficiency important.

In terms of Security, the respondents found the library management system

security important.

In terms of Satisfaction, the respondents found the library management system

satisfaction important.

In terms of Usefulness, the respondents found the library management system

usefulness important.

In terms of Cost, the respondents found the library management system cost

important.

In terms of Ease of Use, the respondents found the library management system

ease of use important.

With these assessments, the researchers conclude that Quezon City Public

Library Personnel and Visitors wants a developed and improved Library

Management System.

Furthermore, as mentioned in Chapter 2, EISI offered a systematic

management of library resources with the use of databases and QR Code in

obtaining an innovative library system. Their librarians find a sure and easy route

to convert the library from a manual system into a fully automated, web-enabled

resource that their patrons will consider, and the institutions will be proud of.

Recommendation

In the light of the findings and conclusions the following are hereby recommended:

1. The Quezon City Public Library needs a systematic and automated management

system for their library processes because the storage and retrieval of data would

be a lot easier if the records are well kept and stored in one place, therefore, the

researchers highly recommend a database in a system for more precise and

accurate data.

2. The researchers highly recommend that the system to be develop should be user-

friendly and accessible for non-technical users specially for the visitors of the said

library.

3. The researchers highly recommend the users to have more knowledge about the

Library Management System with the implementation of QR Code Technology.

4. The researchers highly recommended to have a deeper exploration on researching

about Library Management System because due of lack of information gathered

and the researchers have relied only on the survey that has been supplied to the

respondents and the articles on the books and internet.

5. To the future researchers this research can serve as a guideline to establish and

draft your research, and if you choose a same topic make sure to focus on the

important features.
