ADDENDUM NO. 1 TO ALL OFFERORS: Seven (7) pages, total

Reference – Request For Proposals: RFP 49-18sm


Title: Professional Architectural/Engineering Services,
New Middle School
Dated: January 10, 2018
Sealed Proposals Due: February 28, 2018 @ 2:30 p.m.

The following corrections/additions are made to the original Request For Proposals noted, based on the
Optional Pre-Proposal Conference (“PPC”) held 1/17/18 (attendance sheet attached for reference) and,
questions received to date:

Procedural Reminder: Reminder to all interested Offerors that proposals are due in the number of
required copies, via HARD COPY physical submittal to the address noted on the RFP. E-mail or,
electronic submittals are not permitted and will be rejected.

Section 1.0, Purpose, Correction/Revision: the original RFP notes, “for the services of a qualified
professional engineering firm…” This should be corrected to qualified, professional architectural firm…”
Additional references to engineering firms, that should reflect architectural as the primary focus, should
also understood as “architectural”.

Section 1.1.2, Reminder: as stated in the PPC, we expect to have the preliminary geotechnical report
on the proposed site by mid-February; final report will be posted for Offeror information upon receipt..

Section 3.1.2.3.1, Taylor Middle School Demolition, Revision: Per discussions held at the Optional
PPC, it’s highly unusual for buildings of any useful nature, to be demolished in Fauquier County, so this
section shall be revised/replaced as noted below:

New Section 3.1.2.3.1, Existing Taylor Middle School Site: the existing Taylor Middle School site
includes field spaces that the Owner expects, can be utilized for the new middle school, to avoid
demolition of the Taylor Middle School building and, permit reuse of that building. Offerors shall provide
their new middle school design utilizing as much of the existing Taylor Middle School fields as possible,
supplementing any additional field requirements in their proposal while keeping Taylor Middle School in
its existing location. Demolition will not be part of this project. Additional fields required, if any, shall be
outlined in the Offeror’s design proposal.

Questions from the PPC, and corresponding answers:

Q: Section 3.1.2.1.2 indicates the Owner’s preference for a new middle school design of nor more than
two stories; is there a reason FCPS won’t consider more than two stories? (And, from another Offeror)
Would FCPS be open to a 3-story prototype solution or are they set on a 2-story building?

A: A two-story building is consistent with many of the other middle schools located in the district (a few
are one level, only). If Offerors have a compelling cost-saving reason why they’d recommend more
than two stories, they are welcome to present that for FCPS consideration, but the two level limit,
keeps this school consistent with others in the district.

Q: What is the schedule for this project?

A: The evaluation and award schedule, is dependent on the volume of proposals received; for design
and construction, it’s estimated the project will take up to 24 months, but we rely on the Offerors to
provide solid schedule estimates; given that the students who will attend the new middle school, are
attending two existing schools, the schedule is a bit more flexible, but the intent is to design and
construct as quickly as possible to avoid inflationary costs, of course.

Q: How will you select the construction contractor?

A: This RFP is the first step in the classic, traditional, design-bid-build process. The construction
contractor will be selected through the competitive bid process using the drawings and project manual
developed as a result of the award of this RFP.

Q: Is your project budget based on the reports provided with the RFP?

A: FCPS does not release project budgets, although an overall high-view budget can be found if you
search in CIP schedules (which would include ALL elements of a project from design, to construction,
to FFE, to construction management and special inspection services if and as required). Offerors are
advised not to let prior reports or estimates, drive their design considerations.

Q: Water reclamation systems can be costly, and you’ve indicated you’re striving to keep designs
within a limited budget; can you provide invoices to indicate why you’re looking at water reclamation?

A: Water reclamation is included due to an up to 40% increase in water costs at Fauquier High School,
after that renovation was completed.
Taylor Middle School water usage is as follows:
July 2015 - June 2016, 788,000 gallons, $ 8,506 total paid that fiscal year
July 2016 – June 2017, 868,000 gallons, $ 13,091 total paid that fiscal year
July 2017 – Dec. 2017, 457,000 gallons, $ 7,075 paid so far, this fiscal year
(Warrenton Middle School water usage includes not only the school, but also the General Services and
Transportation complex on Manor Court, so we’re not providing that information as it does not give a
true indication of WMS-only usage)

Q: What will be the final status of the adjacent existing Warrenton Community Center?

A: There is no impact or effect on the Warrenton Community Center envisioned at this time; if some of
the outlying property from that site is required for playing fields, Offerors shall indicate that
recommendation in their proposal response for Owner consideration.

Q: What are the final sports field requirements on the site and number of parking spaces required for
phase 1 and phase 2 expansion?

A: Given the 800 student, 950 capacity requirement in the RFP, we’re looking to the Offerors to provide
those guidelines and, asking that they research and report in on the field requirements in the same
manner, based on their experience in designing (and overseeing construction of) middle schools of this
size and scope.

Q: Please confirm that the grade levels for the new middle school are grades 6, 7 and 8.

A: Confirmed – our middle schools all include only grades 6, 7 and 8.

All other specifications, terms and conditions remain unchanged.

Note: A signed acknowledgement of this addendum must be received by this office either prior to the
proposal due date and hour or attached to your proposal. Signature on this addendum does not
substitute for your signature on the original RFP document. The original RFP document must be
signed.
