Congratulations to the City Government of Cagayan de Oro!
In this region, you always lead the LGUs in quickly responding to the call of the
government especially under the new administration to review and improve frontline
services and inform the citizens and the general public on how to avail of these through
the Citizen’s Charter in faithful compliance with the Anti-Red Tape Act of 2007
(RA 9485).
May you always deliver government services strictly in accordance with what you
pledge in the Citizen’s Charter and may you continue to seek every opportunity to improve
service delivery for the delight of your customer.
In this regard, on behalf of DILG Region X, I would like to congratulate the initiative of
the City Government of Cagayan de Oro of revisiting its Citizen’s Charter to attune with
the current challenges of making its service delivery accessible, responsive, transparent,
efficient and effective. This laudable effort assures the people of Cagayan de Oro that its
city government pledges accessible and quality services as a product of efficient
procedures, a well-informed public, and done by committed civil servants.
The City of Cagayan de Oro and other LGUs are in a much better position of bringing
critical government services closer to the public. Thus, an updated Citizen’s Charter is a
vital document to improve service delivery and reduce, if not eliminate, graft and
corruption–essential factors for good governance.
Good governance is a requisite for sustainable economic and social development. Among
other things, good governance emphasizes on accountability, transparency and
responsiveness of the administration in responding to the needs of its citizens.
Our government offices and institutions are faced with enormous challenges in their day
to day operations. Improving the standards for public services requires not only
committed and dedicated public servants, but a responsive and citizen-friendly system to
be in place in organizations which are in the forefront for public services. Towards this
end, the Citizens Charter of Cagayan de Oro City has been enhanced and modified to
respond to the current needs and situation.
The Citizens Charter serves as a contract between the government and its people geared
towards public sector reforms and citizens empowerment; thus, also serves as an anti-
corruption mechanism.
On behalf of the Department of the Interior and Local Government, we in the DILG City
Team, would like to commend all the officials, the men and women of the City
Government of Cagayan de Oro City for their unwavering quest for excellence in
governance and better public service as laid down in this Citizens Charter.
This revised book on Citizen’s Charter of Cagayan de Oro City presents an improved
system of serving our clientele after three years of its implementation. With the more
simplified processes provided in this second edition, we hope to serve the public better and
expect to see more happy and contented clients. As making business in Cagayan de Oro
City is made simpler, we also expect more businesses to come in. More businesses means
more revenues generated to fund highly needed infrastructure, economic and social

CAGAYAN DE ORO CITIZEN’S CHARTER
INTRODUCTION
In quest for quality service delivery to the constituents, the enhancement of the Citizen
Charter as embodied in the Republic Act 9485 otherwise known as the Anti- red Tape
Act of 2007 has become imperative. Herein detailed processes, responsible persons
and corresponding fees for various services are presented in adherence to
transparency and good governance.
Cagayan de Oro City has assumed a role which is larger than its physical boundaries.
It is considered the most important center of a growth corridor in Northern Mindanao.
Cagayan de Oro as a first class city is composed of 80 barangays with a total land area
of 57,851 hectares. It is divided into 2 districts, District 1 has 24 barangays with a total
land area of 43,637 hectares; while District 2 has 56 barangays with an area of 14,213
hectares. The city’s total population as of 2015 is 675,950 persons with 336,738 males
and 339,212 females as of 2015. The City’s population growth rate is 2.23 percent,
lower than that of 2014 which was 2.69 percent. The decreasing growth implicates
decreasing births and deaths.
In 2015, the City has 683,793 total household population with an average household
size of 4.4. As shown in figure 1, the household population comprises 341,074 males
or about 49.9 percent and 342,719 females or 50.1 percent from the total households.
About 30.60 percent of the total household population belongs to the age group 0-14
years old. Productive population (ages 15-64 years old) comprises 66.05 percent,
while 3.4 percent of the household population are elders (above 65 years old). Youth
dependency ratio (ages 0-14) is 46.33 percent while the elderly dependency ratio (65
years old and over) is 5.08 percent from the total household. Overall, the dependency
ratio of the city reached 51.41 percent. This indicates that for every 100 persons ages
15-64 years old (working age population), about 51 are economically dependent, (46
young dependent and 5 old dependents). This ratio is also lower compared to the 2000
figure of 61 persons per working age population. This decrease in dependency ratio
indicates that more people are in the work force.

Figure 2 below shows a progressive growth in tourism for two consecutive years due
to arrival of domestic and foreign visitors attracted by our natural and man- made
resources.

City Disaster Risk Reduction and Management is composed of various services such
as Administrative and Training, Weather Monitoring, Telecom and Comcenter,
Network Operation Center, Planning and Research, Emergency Medical Services and
Urban Research and Rescue. It is equipped with complete search and rescue kits
such as Water rescue kit, Extraction Kit, Rescue Vehicle, First Aide and Medical Kit.
The program of the city for health services went up dramatically that it has enhanced
and improved hospital facilities, health financing and health insurance through
Maternity Care Package (MCP) and Point of Care. With various innovations and
facility restorations, the JR Borja General Hospital is now catering significant number
of patients than in previous years.
In education, the net enrolment rate decreased by 2.04 percent for 2015. It could be
attributed to the transfer of residence of some families brought by the availability of job
opportunities in other cities and provinces. Other factor cited could be the peace and
order situation in some schools in the remote areas. The bulk of net enrolment mostly
absorbed in public elementary at 99.9 percent for Calendar Year 2014-2015. Figure 5
also shows the progress report of students in terms of access to basic education and
its quality and relevance along with its efficiency and effectiveness of the school
system.

About 32.43 percent of the City’s total land area (57,851.0000 hectares) is devoted to
agriculture in 2015. Of this, 10,015.63 hectares are used for crops production.
Agricultural products are both food and commercial crops. Food crops include rice,
corn and vegetables, while commercial crops are abaca, banana, cacao and coffee,
root crops and fruits and nuts. Figure 12 shows that among the crops planted, coconut
covers the largest area.
There are 121,659 households or 89.5 percent from the total population having
electrical connection in 80 barangays from two sources, CEPALCO and MORESCO.
Crime incidence specifically on index crime for two consecutive years 2014 and 2015
is slightly increasing. The high incidence rate indicates that the city is highly vulnerable
to different areas of crime and that the individual is said to be more vigilant protecting
not only there properties but life as well. The police population ratio is 1:641 this means
that the population of the police force is too small with respect to the total population
of the city. Thus, crime prevention is not 100% attainable. The city police is equipped
with 12 Government Issued Vehicles and thirty 32 motorcycles to enhance mobility
around the city to promote peace and order.
The City Fire Department’s fire fighting force consists of 155 men with a ratio of one
fireman for every 4,200 population. It is equipped with 19 fire trucks covering eight Fire
Stations located at Capt. Vicente Roa Street near Cogon Market (main), Lapasan,
Carmen, Nazareth, Macabalan, Kauswagan, Bulua and Puerto. While Five (5) Sub-
Stations are located at Barangays 7, Balulang, Macasandig, Bugo and Tablon. In
2015, total fire incidence reached up to 323 as recorded with the following causes:
structural, vehicular and grass fire.
In the city’s efforts in promoting business and investments, the LGU has been
recognized as the top 50 finalist in the Competitiveness Index of the National
Competitiveness Council. In fact, the LGU has been able to create The Local
Economic and Investment Promotion office that augmented the business-one-stop

shop resulting in easier processing of business permits. As of 2016, the city has
recorded a new business application of about 3, 379 and business renewals of 17,703
respectively.
With the solid waste generation rate of 0.76 kilogram per capita (WACS, 2014), the
city endeavors to have a Solid Waste Management program that provides adequate
disposal capacity for solid waste generated and promoting reuse, reduce and recycle;
and for communities have access to integrated and cost-effective management of solid
waste. Foremost, waste reduction at source is given much importance to reduce the
amount of waste generated in households, establishments, institutions and industries.
The city controlled dumpsite at Upper Dagong, Carmen has to be closed pursuant to
Republic Act No. 9003 otherwise known as the Ecological Solid Waste Management
Act of 2000. With this, the city is developing an Engineered Sanitary Landfill for
residual waste with resource recovery facilities for biodegradable and recyclable
wastes and final disposal facility for hazardous and special wastes generated in the
city.
The garbage collection area is clustered into 21 areas with specified schedule of
collection while the urban centers and major thoroughfares are collected at daytime
and nighttime. Some barangays are operating their Materials Recovery Facility to
support waste segregation at source.

The City Assessor’s Office provides Certified True Copy of Tax Declaration, Certificate
of Property or No Property Holding and Certificate of No Improvements upon the request of
the owner or his authorized representatives, as well as any government agency or private
entity.
This service allows the taxpayers to obtain a duplicate copy of Tax Declaration, listing
of his/her Property Holdings, No Property Holdings and No Improvements of his property (idle
land or vacant) as reference for payment of taxes and for other purpose .
The Certificate of No Improvements is proof that the property (land) is idle or vacant,
otherwise the buildings or improvement located within the property shall be appraised and
assessed for purpose of real property taxation, as these can be used as a basis for additional
ad valorem tax on idle land (Sec. 236, of RA 7160 – Local Government Code of 1991.

The Office of the City Building Official, created as a separate department by
virtue of Executive Order No. 01-96, is tasked to enforce the provisions of the National

PRE-MARRIAGE COUNSELING
This is an 8-hour class that tackle sessions on Marriage and Relationship, Maternal

This service is extended quarterly when an indigent client is hospitalized and needs

discharge and payment directly addressed to the hospital. Walk-in and indigent clients can
also avail medical assistance through our tie-up with the St. Helena’s pharmacy for as long as
he/she has with him/her an original prescription from the attending physician.
