By-Laivs of the Supreme Student Government and Supreme Pupils Government
Elementary and Secondary Schools and DepEd Order N o . 47 s. 2014 entitled Cons
and By-Laws of the Supreme Student Government and Supreme Pupils Governmen
Elementary and Secondary Schools, the f o l l o w i n g shall be observed d u r i n g the e

2. The School H e a d (SH) u p o n the proposal of the members of the SPG/SSG


Commission o n Elections (COMELEC) w i t h the recommendation of the SPG/SSG
C O M E L E C Chairperson, m a y also issue additional guidelines on the SPG or SSG
C O M E L E C Stamdard Election Code consistent w i t h the Constitution and By-Laws of
the SPG a n d SSG i n Elementary and Secondary Schools to ensure a fair and succes
conduct of the elections.

3. A f t e r the conduct of the SPG/SSG Elections, the SH or the person w h o m he/


appointed shall accomplish the Comprehensive Evaluation of the Student
Government Elections for the School ( C E S G E ) Form p r o v i d e d i n the enclosure. Soft
or hard copies of their documents shall be submitted to the D i v i s i o n Schoo
Governance and Operations D i v i s i o n ( S G O D ) exactly t w o (2) weeks after the
school's p r o c l a m a t i o n of winners o n March 20, 2017 for the SPG/SSG.

4. The D i v i s i o n SGOD shall collate the schools' CESGE Forms and accomplish t
D i v i s i o n Consolidated Election Report ( D C E R ) for the SPG and SSG. After collating
all the schools' CESGE f o r m s and accomplishing the Division Election Consolida
Report for the SPG and SSG, the Division SGOD shall f o r w a r d the soft or hard co
of the said copies to their respective regional Education Support Services Division
on or before March 27, 2017.

5. The ESSD shall collate, organize and f o r w a r d scanned or soft copies o


documents s u b m i t t e d by the SGOD to the Y o u t h F o r m a t i o n D i v i s i o n (YFD)
observing the f o l l o w i n g directions:
a) The email shall be f o r w a r d e d to blss.yfd@depeci.gov.ph
b) The e m a i l shall f o l l o w the subject:

For SSG: {SSG1718 -(name of region)-Submission]
c.) The email shall be f o r w a r d e d on or before A p r i l 14, 2017.

7. The newly-elected SPG/SSG officers u p o n their oath taking ceremony sha

functions, a n d responsibilities of each officer The n e w l y designated SPG
Adviser shall supervise the implementation of the said training. The newly e
SPG/SSG officers shall come u p w i t h a General Plan of Action (SPOA) for their e
term. The project management a n d p l a n n i n g of G P O A must be facilitated by t
SPG/SSG adviser a n d the outgoing SPG/SSG officers d u r i n g weekends
immediately after elections.

8. For the regional a n d division-federated SSG a n d SPG elections, A


P R E S I D E N T S regardless of grade level, whether the candidate is f r o m Grade 11
Grade 12, can v i e for the President a n d Vice President position for as long
are the elected President of the SSG and SPG i n their respective school a
qualified to be nominat ed.

9. For the stcmd-alone Junior H i g h School (JHS), candidates for President an


President must be Grade 10 and Grade 9 students. Grade 8 and 7 students can
for the other positions except President and Vice President.

10. For elementary and secondary schools w h i c h have more than 1,000 students
grade l e v e l , the C O M E L E C can a d d additional three (3) members per grade le
w h o w i l l help facilitate the elections. The said additional members must mee
•required qualifications a n d undergo the same process.

11. The Y F D as the lead office for the Student Government Progi-am (SGP) i
Central Office is authorized to monitor the conduct of the elections a
formulation, a n d i m p l e m e n t a t i o n of the programs and projects to strengthen
SPG/SSG i n schools.

12. The SGOD a n d ESSD are authorized to coordinate and to monitor the activ
of the synchronized SPG/SSG elections.

13. A l l regional directors (RDs) and school division superintendents (SDSs


enjoined to support and m o n i t o r the implementation of the school clcclions.

14. A l l elections conducted before the implementation of this M e m o r a n d u m sh


retain the candidates w h o were proclaimed winners of their school's SPG and

2017 Elections Application Packet

To run for a position i n tlie SSG/SPG office, each candidate should submit a completed
with the following attacfiments:

• Certificate of Candidacy
• Parental Consent
• Two (2) pes. of 2x2 photograph
• A n official copy of the Report card for the present Academic Year
• General Plan of Actions
• Two (2) recommendation letters from two (2) individuals whom the candidate has w
a co-curricular and extra-curricular activity.

RECOMMENDATION LETTERS:

Please secure and submit two (2) recommendation letters (in a signed/sealed envelop

recommendations shall include the following:

« Description of the activity wherein the candidate and the author of the recom
worked together
• Detailed description of how the candidate the principles of teamwork, collective

The author of the recommendation letters should not be related by affinity or con

The two (2) recommendation letters should each come from a fellow student that he/she

The authors of the recommendation letters should not be related to the candidate by
