about CEPF
Everyone depends on Earth’s ecosystems and their life-sustaining benefits,
such as clean air, fresh water and healthy soils. Founded in 2000, the Critical
Ecosystem Partnership Fund is a global leader in enabling civil society to
participate in and benefit from conserving some of the world’s most critical
ecosystems.
We provide grants for nongovernmental and private sector organizations to help protect biodiversity hotspots,
Earth’s most biologically rich yet threatened areas.

The convergence of critical areas for conservation with millions of people who are impoverished and highly
dependent on healthy ecosystems for their survival is more evident in the hotspots than anywhere else.

Enabling a stronger voice, influence and action by civil societies is the hallmark of our approach. Our
support equips civil society groups to conserve their environment and influence decisions that affect
lives, livelihoods and, ultimately, the global environment for the benefit of all. Grant recipients range from
small farming cooperatives and community associations to private sector partners and international
organizations.

Despite the challenges it faces, our planet continues to host magnificent natural areas that offer not only
diverse life and beauty, but also essential support for humanity in the form of air and water purification, soil
replenishment, climate regulation and other necessities.

Our joint investments through CEPF for civil society initiatives are designed to help ensure the sustainability
of these critical ecosystems for both people and nature.

As we look toward the Fund’s tenth anniversary in 2010, the many organizations we support continue to
make important contributions to improving management of globally important biodiversity and to integrating
conservation into land-use and development planning. The year will also be an important one for the
international community as nations gather in Nagoya, Japan to assess progress toward their goal under
the Convention on Biological Diversity to significantly reduce the rate of biodiversity loss by 2010.

In this report, we provide examples from the fiscal year of the impact CEPF grantees are having in the field.
These range from a comprehensive forest and rangeland management plan that now guides land-use
decisions in Armenia to new communal and national protected areas in Africa and Latin America. To date, our
grant recipients have helped protect more than 10 million hectares and improved management of double that
amount in rich ecosystems that are lifelines for communities and nations alike.

This year, our support enabled the CEPF global portfolio to grow to nearly $114 million for innovative initiatives
by more than 1,500 nongovernmental and private sector organizations. We also began preparing to expand
the CEPF opportunity to three more of Earth’s biodiversity hotspots: Caribbean Islands, Mediterranean Basin,
and Maputaland-Pondoland-Albany in southern Africa.

We invite you to join us in building and supporting the vital role of stable and flourishing civil societies in

Earth’s 34 biodiversity hotspots hold especially high numbers of unique species and provide important
services for human well-being, such as clean air and water, flood and climate control, and soil regeneration,
as well as food, medicines and raw materials. The hotspots, which face extreme threats, cover only
2.3 percent of the planet’s land surface, and have each lost at least 70 percent of their original natural
vegetation.

Through fiscal year 2009, CEPF had awarded grants to civil society partners in 18 hotspots to help protect
vital ecosystems. During the year, CEPF also began developing strategies for new investments in three
additional hotspots: Caribbean Islands, Maputaland-Pondoland-Albany and Mediterranean Basin.

forest pays dividends for farmers
Adalberto “Tito” Vargas Guillen recalls his first meeting with some 30 coffee growers in the Sierra Madre
Mountains of Chiapas, Mexico. A project coordinator with the AMBIO Cooperative, Vargas was pitching a
swap: conservation coffee for carbon offset payments.

Using balloons of carbon dioxide as models, Vargas briefed his audience on the carbon cycle,
photosynthesis and global warming. One community elder weighed in. “We already knew that trees clean
the air and supply us with oxygen,” said the man, Vargas recounts. “What we didn’t know was that we
are the ones who are polluting the air.”

That insight and the chance for income led growers in eight villages to join Scolel Te (“The tree that
grows” in the Mayan dialect of Tzeltal), an AMBIO-operated forestry program supported by CEPF.

Participating growers are interplanting their coffee with Inga, a tree that provides edible legumes and
nitrogen-fixing bacteria that help fertilize the soil—plus partial shade for the coffee and habitat for
birds and other species. Farmers are also planting other species of trees on their plantations and as
living fences to control livestock movement. The additional trees absorb more carbon dioxide from
the atmosphere, and companies and other entities looking to offset their emissions purchase carbon
credits generated by the project, which in turn results in payments to the growers.

“There’s a great enthusiasm for this program among the people,” Vargas says.

Scolel Te has a strategic role to play in establishing green buffer zones between three protected
natural reserves. The program will link the reserves of El Triunfo, La Sepultura and La Frailescana,
strengthening biodiversity in the mountains of Chiapas.

Twelve other villages have joined the original eight and Vargas now counts upwards of 300
participants, thanks to additional support from Mexico’s National Commission of Natural
Protected Areas.

Armenians plan a future with trees
In the mountainous country of Armenia, villagers, nonprofit organizations, academic institutions and the
national government have teamed up to restore native tree cover and help residents manage their lands
sustainably.

Supported by CEPF and WWF-Armenia, the Armenia Tree Project (ATP) and Yale’s Global Institute of
Sustainable Forestry conducted the most in-depth forest evaluation in northern Armenia since the nation’s
independence in 1991. In the process, ATP staff, Armenian Agricultural Academy forestry students and
government employees learned data collection techniques, sampling design and inventory analysis. They
created a comprehensive forest and rangeland management plan that now guides land-use decisions.

On the ground, the results are evident. Tens of thousands of native trees have been planted in
demonstration plots in two neighboring communities. There is also a new community orchard where
youth get environmental education and villagers receive range management training.

Another important outcome is a sustainable forestry training manual that is becoming an indispensable
resource for training community members, local forestry students, conservationists and government
officials.

As a result of these achievements, the German development bank KfW will finance planting 1.3
million additional trees, the largest reforestation initiative in Armenia’s history. A private donor has
also offered support to create a regional training center for environmental studies and sustainable
forestry.

“The basis for success in a project of this magnitude is collaboration,” says Jeff Masarjian, ATP’s
executive director. “The accomplishments of this partnership have brought sustainable forestry
concepts to the forefront of environmental policy discussions in Armenia.”

Villagers living on the fringe of the Manas Tiger Reserve in northeastern India are learning new skills,
boosting their income and changing their relationship with their lush but overtaxed ecosystem.

Traditionally, residents of this portion of the Himalayan foothills have used the forest to hunt and to harvest
wood for energy and construction. They also set fires in grasslands to prepare them for livestock grazing
and to make hunting easier. Unchecked, these activities could irreparably damage the ability of the
reserve’s rich ecosystem to provide its many benefits for people and wildlife.

To help these communities reduce dependency on the forest, CEPF supported the Dolphin Foundation
to develop sustainable livelihoods for villagers living on the park’s western edge. The Assam-
based organization engaged government trainers to instruct representatives of community-based
organizations in silk farming, apiculture, handloom weaving and marketing. These leaders then teach
the techniques to villagers, help them access financial resources to establish businesses, and promote
the alternative livelihood concept.

Interest has exceeded all expectations, with more than 200 residents in 12 indigenous villages now
generating income from their chosen new vocations.

“We never thought that these types of livelihoods could put food on the table for our family,” says
Lakshmi Bala Ray, a silk farmer from the village of Boulazar. The income she generates, as well as
the promise of firewood to be obtained from recently planted community forests, decreases her
family’s reliance on the forest.

Looking at the bigger picture, Sujit Bairagi, chairman of the Dolphin Foundation, notes that the
villagers associate the project’s benefits with the existence of the park and are now stepping
forward to advocate for its protection.

protected areas:
nations move to preserve resources
In the vast arid plains and coastline of the Sperrgebiet region of Namibia and the lush forests of the
Uluguru Mountains of Tanzania, nations took bold steps this year to protect ecosystems that are
crucial to people and biodiversity.

The declaration of Sperrgebiet National Park in Namibia was a tremendous boon for the Succulent
Karoo, one of just two desert biodiversity hotspots. The 2.6-million-hectare park remained virtually
untouched for more than 100 years while under the control of mining companies who limited access.
It is a refuge for nearly 25 percent of Namibia’s plant species.

“The declaration of this area as a national park was the catalyst needed to create and consolidate
a series of protected areas that will span the entire Namibian coastline,” says Chris Brown, of the
Namibia Nature Foundation (NNF). Such large swaths of natural habitat buffer climate change,
predicted to alter rainfall patterns and threaten the resiliency of the area’s plants.

CEPF supported NNF in development of management and tourism plans that include ecotourism
concessions for nearby communities, allowing them to benefit from the growing influx of visitors.

Concerns about the impact of climate change also came into the fore in the declaration of the
Uluguru Nature Reserve in Tanzania. Through the efforts of the U.N. Development Program and
Global Environment Facility, and with support from CEPF, the Tanzanian government recognized
the need to preserve these forests. Located west of Dar es Salaam, the new protected area links
three forest reserves and a strip of previously farmed land to create a 24,000-hectare reserve.

Conserving these mountain forests protects the headwaters that feed the Ruvu River, the major
water supply and source of hydroelectric power for millions of residents of Dar es Salaam and
beyond. It also prevents the release of the carbon the forests store, averting furtherance of
climate change.

residents invest in natural wealth
Under the August sun, humpback whales churn the waters of Málaga Bay, on the southwest coast of
Colombia. They come to breed and feast on the teeming sea life nurtured by coastal mangrove forests.

Afro-Colombians, the descendants of escaped slaves, hunt and harvest wood in these forests.
The men fish in the bay and women gather the black-shelled piangua mollusks from the stilt-like
roots of the mangroves.

Faced with a dwindling catch, the local community council took the lead in preserving this delicate
ecosystem for future generations. Aided by CEPF, the council successfully advocated for the government’s
declaration creating the La Plata Integrated Management System and the Regional Natural Park of Sierpe
reserves.

“The community has an interest in a protected area that would safeguard its access to the resources
needed for subsistence,” says Angela Andrade, Conservation International’s policy coordinator in
Colombia, noting local concerns about logging and poaching as well as diminished fisheries. Plus, a
formal declaration from the government would head off periodic plans for a mega-port on the bay.

Northward, in the Mexican state of Veracruz, other communities pushed this year to establish new
communal lands. Set aside to be locally managed for 50 years, they comprise the 1,000-hectare
Grindstone reserve in La Cueva del Jabalí, the 722-hectare Spider Monkey Forest in Francisco Javier
Mina, and the 654-hectare Pheasant Forest in Francisco Villa. The three villages have pledged to
preserve trees, curtail poaching and logging, and guard the reserves.

It took a year of meetings to win local approval for the plan, says Paloma Mejía, project coordinator at
Mexican nonprofit Pronatura, but ultimately, the people took the long view. “They want their sons and
daughters to know the rainforest that they knew as children,” Mejía says. To help sustain this spider
monkey habitat, the plan includes developing eco-friendly enterprises as alternatives to traditional
cattle farming.

summary
CEPF continued to expand its support to nongovernmental and private sector
partners during FY 09, awarding grants totaling $12.9 million and bringing its
global portfolio to nearly $114 million for innovative efforts to conserve critical
ecosystems. This year, the number of civil society groups supported by CEPF
grew to more than 1,500.

As part of a major expansion and consolidation program taking place, grants


awarded included support to civil society groups in the new investment regions of
Indochina and Polynesia-Micronesia and targeted support to sustain gains made
possible by our previous investments in five hotspots.

We also embarked on strategic planning for expansion to three additional hotspots:


Caribbean Islands, Mediterranean Basin, and Maputaland-Pondoland-Albany in
southeastern Africa. The investment planning process in these regions will not only
guide CEPF investments, but also establish conservation priorities that can point the
way for the many nations, organizations and other donors involved in these biologically
rich yet threatened areas of the world.
