The concept of immigration policy in the 2nd Basic Plan

• Immigration policy refers to policies encompassing matters


on border control, immigration, nationality, and social
integration for immigrants.

❍ E-Visa for foreigners with special qualifications

❍ Point System
- Based on a point system, foreigners can obtain Residence(F-2) status*
- After 3 years of F-2 residence, he can apply for Permanent Resident status

* The F-2 status is given based on a “point system,” which considers factors such as age,
educational background, income level and Korean language skills. If a foreigner exceeds 80
points out of 120, he or she can acquire the F-2 status.

❍Permanent Resident Status


- The requirement for Permanent Resident Status has been drastically eased*
* Minimum stay period : 12 years →5 years.

- Professionals or brains with doctorate degrees in cutting-edge science and


technology field can obtain Permanent Resident Status
KOREA VISA PORTAL
- The Korea Visa Portal allows foreigners entering Korea to apply for e-Visa online so as to
reduce the inconvenience of visiting the immigration office or overseas diplomatic mission in
person. It aims to attract tourists and foreign talents such as professors and professionals.

Applicable Status of Stay for e-Visa


Professor (E-1), Researcher (E-3), Technical Instructor/Technician (E-4), Professional (E-5) visa for
the applicant and Dependent Family (F-3) visa for his/her accompanying family members
Short-term General (C-3-1) visa for a potential investor invited by a promotion agency of the
Immigration Investor Scheme for Public Business
Short-term Group Tourist (C-3-2) visa for Chinese group tourists, Short-term Medical Tourist (C-
3-3) or Recuperation & Treatment (G-1-10) visa for foreign patients, Business Visitor (General)
(C-3-4) visa for an invitee of a domestic company.

❍ Supporting employment
- Continuously relaxing regulations that a foreign student meets with when
he or she gets employed and obtains a Special Occupation (E-7) visa

❍ Supporting start-ups created by foreign students


- A foreign student who plans to create start-ups can be supported by the
Overall Assistance for Startup Immigration System (Oasis)*
- Continuously easing standards of Trade Management(D-9) visa that a
foreign student can apply for when he or she succeeds in start-up enterprise
building

* OASIS : one-stop-supporting system for foreign students start-up


enterprise building. It includes educational program(Intellectual Law,
Technology Law, Patent law etc.), mentoring, and administrative counseling.
