1. Call to Order
The meeting was called to order at 3:03 p.m. by Charlie Pierce

2. Welcome and Self-Introductions

Charlie welcomed those in attendance. Members and visitors followed with self introductions.

3. Approval of Fall 2014 Meeting Minutes (Washington DC)

The minutes from the fall meeting were unanimously approved. Ned Glysson (Motion), Thomas
Adams (second).

4. TAC Contact Remarks

Our new TAC Contact is Michael Stenko was present. He mentioned that a balloted document lasts
8 years. The first re-approval lasts 5 years. The second re-approval lasts 3 years.
ACI is making “go to seminar” available to committees
Biennial reports are needed.
4/17/15 is deadline for Preliminary Report for sessions in Milwaukee

5. Chair Report: Pierce

- “go to seminar” available to committees. Features individual invites.
- The committee thanked Ned Glysson for stepping into the Vice Chair and seeing the document
to completion.
- The committee thanked Adam Ramme for serving as the committee secretary.
- The committee thanked Tom Adams for taking over as the committee chair.
- The committee thanked Charlie Pierce for serving as the committee chair.
- Current membership: 20 voting, 7 consulting, 14 associate

6. EPA Ruling on Coal Ash – Status Update: Adams

 - On December 19, the EPA released the regulations. It has not been published in the federal
registery.
- The rule treats Coal Combustion Residues as non-hazardous materials.
- The rule affects unencapsulated uses. Unencapsulated is not defined. CLSM is
categorized as unencapsulated. Projects using more than 12,400 tons outside of a roadway
would require the use to be justified.
- Tom Adams is looking for information on leaching out of CLSM.

7. ASTM Standards – Status Update: Pierce/Adaska

 ASTM WK42984 – Reinstatement of ASTM D6103-04: Standard Test
Method for Flow Consistency of Controlled Low Strength Material (CLSM)
(Withdrawn 2013)
 ASTM D6023-07: Standard Test Method for Density (Unit Weight), Yield,
Cement Content, and Air Content (Gravimetric) of Controlled Low-Strength
Material (CLSM)
 ASTM WK38897 – Revision of ASTM D6024-07: Standard Test Method for
Ball Drop on Controlled Low Strength Material (CLSM) to Determine
Suitability for Load Application
 ASTM D4832-10: Standard Test Method for Preparation and Testing of
Controlled Low Strength Material (CLSM) Test Cylinders
 ASTM D5971/D5971M-13: Standard Practice for Sampling Freshly Mixed
Controlled Low-Strength Material

The committee feels all of these tests are still being used and should remain active standards.

8. Technical Session
 Most recent technical session was at Fall 2011 Convention: CLSM from Practice to
Theory
 Spring 2016 (Milwaukee, WI) for a technical session
a) Send Charlie Title of Presentation and description before Friday deadline.
b) Possible Speakers Bruce on Thermal CLSM, Frank on CLSM with color, Ned on
low density CLSM, Charlie, Jacob, Milton
c) Frank and Bruce with Co-Moderate the session.
d) Charlie will submit the preliminary approval form.

9. Committee Documents
- Charlie will send the TechNote to TAC.

10. Current Activities Roundtable

 A member is working on permeable CLSM.
 A member is using LD-CLSM at nuclear facilities.
 A member read an article criticizing the strength gain of CLSM. He will send to committee.
 A member was looking into the heat generation for mass concrete of CLSM vs. concrete. A
conduit was melted.
 A member is looking at accelerating the curing of CLSM.
  Discussion on adding carbon to capture mercury and the impacts on concrete/CLSM. After
the fact treatments available or it depends on where in the process it is added/removed.
