Table 1 includes the 2018 year-to-date totals (January), for planning and building permit applications,
encroachments and code compliance cases with a comparison to January 2017. As indicated in the table,
there has been a 39% increase in planning permits, a 67% increase in building permit applications, and 160%
increase in encroachments applications compared to January 2017. Code Compliance cases are down 37%.
Case numbers are not always created for minor code compliance violations that are resolved immediately.

AMBULANCE REPORT
The performance goal for Code-3 (life threatening emergency-lights & siren) ambulance calls with a
response time of 5 minutes or less from dispatch to arrival is 95%. For the month of January 2018 the
ambulance was able to meet the performance measure. The response time was 100% with (0) code-3
call over 5 minutes.
*There were two calls for service with a reponse time over five minutes. These were non-
emergency calls classified as Code 2.
The performance goal for Code-3 (life threatening emergency-lights & siren) fire calls with a response
time of 5 minutes or less from dispatch to arrival is 95%. For the month of January 2018 the fire
department was able to meet the performance measure. The response time was 100% with (0) code-3

Carmel Beach:
Public Works/Forestry staff continued with weekly beach cleaning by picking up litter and debris that was left
by visitors, washed up on the shore, and deposited by storm water runoff.
North Dunes:
In the North Dunes habitat restoration area, John Ley’s Tree Service completed the second phase of acacia
removals along the northern and western boundaries. Removing the acacia has opened up long lost views of
Carmel Bay and returned valuable space for native plants to grow. In addition, project biologist Joey Canepa,
several volunteers, and Public Works crews hand-pulled and disposed of a significant pile of invasive ice plant
from the restoration areas.
Trees:
The City’s on-call tree service contractors removed 42 dead, dying, or hazardous trees and pruned an
additional 35 trees throughout the city. Public Works staff planted 6 new trees at various locations. Also, John
Ley’s Tree Service continued to water 86 trees planted by the Friends of Carmel Forest.
The Friends of Mission Trail Nature Preserve held their monthly work day clearing the driveway island at the
Flanders Mansion of non-native plants and spreading City-provided wood chip mulch. Public Works also
picked up and disposed of plant material that was removed. Staff began working with the Friends to implement
a pilot project to remove ivy and other invasive plants from two locations in the Preserve over the next few
months.
