SIGNING OF TUITION GRANT AGREEMENT IN THE

PRESENCE OF NOTARY PUBLIC(S)


1. Who is eligible to sign the Tuition Grant Agreement in the presence of Notary Public?

All Singapore Permanent Resident and International students are eligible to apply for the
Tuition Grant Scheme for their studies in one of the local Institutes of Higher Learning. If
your sureties are unable to be present to sign the Tuition Grant Agreement on the scheduled
dates, you can email the softcopy or courier the hardcopy Tuition Grant Agreement back to
your home country for your sureties to sign it in the presence of Notary Public(s),
Commissioner of Oaths or practising lawyers.

2. What do I have to do if my sureties wish to sign the Tuition Grant Agreement


overseas?

Step 1
During the online application, choose the “Yes” radio button for the Notary Public option.

Step 2
You will need to download a copy of the Tuition Grant Agreement from your own TGonline
account after the online application period ends.

Step 3
You can choose to email the softcopy or courier the hardcopy agreement to your sureties
overseas, in order for them to sign the agreement in the presence of Notary Public,
Commissioner of Oath or practicing lawyers. Your sureties may also engage Singapore
Embassy or Consulate officers to witness the signing of the agreement. The Tuition Grant
Agreement has to be printed single-sided on plain white A4 paper. Only one copy of the
agreement is required.

Where do the sureties or witnesses sign?


Please refer to the sample (Annex C-2 and C-3) carefully as MOE will only accept Tuition
Grant Agreements which have the witness’s signature and seal on the relevant pages of the
Tuition Grant Agreements. Incomplete Tuition Grant Agreements will not be accepted.

Upon return of the Tuition Grant Agreement by your sureties, you are to personally bring the
notarized Tuition Grant Agreement on the scheduled date, time and venue to complete the
Tuition Grant Agreement signing in the presence of MOE officers. Please bring along your
Identity Card, Passport, Student Pass and Student card for verification. Refer to the
TGonline portal under Grant Information > Grant Calendar for the more information.

Students who have not completed the signing of the Tuition Grant Agreements by the given
deadline will have to pay unsubsidised fees for their studies in the institution.

3. What if only one of my two sureties is unable to sign the Tuition Grant Agreement in
Singapore and has to do so overseas, in the presence of a Notary Public?

You are still required to complete steps 1 and 2 as stated in Question 2. The surety who is in
Singapore will have to be present together with you on the scheduled date to sign in the
presence of MOE officers. You are required to print the agreement and bring it along on the
day of signing. Please remind your surety to bring along his/her Identity Card, Passport,
Student Pass, Student Card, Work Permit and Employment Pass, (where applicable) for
verification purposes.

For the other surety who is overseas and unavailable to be present on the stipulated dates,
you are to follow steps 3 and 4 in Question 2 for him/her to sign the Tuition Grant Agreement
in the presence of a Notary Public.
