We stand at the precipice of a new era. One of distributed systems, incorruptible blockchain ledgers, but
also one in which the richest of the rich hold immense power and the impoverished remainder of us
stand as nothing more than a small impediment to their goals.

It is for this reason that now is more paramount a time than ever to utilize these new discoveries and
technologies to their greatest of potential, and to create systems that cannot be plagued by greed or
corruption.

It is a fact that power, in human hands, corrupts. However, it is also a fact that the conclusions and
proofs made by objective reasoning and sound mathematics are unbiased and indisputable. Computers
are best suited for this task, and for this reason, it should be evident that we, as humans, are unfit to
govern ourselves.

History has proven, time and time again, that dynasties will always fall, that nations collapse and that
greedy hands clamber for the helm. But now, for the first time, the power is in our hands to develop
distributed, incorruptible distributed autonomous organizations that can perform the vital role of
worldwide governance.

Greed's power, for the first time, is being used as strength. It is because of greed that blockchains are
secure, and it is because of greed that they always will be. Hence, it becomes possible to create a system
in which people can be economically incentivized to preform actions for the good of the world.

It is on this premise that I propose a new way of governance. The Open Governance Project aims to
create a blockchain which manages all aspects and preforms all duties of a government, but in such a
way as to be immutable and efficient.

This document lays the foundation for what will one day be the Open Governance Project. The
document describes the steps needed to implement such a system, and some key features of the entity
to be created.

Roles

In order that we can even begin to ponder how such a system will work on a high level, the roles of
government need be defined:

- Incentivize peace and prosperity for all, and de-incentivize the opposition thereof
- Incentivize societally productive behavior by all people
- De-incentivize violent behaviors
- Combat monopolies and other "tragedies of the commons"
- Provide a framework for proposing, voting on and enforcing rules
- Provide a framework for justly finding and prosecuting those who violate rules
- Provide mediation for civil disputes
- Provide for those who are unable to provide for themselves
- Maintain a stable free market economy
 - Ensure that emergency services are readily available
- Provide incentives for businesses who take actions to reduce their environmental impact
- Provide a mechanism for society to peacefully and definitively override any governmental action
- Provide official certifications for professionals and educational degrees
- Maintain a ledger for land ownership and facilitate the purchase and sale of land
- Protect consumers by enforcing rules relevant to the prevention of corporate overreach
- Protect and defend the property, land, and assets of all people
- Provide simple, multilingual tools for citizens of all legacy nations to join the new system
- Delegate authority to cities and localities
- Establish and defend fundamental rights applicable to all people

Philosophy

While the main philosophy of the system is that an automated system is to govern, there are a
significant number of cases where this is not possible. Therefore, it is necessary to create a human
power structure to perform certain tasks. The following sections describe how each category of
government is to be established and operated.
