Subject:- Request for permission for outsourcing of services for new


G/GD/GDS Sites opened during 12th Plan - Regarding

Snow Hydrology Division started functioning in June 1984 wherein its work area was
limited to pilot project of Snow Hydrology Studies in Yamuna Basin in the 2 nd stage
during 1988, Jubbal sub-division was created and under it there were two snow
observatories at Jubbal and Chopal. Later on Chopal observatory was closed and
shifted to bigger catchment area of Beas at Kothi in Distt Kullu. Also Jubbal sub-
division was later shifted to Shimla and this is the only sub-division under SHD
Shimla.

Ministry of Water Resources during 2003 accorded approval to the scheme of


“Establishment & Modernisation of Flood Forecasting Network in India” for Xth Plan
under which entirely new network for flood forecasting in Satluj basin was established
which included 3 no. G&D site at Rampur, Nathpa, Powari and Gauge site at Titang
(Khab).

Further, during 2013-14 work of installation of 12 new Snow Observatories based on


real time data-acquisition (telemetry system) was carried out by SHD Shimla.

Under the DWRIS Plan Scheme, 22 sites were to be opened during 12th Plan period,
out of which 14 were of SG&MS station (Kee Monastery, Hango village, Hatoo peak,
Shipkila Pass, Sugar Point Pass, Near Nithala Thutch Dumti (ITBP Camp),
Leo/Yangthang, Rohtang Pass, Near Chansal Ghati, Around Prasher Lake, Kunsum
Pass, Near Chini Kalpa, Pin Parbati Pass and Manimahesh) 8 were G/G&D Stations
(Barot, Ghaluwal (Gagret), Shalkar, Sangla, Khab, Ropa, Guling, Hansa).

Out of above 22 stations proposed for 12th Plan, Telemetry Stations at Kee
Monastery, Hango village, Dumti have been installed. One manual snow observation
station at Kufri has also been converted to Telemetry Station. Work for Installation of
Telemetry stations at Prashar lake, Hatoo peak, Shipkila Pass, Sugar Point Pass,
Rohtang Pass, Chansal Ghati is being taken. Two sites one at Chini Kalpa and Leo
Yangthang have been dropped due to availability of Telemetry Stations of other
organisations. Further 8 G/GD/GDs sites have been opened at Barot, Ghaluwal
(Gagret), Shalkar, Sangla, Khab, Ropa, Guling and Hansa sites. The above 8 G/GD
sites are presently functioning as Gauge sites and these sites are to be upgraded as
GD/GDS/GDQ/GDSQ as proposed in EFC memo of DWRIS Scheme. As proposed in
EFC of Two Sites namely Nathpa & Titang were also to be upgraded as GDS/GD
sites.

Existing Sanctioned strength of Work charged Staff conveyed vide CWC letter No. A-
11018/1/2014-Estt-XII-348-379 dated 29th June, 2016 is 44 number, which do not
include the work charged staff required for newly opened sites during 12th Plan
period. Further, 5 more staff are likely to be relieved soon from NPCC to join at SHD,
Shimla as intimated vide SE(C), IBO email dated 9th October, 2017. Final status of
work charged staff after joining of 5 personnel's from NPCC will be as under:

Now this office has received Draft Tender Documents for Hiring of Support Services
and Hiring of Manpower for new sites opened during 12th Plan vide SC(C), IBO e-
mail dated 9th October, 2017. It has been directed that tender should be floated
before 18th October, 2017. The entire period from December, 2017 to March 2020
shall be considered for preparing estimate and calling tender.

As I understood after going through the draft tender document, one work charged
staff shall must be posted to each new sites and services of remaining staff should
be outsourced. Accordingly, distribution of work charged staff /as well as outsourced
staff shall be planned a under:

Based on manpower estimated above at Serial Number C2 & C3, estimates for Hiring
of Support Services for Hydrological Observations and also for Hiring of Supervisory
Staff & Research Assistants have been prepared. Estimated cost is as under:

1. Hiring of Support Services for Hydrological Observations - Rs. 114.03 Lakh


2. Hiring of Supervisory Staff & Research Assistants - Rs. 51.78 Lakh

For making payment against the above work additional amount of Rs. 22 Lakh will be
required at RE stage.

Draft Tender Document for Hiring of Support Services for Hydrological Observations
and Draft Tender Document for Hiring of Supervisory Staff & Research Assistants on
out sourcing basis for a period of 28 months (i.e. from December 2017 to March
2020) have been prepared & placed below.

Press Notice for calling of above Tender has been prepared and submitted for kind
approval, please.

Case is submitted for approval as under:


1. Administrative Approval for calling of tender for new & upgraded sites with
manpower given above.
2. Sanction of both estimates as mentioned above.
3. Approval of the draft tender document for Hiring of Support Services for
Hydrological Observations and Draft Tender Document for Hiring of Supervisory Staff
& Research Assistants on out sourcing basis for a period of 28 months (i.e. from
December 2017 to March 2020).
4. Approval of Press Notice.
